Increase in number of public administration experts will steer development drive towards serving national interests
Secretary-1 General Khin Nyunt attends dinner hosted by MPA graduatesYangon, 31 Dec - The dinner hosted by graduates of Master of Public Administration (MPA) Course No 1 of Yangon Institute of Economics was held at the International Business Centre this evening, with an address by Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council General Khin Nyunt.
The Secretary-1 cordially greeted the MPA graduates. The Secretary-1 inspected prescribed text books, reference books, theses of the students and MPA graduation gown. The Secretary-1 delivered a speech. He said today the nations of the world are laying emphasis on making arrangements to produce brilliant intellectuals and intelligentsia and to apply modern science and technology in all sectors for safeguarding the interest of the nation and its people. At this time, the Union of Myanmar is making endeavours for development of the country and the people relying on own national forces. Increasing the number of intellectuals and intelligentsia in the respective fields is a force that will serve the interest of the nation.
The State Peace and Development Council has been making efforts to enable the Union of Myanmar to keep abreast with the international communities. Encouragement has also been given to all sectors for improvement of national economic life, systematic urban development tasks and raising the living standard of national people. With the development of national economic life and high living standard of the people, urban development tasks have gained momentum and requirements on public administration have also become wider. Thus, experts in the public administration field are specially required in all sectors of the State today.
The State is making arrangements for emergence of public administration experts as an increase in their number will steer the development drive for serving the national interests. Today all the development drives are based on knowledge arrived at present. Hence, the State has laid down and implemented the education promotion plans with the aim of enhancing the education of the entire people, producing brilliant human resources and creating a constant learning society. The plans are being implemented in accord with the national objectives. A total of 151 institutions of higher learning are continuously producing brilliant human resources. Arrangements are being made stage by stage for development of a constant learning system in the higher education sector to bring out highly qualified human resources.
At present, doctorate degree courses are being conducted in the nation. Efforts are being made to implement the subject-specialization programmes in all fields in the institutions of higher learning. Thus, post-graduate courses, master's degree courses and doctorate degree courses are being conducted at the institutions. Human resources development departments have been set up, and job-related courses, under-graduate courses and post-graduate courses have been opened. The Institute of Economics has opened the MPA course in accord with the changing era and national requirement. In the process of globalization, producing and nurturing of intellectuals, technicians and administrators in the government bodies, enterprises and social organizations amount to striving for the nation to be able to stand shoulder to shoulder with the world nations. So, intellectuals and intelligentsia and managers who received Master's Degrees in Public Administration are to realize the State's attitude towards and expectation for them.
He also urged them to strive for turning the nation into a modern and developed one, making use of knowledge on public administration in respective sectors. Moreover, by making systematic use of the knowledge provided by the university, all are to strive for all-round development of the modern and systematic public administration systems and to strive for becoming experts, entrepreneurs and managers who will serve the interests of the State and on whom the State can rely in the respective sectors. There are those who turn a blind eye to the endeavours of the State establishing basic infrastructures such as roads, bridges, dams and reservoirs, assisting economic sector, upgrading education and health sectors, keeping peace and tranquillity in the country, wiping out narcotic drugs, and national reconsolidation tasks. They do not acknowledge the noble endeavours of the State and good results.
As they do not want to see the country in progress, they can make incitements for disintegration of the country. So, the role of intellectuals and intelligentsia is important in preventing the dangers of those with negative views. In other words, tasks for development of human resources are to be carried out continuously. So, for rapid emergence of a modern and developed nation, he urged all to continue trying to become public administrators, entrepreneurs and managers who will bring about the interest of the State and the people, to firmly stand as qualified public administrators and make efforts for rapid development of the State making use of knowledge gained and to participate in building firm national economy, making public administration tasks modern and developed and uplifting socio-economic life of national people.
