In his address, Secretary-1 said the annual gathering ceremony of the brethren has been held for quite long period in Kachin State, which is enjoying peace and stability, expressing belief that the tradition will continue to exist till the time of posterity.

Enjoying the right to live in unity and love and respect, the religious freedom, and the right to preserve one's own traditions and culture indicate the national strength capable of building a society possessing high civilization and strong unity. The tradition of the brethren living together in unity, love, respect, forgiveness and understanding throughout the history while preserving their traditions and culture and safeguarding race is a glory for all the Union people.

The task of safeguarding and upholding the essence of the Union and Union Spirit forever is the duty of today's citizens. It is required for all to have love, understanding and forgiveness among them; only then, will they be able to collectively safeguard the essence of the Union and ward off alien attempts to cause dissension, suspicion and hatred in the Union which have enjoyed high civilization and unity for years countable by the thousand.

Government keeps on flourishing of essence and fine traditions of Union among the national brethren. The existing unity and peace and stability has been enhanced for promotion and propagation of the spirit of unity and Union Spirit. As there are good foundations, the people are required to strive for perpetuation of the unity and peace and stability. While the government is endeavoring for further strengthening of the Union and national solidarity, the group holding negative views are making attempts to break up the Union and national unity. It has been found that the destructive element are plotting make-believe under the pretext of the religion and racism to break up the Union.

There is no racial and sexual discrimination in the Union of Myanmar. Our country is second to none in the concept of recognizing individual persons as a citizen. Therefore, it is required for all nationalities to truly understand the accusations of some western countries and pessimist groups over Myanmar on the violation of human rights, oppression of national races and molestation of women. Realizing the ill will of the destructive elements, all of national brethren are to maintain the tradition of living harmoniously and unitedly in loving kindness. As stability and peace is prevailing everywhere, all national races should cherish, preserve and value the tranquillity and prosperity living in amity and with peace of mind. It is also important to preserve our fine cultural traditions.

Moreover, it is also necessary to love one's race and at the same time cherish the Union where the various national races reside. As long as the national races of the Union are in unison and amity, the Union will perpetuate for ever and external instigation, hindrances and obstacles will surely be wiped out. In the course of history, the national unity was weakened due to discords sown by aliens and as a result the development pace was slowed down. Today, the national unity has been consolidated and it is an auspicious time to work together for the development of the State.

Today, the ill legacy of disintegration of the national unity in the past is being remedied, all are to be aware of the danger posing against the national unity through sowing discords and racism. I would like to urge all the national race leaders and religious leaders to organize all the national brethren under the correct leadership so that they can conceive the advantages of unity. I would like to urge all the national brethren, based on Union Spirit, to exert concerted efforts to enable the Union of Myanmar of all the national races to stand prestigiously in international community as a peaceful, united, developed nation with full of loving kindness. In conclusion, I would like pray my wishes together with national brethren.

May the Union, including Kachin State, forever be peaceful and prosperous in accord with auspicious essence of the Kachin Traditional Harvest Festival. May all the national brethren forever enjoy the genuine essence of unity, friendship, understanding and truthfulness and nurture national solidarity spirit and Union Spirit.

From past insecurity and fear, people of Kachin State are now able to concentrate on economic development and social progress
Secretary-1 inspects regional development tasks in Kachin State

Yangon, 2 Jan - Secretary-1 of the State Peace and Development Council General Khin Nyunt, left here by Tatmadaw helicopter and arrived at Myitkyina in Kachin State at 10 am yesterday.

Then, the Secretary-1 and party, accompanied by the commander, arrived at Mohnyin, where they were welcomed by the chairman and members of Mohnyin Township Peace and Development Council, departmental personnel and members of USDA.

Secretary-1 General Khin Nyunt met with members of Mohnyin Township Peace and Development Council, departmental personnel and members of USDA and social organizations and townselders at Seinle Yadana Hall in Mohnyin. First, Chairman U Myint Aung of the Township Peace and Development Council reported to the Secretary-1 on location, area, population and weather condition of the township and crops cultivated, cultivation and yield of monsoon paddy, rice sufficiency, health care services and generation and use of electricity in the township.

Afterwards, Secretary-1 General Khin Nyunt made a speech. He said Mohnyin was a famous town during the time the nation was ruled by her own monarchs. But when the nation fell into instability due to political instigation and power struggles soon after independence was regained, armed insurgency broke out in Kachin State which includes Mohnyin. When the countries enjoying peace and stability were achieving progress, there was no individual or organization that could restore peace and stability and national unity amidst the disagreements resulting from different ideologies and belief coming out from power struggles and instigation.

The Tatmadaw government with great patience and magnanimity has striven to re-consolidate the national unity. Thus, peace and stability is now prevailing in the entire nation including Kachin State. Thus, the people can now do business and travel with peace of mind, and improve their economy and living standard.

In this situation, people will have to strive for progress of their region and community and economic development. From the state of insecurely in the past, The people are now able to work for economic development of living standard. The government cannot let the nation fall into disunity, sufferings and poverty again because of disagreements resulting from outside interferences and political instigation. And the people do no want instability any more, as they had saw the plight of the people in the absence of peace and stability. So, the people are required to stay away causing disagreements because of the outside instigation. The people should understand the State's goals and harmoniously strive to realize them. They should understand the State's positive endeavours to improve their food, clothing and shelter conditions.

The government is building infrastructures in all sectors with all the available resources and strength. It has used a large amount of cash in implementing the border areas and national races development project and the 24-development-zone project for harmonious development of the entire Union. In Kachin State Myitkyina Development Zone and Bhamo Development Zones has been set up to accelerate regional development drive. The State is launching the development projects with any discrimination against any race, protecting the people as with loving kindness towards the people.

Then, Chairman of MEC Secretary-1 of the State Peace and Development Council General Khin Nyunt presented computers and teaching aid equipment for Nos 1 and 2 BEHS in Mohnyin to Mohnyin Township Education Officer Daw Tin Moe Aye and the ceremony came to an end. Later, the Secretary-1 and party went to Mohnyin Township People's Hospital where they inspected operational theatre and wards.

Afterwards, the Secretary-1 and party proceeded to Mogaung Township. At the Mogaung Hall, the Secretary-1 met with local authorities, departmental staff, members of USDA and social organizations and townselders. At the meeting, U Tin Zaw Win reported on township's location, population and weather, cultivation and production of monsoon and summer paddy, oil crops and beans and pulses and sugar cane, plantations of Thit Seint trees, arrangements to cultivate 1,000 acres of pepper, tea leaf and coffee plants, transportation, communications, heath care services, education, implementation of five rural development tasks, use of electricity and construction and needs of Nantkaung Creek (Mogaung-Bridge).

After hearing reports, the Secretary-1 attended to the needs and made an address. The Secretary-1 delivered an address. He said that he visited Mogaung Township to fulfil requirements for the regional development and economic and social progress of local people. The Government is providing all the necessary assistance to the public with the conviction that only if there is improvement in socio-economic life of the people, will the State develop. Emphasis is being put to regional development tasks of Kachin State because it has achieved peace and stability later than other regions.

After regaining independence, political instigations, power struggles and armed opposition were widespread throughout the country. These were the evil legacy of divide-and-rule policy of the colonialists. Amidst all these, the Tatmadaw Government managed to forge the national reconsolidation. Since the early days of civilization, the national races have been living in various regions of Myanmar in unity and through thick and thin like blood brothers and sisters. As we have been living in the Union with national spirit and Union Spirit like a family since the days of our ancestors, we cannot allow national unity disintegrated and Union Spirit weakened. Realizing the importance of national unity and Union Spirit, all the national races should be well aware of foreign instigations and attempts to drive a wedge among national brethren.

At the same time, they must pay serious attention to the development of their own country and races. In the past, due to various kinds of political instigations, national unity deteriorated and armed opposition occurred. Thus, there was no political stability in the country. Nowadays, owing to mutual understanding and magnanimity of national brethren, the State has begun to stabilize and develop. At a time like this, we must ward off foreign instigations and attempts to create dissension. While we are unitedly making every endeavour for development of the State, some forces, relying on big powers, are trying to hinder our efforts for the development of the State. Some foreign nations tried to manipulate our country politically, economically and socially but they did not succeed in doing so.

Therefore, they are now trying to sow discord among the nationals of the Union on the pretext of democracy, human rights and the rights of ethnic groups. The Government, resisting foreign interferences, is endeavoring for the development of the State on self-reliant basis. As the Government is making strenuous efforts for development of the State and improvement of living standard of the people, considerable success has been achieved. At a time like this, we must accelerate our efforts for national development tasks, guarding against foreign instigations and destructive elements. Local authorities are to go right down to grassroots levels to fulfill the requirements of local people. Township level departmental personnel play a vital role in bringing about the development of the country including rural areas. As the township level departmental officials are in close contact with local people, they are fully aware of the needs and wishes of the people. Therefore, it is up to the departmental officials to fully attend to them.

The Government employees at different levels have to perform their duties conscientiously in the interests of the people. The people, on their part, should realize the goodwill of the Government and persevere in improving their socio-economic life.

Especially, all the national people are to ward off foreign interferences to weaken national unity and destabilize peace and tranquillity of the State and to perpetuate the Union.

Then, General Khin Nyunt presented computer and teaching/learning aids for BEHS Nos 1 and 2 in Moekaung to Township Education Officer Daw Mon Mon Lay and the ceremony came to a close.

He continued to say that in placing emphasis upon education sector, the State has laid down and implemented the 30-year long-term education plan in which the role of the wellwishers, teachers and students to play are included. The participation of wellwishers plays a vital role in the plan, he added.

The donation of wellwishers U Yin Haing and Daw Aye Yin of Namti for opening of the multimedia classrooms is greatly beneficial to the students. It is a way of upgrading the intellectual skills of the students. If endeavours for bringing about the intellectuals and intelligentsia for the country are implemented with this momentum, the State will develop soon and keep abreast of other countries.
