Development has been achieved with added momentum overnight in the regions where there is no longer armed insurgency
Ayeyawady Division is home to various national races like other States and Divisions
Vice-Senior General Maung Aye attends inauguration of Wakema Bridge in Ayeyawady DivisionYangon, 5 Jan - A ceremony to inaugurate Wakema Bridge constructed by the Bridge Construction Special Group-7 of Public Works, the Ministry of Construction was held at the pandal near the bridge in Wakema, Ayeyawady Division, this morning.
Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Maung Aye formally unveiled the stone plaque. Vice-Senior General Maung Aye left here by helicopter and arrived at Wakema this morning.
Next, Vice-Senior General Maung Aye and party attended the opening ceremony of Wakema Bridge. Those present at the ceremony together with Vice-Senior General Maung Aye and party were members of Ayeyawady Division Peace and Development Council, departmental heads, chairmen of district and township Peace and Development Councils from Myaungmya District, Myaungmya, Einme, Wakema, Mawlamyinegyun and Labutta and members, district and township level departmental officials, Deputy Superintending Engineer of Bridge Construction Special Group-7 of Public Works U Khin Maung Hse and officials, service personnel, members of the Union Solidarity and Development Association and social organizations, teachers, students, public and guests totalling over 20,000.
The opening ceremony started at 7.40 am. First, Lt-Gen Thura Shwe Mann delivered a speech. He said: The Wakema Bridge was opened for the State and Ayeyawady Division in commemoration of the 55th Anniversary Independence Day. It is obvious that the government has laid emphasis on importance of the bridge for Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Maung Aye himself attended the inauguration ceremony.
The 3,000 feet bailey suspension bridge is a section of Pantanaw-Shwelaung-Wakema-Kyonmangay Road. Recently, the Shwelaung Bridge and Lanthamaing Bridge were opened on the road. The Pantanaw-Wakema-Kyonmangay Road leads to Yangon directly and the people of Kyonmangay and Wakema can go easily to either Yangon or Pathein in no time.
According to geographical conditions, Ayeyawady Division has plenty of rivers and streams. Therefore it was a region that relied on only waterway till about six years ago. Despite plenty of water and land resources in the division, transportation was difficult and progress had not been made as much as desired. Head of State Senior General Than Shwe himself witnessed how difficult the transport among the townships was when he served as a commander in the division. As all is known, he has undertaken the tasks for better transport in the division with keen interest. More roads and bridges crossing rivers and creeks have been built and opened. Under the guidance of Senior General Than Shwe, 36 major bridges such as the Bo Myat Tun Bridge, the Maubin Bridge, the Myaungmya Bridge, the Pinlelay Bridge and the Gonnyindan Bridge each of which is over 180 feet and above have been built in the division. The Wakema Bridge is the 37th one. The Ayeyawady Bridge (Dedaye) and the Darka Bridge are under construction.
As all is known, there are now motor roads and bridges networks linking townships in the division due to the efforts of the State and the cooperation of the people of Ayeyawady Division. In the past there were 463 miles of motor roads and now there are 1,300 miles of roads. Transport among the townships has become smooth and speedy.
As the government has made efforts for ensuring better transport in the division in accord with the guidance of the Head of State, the Nankathu Dam and the Nankathu Diversion Weir, the Panhlaing, the Mezali, the Wardaw, the Htanee and the Moemakha sluice gates have already opened. The Konchaung Project-2, the Ma Mya Creek Dam and the Kanyin Creek projects are under implementation.
Due to dams, sluice gates and canals, the double cropping acreage of the division increased and so did monsoon and summer paddy cultivation acreage. That is why Ayeyawady Division firmly stands as a granary of the State.
Moreover, cultivation of oil crops, beans and pulses and jute and fish and prawn breeding have increased year after year. There are over 47,000 acres for fish breeding and over 33,000 acres for prawn breeding. Ayeyawady Division is a region that relies on both agriculture and fish and meat sectors. Socio-economic conditions of the division have developed considerably.
Lt-Gen Thura Shwe Mann who had served as a commander in Ayeyawady Division said the Head of State remarked that the division developed rapidly. He said the development of the division was based on three points. Firstly, being a white region or with the prevalence of peace and tranquillity and the rule of law, everyone can do his business day and night. Secondly, transportation becomes easier and speedy, and production, trade and services have improved due to the government’s construction of roads and bridges. Thirdly, the people, departmental personnel and the Tatmadawmen are discharging their duties in unity.
Like Ayeyawady Division, other states and divisions have developed with greater momentum. Efforts are being made for equal development of various states and divisions. The government has laid border areas development project, five rural development tasks and designated 24 development regions for progress of the entire Union. He stressed the importance of unity and cooperation among the national races in implementation of lofty aims of narrowing the development gap between one region and another and urban and rural areas.
He quoted the Head of State as giving guidance that all national races living in 14 states and divisions are relatives and brethren. The government has made efforts for their prosperity and well-being. All living in the entire Union are Myanmar nationals. The Government wants all national races to prosper. The government is continuously implementing all-round development tasks on political, economic, administrative, defence and social sectors for development of the entire Union, prosperity of all national races and consolidation of national solidarity.
Roads and bridges are being built in Ayeyawady Division as well as other states and divisions. Public Works of the Ministry of Construction has built 149 major bridges nationwide. With the development of road transport, communications and travelling from one place to another will become easier and contacts among national people will be closer and flow of commodity and trade will improve.
Perpetuation of the Union and to stand tall as a modern developed nation among the nations of the world mainly depend on national solidarity, observing of disciplines, taking value of time, enthusiasm, diligence, innovation in accord with modern technology and preservation of own national character.
Based on spirit of cherishing the Union and national races, Lt-Gen Thura Shwe Mann urged the people of Ayeyawady Division to work hard, to safeguard national interest and to ward off the danger of destructive elements and traitors. Social and economic conditions of the State have improved due to harmonious efforts of the State and the people. With the economic development, many bridges were built. There are still many nation-building tasks to be done in the Union. Therefore efforts are to be made for economic development and uplift of living standard of the people. The government will provide necessary assistance, he said. In conclusion, he urged all to serve the interest of the nation and the division with the use of the bridge and to maintain it for durability.
As road transportation can be said the strength of the nation, road networks have been established all over the country, and bridges crossing rivers and creeks have been built where necessary. From 1988 to date, altogether 4,359 miles of road and 149 bridges, each of which is 180 feet long and above, have been constructed and opened. The Lanthamaing Bridge was opened last month, and the Wakema Bridge is the 37th one in Ayeyawady Division. The Ministry of Construction is striving for opening of one bridge every month. Only when road transportation develops, will socio-economic life develop thereby further strengthening love and amity among national brethren. Altogether K 2,750 million and US $ 1.15 million was spent in constructing the bridge. With no assistance from abroad, Myanmar engineers have built it during a period of 2 years and eight months, he elaborated.
Then, Ayeyawady Division Peace and Development Council Chairman South-West Command Commander Maj-Gen Htay Oo made a speech. He said today is an auspicious day for Wakema as well as for the Ayeyawady Division. As the division has many rivers and creeks, the people had to rely on water transport in travelling from one place to another in the past. It was time-consuming and dangerous. Now, motor roads and river crossing bridges have been built one after another in the division, so the local people can easily travel from one place to another by land in a short time. So, on behalf of the national brethren in Ayeyawady Division, I would like to thank Head of State Senior General Than Shwe, Vice-Senior General Maung Aye, leaders of the State and staff of the Ministry of Construction for constructing the bridge in the division.
The commander continued to say that 425 miles of tarred road, 598 miles and 1.2 furlongs of gravel road and 258 miles and 1.2 furlongs of earthen road totalling 1,281 miles and 3 furlongs of road have been built in the division. Upgrading of the Yangon-Kyaunggon-Pathein road and the Yangon-Zalun-Hinthada road which are major roads and other roads have been under way. The Dedaye Bridge will be opened in the division soon and the Pyapon river crossing bridge, the Ngawun river crossing the Myodwin Bridge, the Kyunggon Bridge in Einme Township and the Myinkaseik Bridge in Kangyidaunt Township will be built one after another.
As the Wakema Bridge is completed, people can travel easily from Wakema along Shwelaung-Pantanaw Road to Yangon, and along the Wakema-Shwelaung-Einme (or) Kyaunggon Road to Pathein. As road transportation becomes smoother and better, economic, social and management and security sectors of local people will improve, he pointed out.
In building the nation to be a modern and developed one, the agriculture sector which is the main business of the State plays a key role. As regards the paddy cultivation, altogether one-fourth of monsoon paddy acreage and two-thirds of summer paddy acreage of the whole country is grown in the division. The Myaungmya District is to be proud of, for it is the major producer of monsoon and summer paddy. The Wakema Township is also an important one because a total of 1,960,000 baskets of monsoon paddy is purchased in it. The division, in fact, is the main supporter of six major divisions to the State’s economy. So, it is not only a pride but a great responsibility for the people in the division. Emphasis is being put on the success of this responsibility, he added.
The division supports Yangon City with rice, paddy and meat and fish as well as vegetables and eggs. As the bridge is opened, these goods can be transported to Yangon by land and water. Steady and smooth trade transportation contributes to a decrease in commodity prices. Head of State Senior General Than Shwe has guided on arrival there that the division with many resources has good foundation to be prosperous. But, success cannot be gained automatically and only systematic combination of human resources and natural resources will bring success to the State. So, all are needed to work. The guidance of the Head of State is to be precisely regarded as work guidance, the commander pointed out.
In conclusion, he said on behalf of the people living in the division, he thanked the State Peace and Development Council and the Government which are making strenuous efforts for the country to develop. In gratitude for the efforts of the State, he and local people will maintain the bridge for long-term use and carry out the duties assigned by the State.
Wakema Township USDA Executive Daw Nant Phyu Phyu Thant spoke words of thanks. She said as Wakema Township was a delta region, there were creeks and rivers in abundance. The people had no choice but to rely on solely water transport for years. Crusing time was 12 hours for travelling the 182 miles trip from Wakema to Yangon. Other townships have had also to rely on waterway facing tremendous difficulties.
The desire and wishes of the people of Wakema have been fulfilled thanks to firm determination and goodwill of the Head of State. Now, there needs only a three hours’ drive for travelling over 90 miles trip from Wakema to Yangon since the bridge has been opened.
The value of the newly-opened bridge was enormous if it was to be calculated with monetary amount and usefulness.
So also, all the local people are to make efforts for durability of the bridge which plays a crucial role in the region.
Then, Vice-Senior General Maung Aye made a speech. He said that the 3000-foot long Wakema Bridge which is opened today is the 37th of its kind in Ayeyawady Division. In the time of the State Peace and Development Council, 149 bridges with a length of over 180 feet including the newly opened one were built by the Ministry of Construction, five bridges by the Ministry of Rail Transportation and three bridges by the Directorate of Military Engineers of the Ministry of Defence across the nation. The largest number of transport facilities were constructed in the division, where there was poor transport.
The people of delta region suffered most due to armed insurgency in the past. As such, families had disintegrated on account of lack of security in people’s lives and properties. Although the region was rich in land and water resources, the people had earned their living in a poor condition with fear. The people, who loathed the armed insurgency, crushed and warded off the insurgents after joining hands with the Tatmadaw.
Therefore, peace and tranquillity prevailed in the region. Once peace and tranquillity was restored in the division, the economy of the division made progress. At the same time, the Government has built six dams and implemented 22 river water pumping projects in the region for agriculture development. As a result, over 3.3 million acres of monsoon paddy and over 1.6 million acres of summer paddy were cultivated, making the division the largest paddy producer of the country.

In 2001-2002 fiscal year, the GNP was K 992.4 billion of which K194.2 billion from Ayeyawady Division. Thus, the division was the greatest in terms of income among the 14 states and divisions. In addition, the division ranked top in agricultural and fisheries sectors. It could be attributed to the prevalence of peace and tranquillity in the division. Therefore, the people in the division were to crush and ward off the above-and-under ground destructive elements to ensure prevalence of peace and tranquillity.
The Government today has been making strenuous efforts for equitable development throughout the nation after effecting national reconsolidation.
The Government has taken measures for development of national races and border areas which lagged behind in development in the absence of peace in the past. Accordingly, development has been made with added momentum overnight in the regions where there was no longer armed insurgency. Likewise, development has been achieved only in the capitals of respective States and Divisions in the past and the people had to rely on the urban areas in terms of economic and social matters. Therefore, the 24 development zones have been designated and steps are being taken for development of economic, education and health sectors. Three special development regions Pathein, Maubin and Hinthada have been designated and are being implemented in the Division.
One Arts and Science University each, one Government Technological College each and one Government Computer College each were opened in Pathein, Maubin and Hinthada to enable the students to easily pursue arts and science, technology and computer sciences in the division. So, the people of the division are urged to try their utmost for development of human resources.
In health sector, hospitals in Maubin and Hinthada have been upgraded into ones like Pathein People’s Hospital and more specialists were appointed. As a result, health care services for the people have been fulfilled in three special development regions. Similarly, five rural development tasks have been laid down and implemented for equitable development. Seventy per cent of the population are rural people and efforts will have to be made for successful implementation of the five rural development tasks.
Similarly, a network of roads and bridges, the prerequisite for socio-economic development, have been built in Ayeyawady Division. The 4,088 feet long Ayeyawady Bridge (Dedaye) and the 1,400 feet long Daka Bridge were under construction and arrangements were being made for construction of Myinkaseik Bridge, Ngawun Myodwin Bridge, Pyapon Bridge and Kyunkon Bridge.
In conclusion, Ayeyawady Division was home to Kachin, Kayah, Kayin, Chin, Bamar, Mon, Rakhine and Shan like other States and Divisions, he said and urged all the national races to make collective efforts for emergence of a modern and developed nation and to ward off the danger posed to the nation.
Then, Vice-Senior General and party took the places where the ribbon will be cut for opening the Wakema Bridge.
At the auspicious time, Member of the State Peace and Development Council Lt-Gen Thura Shwe Mann, Chairman of Ayeyawady Division Peace and Development Council Commander of South-West Command Maj-Gen Htay Oo and Minister for Construction Maj-Gen Saw Tun formally opened the bridge.
Next, Vice-Senior General Maung Aye and party had a documentary photo taken together with officials of the bridge construction project and local people.
Then, Vice-Senior General Maung Aye unveiled the stone plaque of the bridge. After unveiling the plaque, Vice-Senior General Maung Aye and party strolled along the bridge.
Afterwards, Vice-Senior General Maung Aye and party cordially met with the band and pom-pom dance troupe members of basic education schools, Kayin don dance troupe members, local people and social organizations.
