Yangon, 8 Feb — Chairman of the Central Committee for Organizing the 56th Anniversary Union Day Secretary-1 of the State Peace and Development Council General Khin Nyunt extended greetings to Union Day delegates who will attend the 56th Anniversary Union Day ceremony at National Indoor Stadium-1, Thingangyun Township, this morning.
First, Master of ceremonies Secretary of the Management Committee Director-General of Pyithu Hlutaw Office U Myint Thein read out the agenda.
National solidarity, key factor Chairman of the Central Committee for Organizing the 56th Anniversary Union Day Secretary-1 of the State Peace and Development Council General Khin Nyunt extended greetings on the occasion.
In his address, Secretary-1 General Khin Nyunt said that the entire Myanmar nationals were free from the yoke of colonialists after the national race leaders unanimously signed the Panglong agreement reflecting the unity of the national races on 12 February 1947 during the struggle for the independence.
The 12 February on which the Panglong agreement was signed has been designated as the Union Day and the Union Day ceremonies are held yearly with full political essence after laying down the national objectives.
In the course of Union history, the national brethren have lived through thick and thin in the Union since time immemorial keeping eggs and nest intact.
The national brethren have moved from one place to another in all parts of the nation for better conditions for their livelihood. With the passage of time their language, traditions, utensils and modes of dress have become different.
Although they are different in language, traditions and modes of dress, they are in reality the national brethren who have lived collectively in the Union with their traditions and culture mingling with one another. Regarding that, there has been firm historical evidence.
In this connection, Head of State Senior General Than Shwe addressed the trainees of the Primary Teacher ship Course No 35 of the University for Development of National Races. He said that various national races live in the Union and in each part of the Union, as the small unions. As they cannot be separated from one another unity needs to be consolidated among them.
In accord with the guidance of the Head of State, the entire national races will have to safeguard the Union with Union Spirit and the spirit of helping one another in times of need, living in unity protecting each other from any danger and striving together for development of the Union. The racism, localism and dogmatism are contrary to Union Spirit and the national races need to get rid of these attitudes after realizing that they could lead to undermining of the national unity and send the entire national races to miserable conditions.
In Myanmar history, national unity was consolidated and the first Myanmar Empire was built by King Anawrahta in 1044, the second Myanmar Empire by King Bayintnaung in 1551 and the third Myanmar Empire by King Alaungphaya in 1752. Thus, Myanmar could stand tall in the whole Asia and respected by neighbouring countries. In the time of Konbaung kings, discord and hatred were sown among national races by colonialists, disintegrating unity within the royal family and Union Spirit faded. Thus, the Myanmar was enslaved by colonialists. The colonialists had been manufacturing fabrications and accusations to undermine national unity and drive a wedge among national races resorting to various means and ways with the intention of exploiting the national races. Those evil acts were carried out to undermine the national spirit.
At the same time, the colonialists used narcotic drugs as the tools to cause destruction by making the national races to grow, produce and use opium, undermining national prestige and integrity as well as socio-economic life of the entire national people. In other words, the colonialists had created conditions in which the narcotic drugs that had been prohibited by Myanma culture and religion could infiltrate among the national races to undermine mental and physical strength of the entire national people.
The entire national people witnessed that the hilly regions lagged behind in development, since the colonialists practised divide-and-rule policy. There have been strong historical evidence that the colonialists drove a wedge among national races to continue dominating the hilly regions when they were in a position to grant the independence inevitably. However much difficulties and obstacles were, the national race leaders held the Panglong Conference which shows the national unity in Panglong on 12 February 1947 and signed the Panglong Agreement, foiling the scheme of the colonialists.
All the national races struggled for regaining independence based on national solidarity spirit and the Union Spirit laid down by the Panglong Conference. As a result, on 4 January 1948, the Union of Myanmar could stand tall as a sovereign and independent state among the nations of the world.
In spite of her independence, armed insurgency occurred in various regions in the country due to the instigations of the neo-colonialists, and national races got into trouble. As is known to all, nation-building tasks could not be implemented properly and the reconstruction programmes had not come up to the expectations owing to the destructive acts as the saying goes— Every time a spotted deer is born, the tiger eats it up.
There was no unity and peace in the Union of Myanmar which has plenty of fertile farmlands, forests with valuable timber, oil, natural gas, minerals, gems and marine products. Compared with the neighbouring countries, Myanmar lagged behind in development.
At that time, the Tatmadaw took up unity and development duties of the Union and it has been making endeavours for peace and tranquility and development upholding the national tasks of non-disintegration of the Union, non-disintegration of national solidarity and perpetuation of sovereignty.
As national solidarity is the key factor for non-disintegration of the Union and perpetuation of sovereignty, all the citizens are to make efforts for consolidating the national solidarity and to oppose any acts that encroach upon national solidarity. Anyone who breaks up unity and drives a wedge among the national people is the enemy of the Union and all national races.
The government is implementing transport and communications projects for strengthening of national solidarity and closer relationship among the national races spending a large amount of money. In order to overcome the geographical obstacles, the government is building networks of major roads and bridges across the rivers and creeks in the Union including border areas.
Arrangements are to be made for consolidating of national solidarity free of misunderstanding and suspicion, narrowing the gap of living standard of all national races and equal development of all regions in the Union.
In accord with the guidance of Head of State Senior General Than Shwe, three major development projects— border areas and national races and development project implemented in 1989, 24 development special regions project and rural area development project are being undertaken with greater momentum. These projects are being implemented for development of transport and communication, economic, education, health and social sectors of national races and the projects will serve the interest of the most fundamental people in the rural areas and development of the Union.
With the implementation of the projects, equal development of the Union much contributes towards the national solidarity. The Secretary-1 then explained about Loilem development special region, one of the 24 development special region projects.
He said, in 1947, national race leaders assembled in the region and built national solidarity. Panglong region that is unforgettable for all national races lies in Loilem District in Shan State (South).
Panglong region is a significant and victorious land where the Union was conceived. Under the guidance of Head of State Senior General Than Shwe, originally, only three development regions were designated in Shan State for development. They are Taunggyi in the south of Shan State and Lashio in the north of Shan State and Kengtung in the east of Shan State. Loilem District, the centre of Shan State, needed to be developed and it was a place where the Union was conceived. So Loilem District was designated as the fourth development region of Shan State in honour of Panglong.
Now Panglong University, Panglong Government Technological College and Panglong Government Computer College have been completed and they will be opened soon.
In connection with the health sector, Loilem District People’s Hospital was upgraded to 200-bed specialist Hospital and new extension ward of the hospital is under construction. Effective health care can be provided to local people for specialists were appointed at the hospital and medical scientists and modern diagnosis equipment and others were supplied. This shows the government’s genuine goodwill toward the national races and the Union Spirit.
At the same time, the government is making arrangements for better transport and communications with added momentum. Soon, human resources will develop and economic and social sectors of local people will also improve remarkably.
Under the guidance of Senior General Than Shwe, construction of a replica of the Shwedagon Pagoda is now under construction in the Union monument ground in Panglong in memory of late patriots who tried to strengthen national solidarity and those who constantly served the interest of the nation and its people for the emergence of the Union after regaining the independence.
At a time when national solidarity is strong and the government is implementing the national development projects hand in hand with the people, some neo-colonialist countries are attempting to break up the unity among the national people to disrupt and undermine the development in various means. It is necessary to guard against such danger with national awareness. He spoke of the need for constant vigilance against the instigations of internal and external destructive elements.
In conclusion, the Secretary-1 urged all to serve the interest of the Union and all national people as national duty with the Union Spirit in accord with the 56th Union Day objectives:
— for all the nationals to safeguard the national policy— non-disintegration of the Union, non-disintegration of the national solidarity and perpetuation of sovereignty;
— to keep Union spirit always alive and flourishing among the entire national people:
— for all the nationals to strive in harmony for the emergence of an enduring State Constitution that will pave the way for the building of a new discipline-flourishing nation; and
— to ward off, with national solidarity, the danger of destructionists from inside and outside the nation who are disturbing the stability, peace, modernization and development of the State.
The Secretary-1 then cordially greeted the Union Day delegates.
Secretary-1 attends meeting of City Housing Project Supervisory Committee
Yangon, 8 Feb — The Supervisory Committee of City Housing Project held its meeting 1/2003 at the meeting hall of the Department of Human Settlement and Housing Development under the Ministry of Construction this afternoon, with an address by Chairman of the Supervisory Committee Secretary-1 of the State Peace and Development Council General Khin Nyunt.
In his address, the Secretary-1 said that assistance is being rendered to enable the Supervisory Committee to systematically implement the city housing projects so as to upgrade Yangon City into a modern one. He continued to say that the Supervisory Committee is implementing projects with added momentum for emergence of a splendid city. Efforts are to be made to upgrade Yangon City into a magnificent, clean and tidy one which can draw attention of tourists and foreign guests.
At the same time Yangon International Airport is being extended. Moreover, roundabouts on main roads of Yangon are being extended and upgraded. Implementing housing projects designed to help Yangon City possess city characteristics has been granted to national construction entrepreneurs. The Supervisory Committee is making arrangements for entrepreneurs to get equal opportunities in implementing the projects. So entrepreneurs are to supervise the respective projects to meet the set standard. National entrepreneurs are joining hands with the government in carrying out the nation-building endeavours. The government will create equal opportunities for national entrepreneurs to undertake city housing projects. In the process, arrangements are being made to enable the people to get apartments at reasonable prices and entrepreneurs to make reasonable benefits. In conclusion, the Secretary-1 urged construction entrepreneurs to make earnest efforts for timely completion of the projects, meeting the set standard for the emergence of a modern city.
Then, Managing Director of Shwe Pyi Thit Construction Co Ltd U Khin Maung Aye, Managing Director of National Holdings Construction Ltd U Tint Hsan, Chairman of Zaygabar Construction Co U Khin Shwe, Managing Director of Asia World Co Ltd U Tun Myint Naing, Managing Director of Maung Weik Co Ltd U Maung Weik, U Shwe Kyaing of Wah Wah Win International Co Ltd, Chairman of Shwe Than Lwin Construction Co Ltd U Kyaw Win, Chairman of Olympic Construction Co Ltd U Aik Tun and Chairman of Tet Lan Construction Co Ltd U Shein Win reported on respective housing projects which possess city characteristics with the use of scale models.
Next, officials of Yangon City Development Committee and Deputy Minister for Transport U Pe Than reported on arrangements for water treatment with the use of charts. Commander Maj-Gen Myint Swe gave a supplementary report.
The Secretary-1 gave necessary instructions regarding the reports presented by the officials, and the meeting came to an end at 5.30 pm.
After the meeting, the Secretary-1 and party inspected the upgrading of Strand Road into a six-lane one and left necessary instructions.
Then, the Secretary-1 and party proceeded to the Hanthawady Roundabout on Pyay Road. They inspected the upgrading of the roundabout, progress in planting landscaping trees and expansion of the road.
Yangon, 8 Feb — The Union Flag, which rested for one year at the Mayor’s parlour on the first floor of Yangon City Hall, was conveyed from there to Gyobyu sports grounds in Taikkyi Township, Yangon North District, this morning under the arrangements for conveyance of the Union Flag in four districts in Yangon Division for holding the 56th Anniversary Union Day Flag Hoisting Ceremony in accord with the Union Day Objectives — For all the nationals to safeguard the national policy— non-disintegration of the Union, non-disintegration of the national solidarity and perpetuation of sovereignty; to keep Union spirit always alive and flourishing among the entire national people; for all the nationals to strive in harmony for the emergence of an enduring State Constitution that will pave the way for the building of a new discipline-flourishing nation; and to ward off, with national solidarity, the danger of destructionists from inside and outside the nation who are disturbing the stability, peace, modernization and development of the State.
At 6.45 am, Chairman of Yangon City Development Committee Mayor U Ko Lay took out the Union Flag from the silver bowl in the mayor’s parlour.
Flanked by four officers of Tatmadaw (Army, Navy and Air) and Myanmar Police Force and Union nationals, the mayor carried the Union Flag to the designated place in front of the City Hall on Maha Bandoola Street to the accompaniment of the Mingala Drum Troupe.
The mayor handed over the flag to Chairman of the Management Committee for Organizing the 56th Anniversary Union Day Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe.
At the corner of Maha Bandoola and Maha Bandoola Park Streets, the commander handed over the flag to Chairman of Yangon North District Peace and Development Council Lt-Col San Matu.
Then, Lt-Col San Matu carried the flag onto the Union Boat and planted it in the silver bowl at 6.50 am.
Flanked by four officers of Tatmadaw (Army, Navy and Air) and Myanmar Police Force and Union nationals, the Union Boat carried the Union Flag to Gyobyu Sports Grounds in Taikkyi Township through Maha Bandoola Street, Pansodan, Anawrahta, Phonegyi streets, Yangon-Pyay Road and Htaukkyant junction.
The Union Flag was accorded a rousing welcome along the route by thousands of the people and a great number of Ward and Kyauktada, Pabedan, Latha, Lanmadaw, Dagon, Sangyoung, Kamayut, Hline, Mayangon, Insein, Mingaladon, Hmawby and Taikkyi Township Peace and Development Councils, members of the Union Solidarity and Development Association, Myanmar Red Cross Society, MPF, Red Cross and Auxiliary Fire Brigades, Myanmar Maternal and Child Welfare Association, Working Committee for Women’s Affairs, nurses, heads of basic education schools, teachers students and departmental personnel in addition to Tatmadawmen and their family members of Mingaladon, Hmawby and Phugyi Stations waving the miniature flags, dancing, putting up banners and multi-colour flags bearing “We warmly welcome Union Flag” and the archways across the road.
At 9.30 am, the Union Boat carrying the Union Flag arrived at the archway of Ohdan Ward in Taikkyi where Lt-Col San Matu took out the flag from the silver bowl on the Union Boat and conveyed it flanked by the four officers of Tatmadaw (Army, Navy and Air) and MPF and Union nationals. Then, he handed over the flag to Chairman of Taikkyi Township Peace and Development Council U Saw Thein.
Next, the Union Flag was carried by flag delay teams of Hmawby, Htantabin, Hlegu, Mingaladon, Insein, Hlinethaya and Shwepyitha Township Peace and Development Councils, departmental personnel and social organizations of Taikkyi Township Settlement and Land Record Department, Taikkyi Township Court, Taikkyi Township Myanma Agriculture Service, Taikkyi Township Internal Revenue Department, Taikkyi Township Myanma Agricultural Produce Trading, Okkan Auxiliary Fire Brigade, Taikkyi Township War Veterans Organization, Taikkyi Township Bus Line Committee, Red Cross Brigade, Auxiliary Fire Brigade, Maternal and Child Welfare Association, Health Department, Township MPF and Yangon North District Police Force.
Then, the Union Flag was handed over to District Commissioner U Thein Naing of General Administration Department. He carried the flag along the entrance road to Gyobyu Sports Grounds. At the archway of the sports grounds, he handed over the flag to Lt-Col San Matu.
Flanked by the four officers of Tatmadaw (Army, Navy and Air) and Union nationals, Lt-Col San Matu conveyed the flag into the sports grounds.
Meanwhile, the Mingala drum troupe of Taikkyi played drums. At 10.40 am, Lt-Col San Matu planted the flag into the silver bowl on the stage.
The Guard of Honour of Phugyi station and over 7,000 of local people saluted the Union Flag to the strains of the National Anthem played by the military band of Phugyi Station.
The sports grounds was crowded with the people who came to salute the Union Flag from the morning to the evening. Booths of the Ministry of Education, the Ministry of Health, the Ministry of Forestry, the Ministry of Agriculture and Irrigation, Yangon North District Information and Public Relations Department were displayed in the sports grounds. In addition, the Ministry of Industry-1 sold personal and household goods and medicines at Win Thuza Shop.
In the evening, the Documentary Film of Myanma Motion Picture Enterprise presented entertainment with movies to the audience.
Union Day delegates tour downtown Yangon
Yangon, 8 Feb — Union Day delegates of traditional cultural troupes and USDA members from states and divisions, together with Commandant of No (1) Transit Centre (Bayintnaung) Lt-Col Tin Kyaing and officials, visited Memorial to Fallen Heroes this morning.
Chairman of Maintenance Committee for Memorial to Fallen Heroes Commander of Yangon Station Commandant of Defence Services Records Office Brig-Gen Myo Myint and officials welcomed them. They saluted fallen heroes, exchanged commemorative pennants and souvenirs and laid a wreath.
They then visited Shwedagon Pagoda. The delegates donated cash and paid homage to the pagoda. They also paid homage to Mahawizaya Pagoda and donated cash to it. Heads of departments hosted dinner the delegates at their residences in the evening.
Union Day exhibition continues
Yangon, 8 Feb — The 56th Anniversary Union Day Exhibition continued at Tatmadaw Convention Hall on U Wisara Road for the second day today. Members of the Union Solidarity and Development Association, students, teachers, monks and the public totalling over 4,000 visited the exhibition. It continues till 15 February from 9 am to 5 pm daily.

Yangon, 8 Feb — Pakokku U Ohn Pe Award-presentation ceremony will be held at the National Theatre on Myomakyaung Street at 1 pm instead of 9 am on 22 February, it is learnt.

Yangon, 8 Feb — AWB Bank held its annual meeting at Lanmadaw Bank branch at the corner of Strand Road and 7th Street in Lanmadaw Township this morning.
Private Banks including the AWB Bank, unlike economic services, are organized systematically according to rules and regulations of the Central Bank of Myanmar and the Financial Institutions of Myanmar Law. They are firmly preforming financial services under close supervision and with the backing of the Central Bank of Myanmar according to law.

Third Meeting of Global Alliance for Elimination of Leprosy ends
Yangon, 8 Feb — The Third Meeting of Global Alliance for Elimination of Leprosy continued for the last day at the Sedona Hotel on Kaba Aye Pagoda Road this morning.
Leader of Myanmar delegation Minister for Health Professor Dr Kyaw Myint presided over the meeting together with leader of delegation of Mozambique Minister for Health Dr Franisco Songane.
Those present reported on the findings of yesterday’s group-wise meetings. Minister Professor Dr Kyaw Myint and Dr Franisco Songane gave supplement-ary reports.
Then, member of Guinea delegation Dr Sokoba Keita, member of Brazilian delegation Dr Gerson Fernando Mendes Pereira, delegate of the ILEP Dr Tin Shwe, Chairman of the Nippon Foundation Mr Yohei Sasakawa and Dr Denis Daumerie spoke words of thanks.

Deputy Minister arrives back from Laos
Yangon, 8 Feb — Deputy Minister for Foreign Affairs U Khin Maung Win and Myanmar delegation arrived back here by air today, after attending the Third Meeting of Myanmar-Lao Border Authorities at Central Level held in Lao People's Democratic Republic from 6 to 8 February 2003.
The meeting focused on matters relating to cooperation between border authorities, such as maintenance of peace and stability, law and order, boundary inspection, navigation on the boundary river, upgrading of border checkpoints, promotion of border trade, upgrading of road linkage between the two countries and promotion of bilateral cooperation. After the meeting, the two leaders signed the Agreed Minutes of the Third Meeting of Myanmar-Lao Border Authorities at Central Level on 7 February 2003.
While in Laos Deputy Minister U Khin Maung Win paid courtesy calls on Mr Somsavat Lengsavad, Deputy Prime Minister, Minister of Foreign Affairs, and Dr Siene Sphangthong, Minister of Agriculture and Forestry of the Lao PDR separately. Deputy Minister U Khin Maung Win was welcomed back at Yangon International Airport by Minister for Foreign Affairs U Win Aung, directors-general and responsible personnel from the Ministry of Foreign Affairs and Charge d' Affairs ai of the Embassy of the Lao PDR.
Delegates of Meeting of GAEL visit Museum, Pagoda
Yangon, 8 Feb — Twenty three delegates from WHO member countries, who attended the Third Meeting of Global Alliance for Elimination of Leprosy, together with officials of the Ministry of Health led by Minister of Health of Madagascar Professor Upendra P Devkota and General Secretary of the Ministry of Health of Congo Dr Miak Mia Bilerge , visited Drug Elimination Museum at the corner of Hanthawady Road and Kyundaw Road in Kamayut Township this afternoon.
Museum in charge Police Lt-Col Se Maung and officials welcomed them and conducted round the museum. Then, Health Minister of Madagascar Professor Upendra P Devkota on behalf of the delegates signed in the visitors' book. Afterwards, the delegates visited Bogyoke Aung San Market.
In the evening, the delegates visited Shwedagon Pagoda. Professor Upendra P Devkota signed in the visitors' book at Japan Prayer Hall.
Later, they paid homage to the pagoda and viewed round the Myanma architectural works.
Myanmar wins first in Invitational Canoe Competition Putrajaya 2003
Yangon, 8 Feb— Invitational Canoe Competition Putrajaya 2003 was opened by Prime Minister of Malaysia Mahathir and held from 6 to 8 February.
A total of 11 nations including all the members of ASEAN except Cambodia, Laos and Vietnam, and the People's Republic of China, Hong Kong, Taipei (China) and Mongolia took part in the competition.
Myanmar took part in 10 out of 12 events. After the last day of the competition, Myanmar won 5 golds and 1 silver in Men's event and one silver and 3 bronzes in Women's event. Myanmar team also secured first position out of the 11 participating teams. Myanmar Ambassador to Malaysia U Hla Maung and the secretary of Canoe Federation of Malaysia presented prizes to the winners.
New Generation Youths Golf Tourney held
Yangon, 8 Feb — As a gesture hailing the 56th Anniversary of Union Day, Han Golf Masters New Generation Youths Golf Tournament, supervised by Myanmar Golf Federation and mainly sponsored by Pan-West (Myanmar) and Han Golf Masters Pte Ltd, was held at the Silvery Golf Course of Yangon City Development Committee yesterday afternoon.
After the tournament, prize-distribution ceremony followed. On behalf of the president of the MGF, General Secretary U Aung Kyi delivered a speech.
Then, Myanmar professional golfer Kyi Hla Han urged the new generation youth golfers to go on trying their best in order to become Myanmar selected golfers.

After the ceremony, Director of Han Golf Masters Pte Ltd Myanmar professional golfer Kyi Hla Han, who participated in the World Cup Golf Tournament held in December 2002, performed a demonstration to the youth golfers. With a view to enabling the youth golfers to actively take part in the tournament and to promote sporting spirit, Pan-West (Myanmar), Accel International Co Ltd (Canon), City Golf Resort Restaurant, Wilson and Star Ice-cream co-sponsored the tournament.
The tournament was organized by Han Event Management.
Yangon, 8 Feb — The opening of the 14th National Disabled Golf Tournament, organized by Myanmar Disabled Sports Federation, was held at South Oakkalapa golf course at 6.30 pm yesterday.
Among the spectators were MDSF President Director of Resettlements of the Ministry of Defence Maj-Gen Aung Thein, vice-presidents and executives, guests and sports fans. First, Director Maj-Gen Aung Thein teed off the ball to open the ceremony.
At the prize presentation ceremony, Vice-President Col Myo Myint (Retd) delivered a speech on MDSF president’s behalf. Vice-Presidents Lt-Col Aung Gyi and Major Thein Shwe Myint presented first, second and third prizes to Capt Soe Thein (Retd), Capt Win Naing (Retd) and Capt Min Naing Oo (Retd) respectively.
Track & Field tournament for the disabled was due to take place at 8 am today and the opening of the 14th National Disabled Sports Competitions at 9 am on 10 February.
