Increased production, progress in trade and commerce and export market expansion important for rapid progress of national economy
Yangon, 21 Feb — Secretary-1 of the State Peace and Development Council General Khin Nyunt addressed the Commerce Ministry’s third four-monthly and annual meeting this afternoon at the ministry.
Secretary-1 General Khin Nyunt said in striving to develop the national economy, the government has laid down the economic policies which are in conformity with the political, economic and social foundations and international economic changes.
National economic plans have been drawn according to the economic policies. The aims of the plans are to develop the production enterprises, increase exports, promote import-substitute industries and reduce imports, with efficiency improvement and private sector development as the base.
In addition to the increased production, progress in trade and commerce and export market expansion are also important for rapid progress of the national economy. At present, there is a stronger bond connecting the agriculture, production, trade and services. The State’s economic and trade policies, production bases, foreign markets, the economic policies of the market countries, international and regional economic ties and trade systems have reached not only the trade area but also dominated the production and services fields. In this age, the economic and trade enterprises are further dominating the State’s economic progress.
The Secretary-1 also explained the international situation in which all are vying for market superiority, keeping protectionism in the fore, and making arrangements to expand, control and protect the market.
The world at present is facing the attempts of some of the big nations, which are superior in economy and technology, to control the economies of the developing countries, dominate and manipulate the international financial institutions and apply economic pressures on the developing countries, with political motives.
In this situation, the developing countries have been setting up regional economic bodies based on mutual beneficial cooperation, extending trade and economic cooperation, and foreign trade among themselves. These endeavours of the developing countries are not only for economic progress, but also for facing and overcoming the domination and manipulations of the big nations. Thus, the task of developing the foreign trade and international economic cooperation to strengthen the national economy, to safeguard and promote the national interest, and to free the country from the domination of some big nations is full of national essence. Hence, it is an important task for the Ministry of Commerce to steer the national economic development in accord with the national goal. The target for the trade sector contribution to the gross domestic product in fiscal 2002-2003 is 24.3 per cent.
The goal of the trade sector in fiscal 2002-2003 is to reach K 791.3 billion. The provisional target for the ministry’s participation in the goal during the period is K 44.2 billion. Up to the end of December 2002, the ministry had already realized 70.2 per cent of its target for 2002-2003. Thus, the ministry has already exceeded its development target of 10. 9 per cent.
Since 1999-2000, the nation’s annual trade deficit has been reduced gradually thanks to the efforts to systematize the export and import business. In May 2002-2003, the trade deficit reached its zero level. The country saw a trade surplus of over US $ 600 million at the end of January 2003.
Eighty-four per cent of foreign trade for 2002-2003 has been realized. The State’s contribution to the annual export business is 46 per cent, and the private sector 54 per cent. In the import sector, it is 22 per cent for the State and 78 per cent for the private sector.
As the State has been giving encouragement to the private economic sector, the ministry will also have to support it with the systematic management according to law to promote its efficiency. The private economic sector of the national entrepreneurs is now enjoying good foundations under the banner of the Union of Myanmar Federation of Chambers of Commerce and Industry. The UMFCCI is extending relations with the international chambers of commerce and industry, and actively taking part in the activities of ASEAN Chamber of Commerce and Industry.
The nation is actively participating in the regional bodies including ASEAN and BIMSTEC, and promoting bilateral trade and economic ties with her neighbours. The leaders of Myanmar and her neighbours, the People’s Republic of China, India, Bangladesh and Thailand, are exchanging goodwill State visits to promote common interests. Strengthening of bilateral friendship has led to further promoting mutual cooperation in the various sectors. In this situation, the ministry has become a key player in systematically developing the trade and economic relations with the neighbours. It is required to realize the coordination's made between the leaders of Myanmar and the neighbours. The ministry as well as other related ministries will have to make cooperative efforts to reach this end. Border trade has become the nation’s important sector. Thus, efforts should be made for flourishing of the border trade that is in accord with the rules and laws.
The Secretary-1 then elaborated on the use of account trade system in dealing with Thailand, Malaysia and Bangladesh, and the trade fairs held in cooperation with the regional countries. As Myanmar will enter the ASEAN Free Trade Area in the near future, preparations should be made with greater momentum. Today is in the process of globalization, as a result of the science and technology advancement. Thus, preparations will have to be made to protect the national interest and to face and overcome the challenges, while constantly studying the international politics and economy.
Thus, a firm market for specific exports is required. The nation will have to produce new types of export items and value-added goods, while maintaining the existing market. Constant efforts will have to be made in accord with the regional and international rules to ensure quality control, standardization and commodity price stability. The ministry should extend its seminars and courses in disseminating knowledge on the international trade practices including e-Commerce system among the private entrepreneurs. It is urged to develop the national economy, promote trade with regional and neighboring countries, increase foreign exchange earnings, and further stabilize kyat currency and increase its value, with the outlook to promote and protect national interests.
At present, the people are in a state of wavering due to rum ours, drawing out their savings from the banks in a rush. Some are drawing out their savings for proper use, but some are doing so, because they are worried that their savings might be lost. In reality, banks grantee the safety of the savings. The money that has been drawn home from the saving accounts, for no purpose, will not be as safe as the money that has been deposited in the banks. The government is rendering assistance for the convenience of the people.
Thus, the people should do their work as usual without any worry concerning the banks.
In conclusion, the Secretary-1 urged them to strive for the trade and economic sector to effectively help towards progress of the State, development of the national economy and improvement of the living standard of the people; to strive with economic outlook, enabling the nation to stand shoulder to shoulder with the international community without relying on others, and to serve her own interests in developing the State’s economy; and to strive to expand the international trade as the ministry is the main pillar in increasing the foreign exchange earnings of the State. Minister for Commerce Brig-Gen Pyi Sone also reported to the Secretary-1 on the accomplishments of the ministry.

Yangon, 21 Feb—Chairman of the National Health Committee Secretary-1 of the State Peace and Development Council General Khin Nyunt this afternoon attended the opening ceremony of the 48th Nurses Conference of Myanmar Nurses Association being held at the Institute of Nursing on Bogyoke Aung San Street here and made a speech.
Speaking on the occasion, the Secretary-1 said that the Government at present is making all-out efforts after laying down a national objective for health and fitness of the entire nation. At such a time, the mobilization of nurses who play a key role in public health care services under the flag of the Myanmar Nurses Association is tantamount to the emergence of the national force on which the health sector rely.
In enabling the nation to stand shoulder to shoulder with the global nations, it is required to raise the morale of the healthy people. At the same time, in improving the public living standard, it is required to enable the public to fully enjoy better health care services. In accord with the concept, the Government has laid down the national health plans and is implementing them with the aim of effectively and widely carrying out the primary health care services for the entire nation.
Therefore, the Government is making strenuous efforts for development of the health sector with the aim of improving health care services nationwide, enhancing the quality of health care services, upgrading hospital, dispensary and diagnosis equipment and treatment and promoting the quality and opportunity of health care services in border areas.
Efforts are being made to bring about harmonious development the length and breadth of the nation and to narrow the gap among national races. With this end in view, the development of the health sector was included in all development projects while implementing the border areas and national races development plan, the special region development plan and the rural region development plan.
Nurses, health staff and midwives who are discharging duties in rural areas and far-flung regions are key players in successful implementation of health objectives covered by the development projects.
Nurses and midwives are the most basic forces in the health sector. The nurses who closely provide assistance to physicians and specialists in conducting diagnosis, treatment and surgical operations are the ones who are directly dealing with the patients and are engaged in disease diagnosis, treatment, taking care of patients and rehabilitation. In addition, they are also engaged in management of hospitals and dispensaries. Only then nurses, health staff and midwives at rural health care units and dispensaries discharge their duties conscientiously with goodwill, will the health standard of the rural people rise.
Thus, the Government has recognized the role of the nurses in the health sector and is making systematic efforts for development of nursing, constantly producing skilled nurses and midwives, enabling them to study advanced nursing and take higher responsibilities.
In the time of the State Peace and Development Council, Institutes of Nursing, Nurses Training Schools and Midwifery Training Schools have been opened and curricula upgraded with the aims of creating the opportunities for the nurses to study the nursing courses of international level and discharge duties at different levels.
There was no Institute of Nursing in Myanmar before 1988. In the time of the present government, one Institute of Nursing under the Ministry of Defence and two Institutes of Nursing under the Ministry of Health were established. In addition to BNSc, MNSc degrees are conferred from the institutes.
In addition, the Government has created opportunities for further studies of PhD for BNSc and MNSc degree graduates. Now, there are seven PhD holding nurses emerged.
Likewise, there were 26 nurses and midwifery training schools before 1988 and there are now 43.
This being so, there are 14,925 nurses, 103 dental nurses, 2,432 health staff and 13,037 midwives in 2002 in comparison with 8,349 nurses, 96 dental nurses, 1,557 health staff and 8,121 midwives before 1988.
Posts such as Director (Nurse) at Health Department, Assistant Director (Nurse) at State/Division and Townships, Nurse Staff Officers, matrons, Township Senior Nurse (Grade-I) have been assigned duties to enable the nurses to have an opportunity to enhance their quality of life and to be able to supervise the nursing at different levels.
Similarly, there are many job opportunities for nurses at different levels due to upgrading of hospitals in the States and Divisions, Districts and Townships, opening of more specialist health care centres and specialist hospitals.
The standard and qualification of the nurses has risen with the use of modern disease diagnosis, treatments and therapies and installation of modern hospital equipment.
At such a time, the Government has created opportunities for Myanmar Nurses Association like other social organizations to participate in national development and to make efforts for development of nursing and social affairs of the association members. So, the Myanmar Nurses Association is developing stage by stage with dignity as a capable national force.
The Myanmar Nurses Association emerged in 1948 as a social organization and actively participated in the health sector with its member nurses, midwives and health staff.
The Myanmar Nurses Association joined the International Council of Nurses in 1961 and it has 205 branches with 17,244 members at the end of 2002.The Association with its member nurses, midwives and health staff has been actively participating in the national health plans and the public health care services of the State.
With active participation of members of the Association including social organizations, service personnel and the people, the control of smallpox, leprosy, trachoma, polio and iodine deficiency is meeting with success. The smallpox in Myanmar has met with its end and polio and leprosy will be eradicated in the near future. In addition, other deadly diseases will soon be under control. Furthermore, the control of infectious diseases such as malaria, elephantiasis, dengue hemorrhage fever including HIV-AIDS is making progress. Success of the nurses together with surgeons and health staff in kidney transplant, surgical operation of heart and conjoined twins, progress in Myanma medical history, is something to take pride in.
The Association in cooperation with UN agencies such as WHO, UNDP, UNICEF etc has been participating in health care services. The Association has been making progress in the Patient Centered Nursing Care Project and the In-depth Assessment of Nursing and Midwifery Workforce before handing them over to the Health Department. The Association is also making progress in implementing the Community Home Based Care Project. The project has been extended from four to nine townships.
At such a time, concerted efforts will have to be made with added momentum for safeguarding the fine tradition of the association and for further development of noble attitude, qualification and capability of Myanmar nurses. The Myanmar nurses with high qualification are to make continuous efforts to effectively carry out health care services, to enhance the qualification, to constantly study nursing, to conduct research on nursing and to create the opportunity for people to enjoy life expectancy with peace of mind.
Being the offspring of the people, the nurses are to deal with the public in a warm and friendly manner and to deal with the patients with goodwill, loving kindness and compassion to enable them to willingly accept treatments and care with trusts and to frankly hear the patients' complaints. Accepting Arojam Paramam Labham, the nurses with loving kindness and compassion are to serve the interest of the public and to strive together with the related health staff in taking care of the patients, in educating health knowledge and in disease control.
In conclusion, the Secretary-1 urged the Myanmar Nurses Association to make efforts for development of the existing qualification and capability of Myanmar nurses; to produce nurses of high qualification and fitness; to organize its members to actively participate in national and rural development tasks, national health plans and public health care services; and to organize its members to actively participate in the public health care services as being the ones who value the noble nursing duty while standing firm as an association on which the entire nurses rely.
After the ceremony, the Secretary-1 and party and guests viewed MNA (Central) Booth and documentary photos on activities of public health care services launched by the nurses associations of Mandalay Division, Magway Division, Kachin State and Shan State (South).

Yangon, 21 Feb — The opening ceremonies of the disc wheel plant, inlet and exhaust valve plant, and radiator plant of the Ministry of Industry-2 were held at Indagaw Industrial Zone in Bago Township, Bago Division this morning.
Members of the State Peace and Development Council Lt-Gen Khin Maung Than of the Ministry of Defence attended the ceremonies and formally unveiled the signboards of the plants.
First, Managing Director of Directorate of Myanma Industrial Planning U Khin Maung and Managing Director of Myanma Automobile and Diesel Engine Industries U Soe Thein formally opened the disc wheel plant of MADEI.
Then, Lt-Gen Khin Maung Than formally unveiled the signboard of the plant. Afterwards, Lt-Gen Khin Maung Than, the commander, the ministers and the deputy ministers inspected round the plant.

Yangon Division Supervisory Committee for Ensuring Secure and Smooth Transport meets
Yangon, 21 Feb — The work coordination meeting of the Yangon Division Supervisory Committee for Ensuring Secure and Smooth Transport took place at the head office of the All Private Bus Lines Control Committee (Yangon) on Laydauntkan Street, Tamway Township, at 5 pm today, with an address by Chairman of the Supervisory Committee Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe.
In his address, the commander called for tasks to be carried out under the supervision of Supervisory Committee members for having right time of departure and arrival of highway buses, trains, ships and aeroplanes for the convenience of commuters and travelers, enforcing traffic rules on private vehicles, passenger buses, taxis and trishaws in order to prevent accidents and taking action against drivers who break traffic rules.
Then, Supervisory Committee members reported on measures being taken for ensuring timely departure and arrival of highway buses, trains, ships and aeroplanes for the convenience of the people and avoiding accidents, and chairmen of private bus lines, on holding educative talks for drivers and bus conductors to abide by traffic rules and regulations and supervising them to collect correct amount of bus fares and to deal with the passengers in a polite manner.
After hearing the reports, the commander spoke of the need for members of the Traffic Rules Enforcement Committee to take serious action against buses and trishaws that break traffic rules.
The commander attended to the needs and the meeting came to an end.
Central Committee for Scrutinizing Video Services meets
Yangon, 21 Feb — The meeting (1/2003) of the Central Committee for Scrutinizing Video Services of the Ministry of Information was held at the meeting hall of Myanma Motion Picture enterprise (Head office), with an address by Minister for Information Brig-Gen Kyaw Hsan.
First, the minister made a speech on the occasion. In his speech, he said central committee for scrutinizing video services was organized by the state. In implementing the objectives laid down by the State and Myanma Motion Picture Enterprise, the committee has to review strengths and weaknesses experienced during the year 2002 and implement the future tasks for the year 2003. The committee needs to strive to help produce high quality video films. It needs to serve as a duty to see that video films produced based on the market theory are of high quality. The committee also needs to supervise the producers and casts so that new films reflect national solidarity. He spoke of the need for the committee to try to send Myanmar video films abroad. The video service is also an effective media weapon so all those concerned need to cooperate, the Minister said. The committee needs to try to earn income for the state from the video services, he added. The committee will have to make sure that the Myanma video films are in accordance with Myanma cultural traditions and national character.
Then, secretary of Central Committee for Scrutinizing Video Services Director of Myanma Motion Picture Enterprise (Show) U Thein Tun Aung reported on the minutes of the meeting 3/2002 and promotion of video services and increase of income in the second quarter and third quarter periods of 2002-2003 fiscal year, violation of video services rules and regulations and taking action against those involved in illegal business. Next those present took part in the discussion.
Afterwards, Managing Director U Bo Kyi and Director U Thein Tun Aung gave supplementary reports and the meeting came to a close.
Information Minister attends demonstration of fire extinguishers
Yangon, 21 Feb — Minister for Information Brig-Gen Kyaw Hsan attended the fire fighting demonstration of Rain Flower brand fire extinguishers of Myanmar Thiha Co at Central Press of Printing and Publishing Enterprise on Theinbyu Street here this morning.
General Manager U Aye Kywe of Myanmar Thiha Co reported on use of the fire extinguishers. Fire Platoon Commander U Tun Tun of Central Fire Fighting Training School presented fire fighting demonstration.
If the fire extinguishers will be bought, Myanmar Thiha Co will serve the customers with installation of the fire extinguishers at the designated places. It will also provide inspection and suggestions, three-year guarantee and refilling of the extinguishers. the fire extinguishers. the fire extinguishers can be effectively used in fire fighting.
Myanmar stands first in World Population Day poster contest
Yangon, 21 Feb — The age-wise poster competitions divided into five categories were held in Myanmar for the International Poster Competition to mark World Population Day 2002 organized by the UNFPA. Each first prize-winning work was sent to the UNFPA (New York).
A total of 315 participants from 73 nations took part in the competitions. Among them, U Ye Aung Myat (Myanmar) son of U Aung Kyaing of Thingangyun Township won the first prize in the open division (aged 19 and above). The UNFPA (New York) will present a certificate of honour and a memento to him. He will also receive a gift at the ceremony to mark World Population Day on 11 July, 2003.
Rural tube-well opened in Myinmu
The opening ceremony of the tube-well was held in Konywa Village, Myinmu Township, on 5 January. Local authorities, members of social organizations, workers of Township Development Affairs Committee and local people attended the ceremony. Officials opened the tube-well.
Padaung Township gets 58 rural tube-wells
Padaung Township Development Affairs Committee has sunk 58 tube-wells for availability of drinking water at schools and villages in the township in 2002-2003 fiscal year. On 2 February, tube-wells were opened in Swetaw, Dantdalun and Natmauk villages. Director of Bago Division Development Affairs Committee U Kyaw San formally opened the tube-wells.
Cultivation duty assigned in Yamethin
A ceremony to assign duty to cultivate summer paddy and planned-crops for 2002-2003 to local farmers was held at the office of Yamethin Township Myanma Agriculture Service Manager on 5 February. Chairman of Yamethin District Peace and Development Council Lt-Col Kyi Thein and officials explained cultivation of crops. Then, duty assignment papers were presented to officials of the respective farms and group leaders.
Power supplied in Nyaunglebin
Yenwe Agricultural Cooperative Society Ltd launched the generator at the office of the society in Nyaunglebin on 8 February. Assistant Director Daw San San of Cooperative Department gave a speech. Cultivation duty assigned in Nawngkhio
Duty was assigned to local farmers on cultivation of crops at the town hall in Nawngkhio Township on 1 February. A total of 8,077 acres of land will be put under quality strain of Hsinshweli paddy in the rainy season of 2003-2004. President U Win Myint of UMFCCI, President U Pyone Maung Maung of ASEAN-CCI and Director-General U Maung Maung Yi of DICA made speeches. U Pyone Maung Maung presided over the meeting.
At the meeting, delegates discussed matters related to the setting up of Permanent Secretariat of ASEAN-CCI, cooperation of merchants and industrialists of ASEAN member countries in the Greater Mekong region, development of human resources, setting up the ASEAN Website, drawing the ASEAN-SME projects and implementation of ASEAN-China Free Trade Area.
Then, ASEAN-CCI and University of Thai CCI signed a Memorandum of Understanding and the meeting came to an end.
Heroin, stimulant tablets, licenceless car seized in Monekoe
Yangon, 21 Feb — A combined team comprising members of local intelligence unit and Muse Special Anti-Drug Squad and local battalion, acting on information, searched the house of Shout Lint (a) Lint Yee Lo, No 194, No 1 Ward, Monekoe Township and seized Shout Lint and Khon Shout Shot together with 350 grams of heroin, K 3 million, Tiger brand one licenceless car.
According to further investigation, the combined team searched the house of Khon Shout Shot No 58, No 2 Ward, Monekoe Township and seized 45 packages of heroin each containing 350 grams totaling weight 15.75 kilos, 3000 stimulant tablets, 45 gallons of ether liquid, 5 gallons of chloroform and Tiger brand one licensees car again.
In connection with the case, acting is being taken against Shout Lint (a) Lint Yee Lo, 32, son of U Lin Tar Pin (a) Shee Chin Myint and Khon Shout Shot, 56, son of U Hti Phone under the Section of 15/16(b)/19(a)/20(a)/21 of Narcotic Drugs and Psychotropic Substances Law by Monekoe Police Station.
