State Peace and Development Council  Chairman Senior General Than Shwe sends message of sympathy to PRC

Yangon, 26 Feb—Senior General Than Shwe, Chairman of the State Peace and Development Council of the Union of Myanmar has sent a message of sympathy to His Excellency Mr Jiang Zemin, President of the People’s Republic of China for the heavy loss of lives and property caused by the devastating earthquake that took place in the Xinjiang Region in the northwestern part of the People’s Republic of China on 24 February 2003.


Secretary-1 receives goodwill delegation of PRC

Yangon, 26 Feb — Chairman of Myanmar National Olympic Committee Secretary-1 of the State Peace and Development Council of the Union of Myanmar  General Khin Nyunt received Chinese goodwill delegation led by Vice-Chairman of State Sports General Bureau President of International Wushu Federation Mr Li Zhijian of the People’s Republic of China currently here for promotion of friendship and cooperation on sports between the two countries at the hall of Zeyathiri Beikman on Konmyinttha at 9 am today.

Transportation can uplift the socio-economic life of citizens Ye Nwe Bridge inaugurated in Pyundaza

Yangon, 26 Feb — The opening of Ye Nwe Bridge in Pyundaza, Nyaunglaybin Township, Bago Division, constructed by the Bridge Construction Group-5 of the Public Works, was held at the Mingala Mandat near the bridge yesterday morning.

First, Lt-Gen Khin Maung Than made a speech on the occasion. He said two Sittoung Bridge (Shwekyin-Madauk) Bridge in eastern part of Bago Division was opened recently and now this bridge is opened. So, two bridges were opened in Bago Division in February. So, people of the division as well as the Public Works can take pride in this success.

Moreover, the Bridge Construction Group-5 comprises women engineers. So, the bridge is to be recorded as the first one successfully built by Myanmar women engineers. In other words, the ability of Myanmar women can be shown to the international community and Myanmar women all over the country can take pride in it.

The new bridge lies across the Ye Nwe Creek on the Yangon-Mandalay strategic highway. The old Ye New Bridge was aging and it could withstand only 13-ton loads. So, it is impossible for the bridge to bear loads of 5,000 vehicles crossing the bridge each day. So, the four-lane modern bridge was constructed. Plans have already been laid down to turn other old bridges on the highway into modern ones, one after another.

In accordance with the guidance of the Head of State, in building the State to be a modern, developed one, emphasis is laid upon development of economic infrastructures as well as transportation ones that support the economic and social sectors. Priority is being given to betterment of the Yangon-Mandalay Highway, which is the vital link in travelling between upper and lower Myanmar, as well as other highways linking states and divisions, he said.

Only when there is smooth road transportation, will there be development in trade and tourism industry. Moreover, socio-economy of people in different regions will progress. Development gap among the regions will be narrowed down and national reconsolidation will further be strengthened, he pointed out.

The Head of State has given guidance on improving transportation sector. He said as regards building of roads and railroads, travelling can be made from northernmost part of Myanmar to southernmost part and easternmost part to westernmost part. With a view to travelling to remote areas, roads have been built in a short time.  Transportation can uplift the socio-economic life of the citizens.

Based on the guidance of the Head of State, strenuous efforts are being made and altogether 151 bridges including Ye Nwe bridge, each of which is 180 feet and above, have already been successfully built. In Bago Division alone, there are altogether 14 major bridges, he elaborated.

He continued to say that construction of the Yangon-Mandalay Highway, on which the Ye Nwe Bridge lies, to be a six-lane one for smooth flow of trade is assigned sector-wise to seven national private companies — Shwethanlwin, Olympic, Kanbawza, Dagon International, Asia World, Yuzana and Hong Peng. They start constructing the highway.

In undertaking the nation-building tasks, the works are to be done not by the State alone but by the participation of the national entrepreneurs. Only then construction tasks be completed rapidly. So, construction tasks of roads and airports are undertaken by the national entrepreneurs. At the same time, it is aimed at turning out the efficient entrepreneurs from them.

So, the private entrepreneurs who share the construction tasks are to respond the goodwill of the State by deeds. Technologies can be obtained from Public Works and the tasks are to be carried out seriously with good-will.

In the part of the State, it will fulfil the needs of the national entrepreneurs as much as possible and it will also renovate and reconstruct the roads and bridges including the Yangon-Pyay-Magway-Mandalay Highway in Bago Division (West).
In addition, the Toungoo-Paukkhaung short-cut road will be upgraded for smooth transportation between eastern and western parts of the division. Surveys are being made for construction of other Yoma short-cut roads. Efforts are being made to renovate Leiktho-Rado Highway linking Toungoo and Kayah State.

Plans have been laid down and implemented for better transportation in Bago Division. Moreover, altogether 34 dam projects have been implemented to ensure progress in utilizing land and water resources, to promote production and to prevent flood, he added.

It is known to all that the State has simultaneously been implementing the three development projects — development of border areas and national races, 24 development zones and development of rural areas— for harmonious development of the states and divisions in the country. The Union will develop in a short time and the State will stand tall among the world nations if the State, the people and the Tatmadaw cooperate unitedly and actively. In this respect, political, economic and social objectives have been laid down and all national people are to build the modern, developed nation with might and main in accordance with the procedures.

In conclusion, he expressed thanks to women engineers of Public Works, local authorities and the people who took part in constructing the bridge.

Then, Minister for Construction Maj-Gen Saw Tun said that the State Peace and Development Council had been making efforts with might and main for building up a modern developed nation, and implementing short-term and long-term plans without sparing day and night after designating the 24 development zones all over the country. In assigning duties, the Ministry of Construction had to construct roads, bridges, airports and other buildings as well as to carry out tasks of the Human Settlement and Housing Development Department.

The Ministry of Construction had been constructing a network of roads nation-wide. From 1988 to date, the government had built roads a total of 4,360 miles in length. At the same time, bridges have been constructed in Ayeyawady Division teeming with rivers and creeks, and Rakhine State with plenty of mountains, rivers and creeks including plain regions, in harmony.  Altogether 151 180-foot-and-above bridges including Ye Nwe Bridge have been opened nation-wide. In the past, Ye Nwe Bridge had been one-way RPT iron frame one and now it has been upgraded to four-lane reinforced facility. Beginning 16 August 2001, the reinforced two-lane road was constructed parallel with the old one as the first and phase was completed on 29 March 2002. As the second phase, the old RPT iron frame bridge was removed. Then, the two-lane road was upgraded to the four-lane reinforced one. In implementing the project, there were some difficulties in laying foundation. The technological inspections were therefore made under the supervision of different levels without causing hindrance to the traffic and for  ensuring systematization of technologies. The second was started on 27 December 2002 and had completed within one year and five months. With a view to improving the abilities of Myanmar women engineers, they had been assigned duties at respective construction project sites for three or four years. Then, the Bridge Construction Special Group 5 made up of women engineers led by the chief engineer had been assigned tasks in construction of the Ye Nwe Bridge. So, this was put on record honorably for the Ministry of Construction and the women mass as well as the State.

The bridge lies on the Yangon-Mandalay Highway in Sandungon Myoma Ward. Its upper structure is of reinforced concrete beams and floor and the lower structure, of reinforced foundation and 275 reinforced piles.

In conclusion, the minister stressed the need of maintenance for durability of the bridge,  which  was  built in self-reliance. He also spoke of the need for all citizens to make all-out efforts to build up a modern developed nation from one day to the next.

Chairman of Bago Division Peace and Development Council Commander of Southern Command Brig-Gen Ko Ko delivered a speech.

He said today was an auspicious day for Bago Division. The four-lane Ye Nwe reinforced concrete bridge, 360 feet long,  on Yangon Mandalay Highway was opened. It is the 14th bridge that is 180 feet and above in the division and it is the 151st one built by Public Works of the Ministry of Construction in the country.

Yangon-Mandalay Highway is a vital  route for ensuring smooth flow of commodities. The numbers of vehicles running on the road and loads are increasing every day. The existing roads and bridges need to be upgraded. This is why the State is building the four-lane concrete bridges. Ye Nwe bridge is the fifth one on Yangon-Mandalay Highway (Bago section). Kunchaung Bridge and Baingda Bridge are under construction in Phyu and Nyaunglaybin Townships.

The significant fact is that Ye Nwe bridge is the first to be built by Myanmar woman engineers. The achievement was a milestone that showed the strength of Myanmar women and their role.

The commander urged the woman engineers to participate in the nation-building tasks.

He thanked Head of State Senior General Than Shwe, the minister and officials who rendered assistance to the construction of the bridge.

He also called on local people to maintain the bridge for its durability.

Next, executive of Nyaunglaybin Township USDA Daw Lin Lin Thant spoke words of thanks.

Lt-Gen Khin Maung Than, the commander and the minister formally opened the bridge.

The bridge was built under the supervision of Senior Engineer Daw Si Than of Construction Project Special Group-5. The upper structure of the bridge is pre-stressed beam and lower structure is reinforced concrete.

The bridge is 360 feet long and 60 feet wide and has six feet wide walkway on each. Its clearance area is 50 feet wide and eight feet high . It can withstand 60 tons of load.

Chinese delegation tours Yangon

Yangon,  26 Feb— The visiting Wushu delegation led by Vice-Chairman of the State Sports Bureau of the PRC Vice-President of World Wushu Federation Mr Li Zhijian toured Yangon today.

In the morning, they viewed the training of Taiji at Kandawgyi Paganlon Kyun and Maha Bandoola Park. They also enjoyed the skill demonstration of the students at Yankin Education College Training School, Training Hall of Padonma Sport Grounds and the Head Office of Myanmar Wushu Federation. In the afternoon, they visited Bogyoke Market and viewed skill demonstration of the students from Mary Chapman School for the Deaf and Dumb. Then, they paid homage to the Shwedagon pagoda.


Foreign Affairs Minister arrives back from Malaysia

Yangon, 26 Feb — Myanmar delegation led by U Win Aung, Minister for Foreign Affairs, arrived back here this evening by air after attending the 13th Non-Aligned Movement Summit held in Kuala Lumpur, Malaysia, from 22 to 25 February 2003. The minister participated in the General Debate of the Summit on 24 February 2003.

Director-General of the International Organizations and Economic Department U Win Mra, Director-General of the Political Department U Thaung Tun, Officer on Special Duty U Min Thein and Assistant Director U Ye Lwin from the Ministry of Foreign Affairs also returned together with the minister.

Chief of Armed Forces Training sees over Ahlon Power Station

Yangon, 26 Feb — Chairman of the supervisory Committee for Efficient Use of Electricity and Fuel Member of the State Peace and Development Council Chief of Armed Forces Training Lt-Gen Kyaw Win inspected Ahlon Power Station of Myanma Electric Power Enterprise under the Ministry of Electric Power this afternoon.

At the meeting hall of the plant, Deputy Superintending Engineer U Htay Myint of MEPE reported on background history of the plant, layout of the electric power plants, and condition of the power generation and supply. Minister Maj-Gen Tin Htut gave a supplementary report. Lt-Gen Kyaw Win gave necessary instructions.

Then, the Supervisory Committee for Efficient  Use of Electricity  and Fuel held a work coordination meeting. Speaking on the occasion, Lt-Gen Kyaw Win elaborated that the electric power plants needed to generate with full capacity for supply of enough electricity. He added that it was needed to coordinate with respective departments for supply of gas and fuel. Supervisory measures were to be taken for minimizing loss and wastage. In conclusion, he called for boosting production of electricity for ensuring constant supply of electricity.

Afterwards, Minister Maj-Gen Tin Htut reported on conditions in generating  electricity and operating the electric power plants, distribution of electricity and requirements; and Minister Brig-Gen Lun Thi, on production and distribution of gas and fuel, arrangements being made for boosting production, and needs.

Lt-Gen Kyaw Win attended to the needs and gave instructions on cooperation among departments concerned for boosting production of electricity. After the meeting, Lt-Gen Kyaw Win inspected the control room, natural gas power plants, boilers and water stream turbines. Head of the Ahlon Power Plant U Thein Zaw conducted him round the plant.

Then, Lt-Gen Kyaw Win gave necessary instructions and left the plant.


Myanmar War Veterans Organization Central Organizing Committee meets

Yangon, 26 Feb — Meeting 1/2003 of the Central Organizing Committee of Myanmar War Veterans Organization was held at MWVO Headquarters on Pyay Road in Mayangon Township this afternoon.

Member of the State Peace and Development Council MWVO Central Organizing Committee Chairman Adjutant-General Lt-Gen Thein Sein addressed the meeting. It was also attended by COC member ministers, the deputy ministers, senior military officers and departmental officials. At the meeting, COC Secretary Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung reported on approval of 8/2002 meeting’s resolutions and undertakings.

Leaders of the groups for five tasks of MWVO and organizing groups also reported on respective tasks being carried out. The meeting came to an end with concluding remarks by Lt-Gen Thein Sein.


Armed Forces Day Observance Management Committee Chairman meets officers of parade columns

Yangon, 26 Feb— Chairman of the management committee for observance of 58th Anniversary Armed Forces Day Commander of Yangon Command Maj-Gen Myint Swe met with officers of parade columns that will take part in the Armed Forces Day parade at the meeting hall in the Resistance Park this morning and gave necessary instructions.

The commander gave instructions on tasks for health care and welfare of the Tatmadawmen and security matters.


Circular railroad and stations in Yangon inspected

Yangon, 26 Feb — Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe, Minister for Rail Transportation Maj-Gen Aung Min and Deputy Minister U Pe Than together with Commander of No (4) Military Command Brig-Gen Myo Myint, military region commanders and officials,  inspected circular railroad and stations here this afternoon and attended to the requirements.

The commander, the minister and party inspected 38 stations on 29.5 miles travel distance of the railroad. The commander and the minister gave instructions to the officials on maintenance of the railroad, beautifying the stations and buildings along the railroad, safety of level crossings, running of local trains on time, maintenance of the trains, and construction of walls on either side of the railroad for safety.

Then, the commander and the minister fulfilled the requirements on reports presented by the officials.


Rail Transportation Minister inspects Insein locomotive shed

Yangon, 26 Feb — Minister for Rail Transportation Maj-Gen Aung Min together with Deputy Minister U Pe Than and officials inspected Locomotive Shed in Insein Township and attended to the requirements  yesterday  afternoon. General Manager U Soe Win reported to the minister on repairing of locomotives, production of spare parts for carriages, organizational set up and staff welfare.


Minister inspects dispensary of Social Security Board

Yangon, 26 Feb — Accompanied by Social Security Board Chairman U Aung Ba Kyi, Minister for Labour U Tin Winn inspected the dispensary of SSB in Thamaing, Hline township, this evening.

Dispensary  in-charge Dr Lai Lai Win reported to the minister on giving health care services at the dispensary. Next, the minister inspected round the dispensary and gave necessary instructions to the staff. The minister also inspected the staff quarters and gave instructions on systematic use of electricity and measures to be taken for prevention of fire.


Booth of Ministry of Culture inspected

Yangon, 26 Feb — Deputy Minister for Culture U Soe Nyunt, together with Fine Arts Department Director-General U Kyaw Win and officials, inspected the booth of the ministry at the Defence Services Museum at 12.30 pm today. The deputy minister gave instructions to officials on display of exhibits of the Department of Archaeology, Department of Cultural Institute and FAD.


Dr Daw Khin Win Shwe and wives of military attaches pay homage to Kyaikhmawwun Yayle Pagoda

Yangon, 26 Feb — Dr Daw Khin Win Shwe, wife of State Peace and Development Council Secretary-1 Chief of Military Intelligence General Khin Nyunt, wives of the senior officers of the Ministry of Defence and those of Military Attaches of foreign missions to the Union of Myanmar visited Kyaikhmawwun Yayle Pagoda in Kyauktan Township, Yangon South District, this afternoon.

Dr Daw Khin Win Shwe and party offered flowers, water and lights to  Ngasat Sutaungpyi Buddha Image and paid homage to the image.

Then, Dr Daw Khin Win Shwe and party presented a donation of K 176,000 for the pagoda to the chairman of the pagoda board of trustees, who presented a certificate of honour and a portrait of the pagoda to them.


Defence Services museum to be closed temporarily

Yangon, 26 Feb — Defence Services Museum will be closed temporarily  as of 1st March to carry out renovation for the 58th Anniversary of Armed Forces Day. It will be reopened on 26 March.


Nursery Market Festival continues

Yangon,  26 Feb—The Nursery Market Festival continued at Myaypadetha Park in Bahan Township here today with the aim of providing necessary assistance for growers and to attract the public to be interested in agriculture, horticulture, livestock breeding and vegetable farming.

Kitchen crops, fruits and saplings of herbal plants are being shown at the festival. Scientific methods on livestock breeding, fish and prawn breeding are also displayed there. Any one may contact the festival to purchase quality seeds and saplings. Fertilizers and pesticides as well as farming crops are available at the booths.Seedlings and saplings of vegetables and plants cultivated in plastic and earthern pots and plastic bags are also available at the nursery market festival at Myaypadetha Park. Various kinds of plants in different sizes for respective seasons can be bought there.

Fish breeding booth is also shown and livestock products are sold.


Manuscripts invited for U Ohn Pe literary competition

Yangon, 26 Feb — Under the supervision of the Ministry of Information, the scrutinizing committee for Pakokku U Ohn Pe Literary Award is inviting writers to participate in U Ohn Pe Literary competition (2003).

The competition includes five genres— collected poems, novel, collected short stories, treatise and research. The manuscripts are to be sent to the secretary of the committee the chief editor of Sarpay Beikman at No 529-531, Merchant Street, Yangon, by 30 September 2003. Application forms are available at the above address. Those from other towns  can post a letter with a 40-kyat stamp for a form.

Sixth National Sanitation Week activities discussed in Mawlaik

The Sixth National Sanitation Week activities were discussed at the meeting hall of Mawleik Township General Administration Department on 30 January. Chairman of Township Peace and Development Council U Soe Win widely explained health matters.

Multiplier library science course opened in Hmawby

Hmawby Township Information and Public Relations Department opened the multiplier library science course No 1/2003 at the IPRD Office in Hmawby Township on 20 February. Yangon North District IPRD Staff Officer U Ohn Khaing gave a speech. Altogether 50 trainees are attending the one-week course.

Self-reliant library opened in Monpaw

Nyein Aye Myay Library was opened in Monpaw Village, Kyukok (Panghsan) Township, on 8 February. Chairman of Muse District Peace and Development Council Lt-Col Soe Win, Muse District Information and Public Relations Department Staff Officer Daw Khin San and Kyukok Township Union Solidarity and Development Association Secretary U Sai Maung Hlaing formally opened the library.

Development tasks inspected in Kengtung, Tachilek

Deputy Superintending U Byar No of Shan State (South) Development Affairs Committee, Senior Engineer U Thein Win (Lashio DAD) and Assistant Engineer U Pyay Kyaw (Loikaw DAD) went to a field trip to rural areas in Kengtung and Tachilek townships from 24-4-2002 to 24-1-2003. They inspected rural and urban roads and bridges and water supply tasks.

Artesian-wells opened in Waw

Artesian-wells were opened in Thaiktukon, Kyaungsu and Setsu villages in Waw Township on 20 February. Township level officials formally opened the wells. Waw Township Development Affairs Committee has built six urban roads, 14 rural roads, eight lakes, one tube-well and 18 artesian wells in 2002-2003 financial year.

Rural gravel road inaugurated in Phyu

Nyaungbintha-Kanyindine gravel road, built by Phyu Township Development Affairs Committee, was inaugurated at the road in Phyu Township on 8 February morning. Chairman of Township Peace and Development Council U Maung Maung Khin and Township Development Affairs Committee Executive Officer Deputy Director U Aung Kyaw Nyein opened the road. Nyaungbintha-Kanyindine gravel road is 1,300 feet long and eight feet wide.

Prizes presented to winners in Chess Tournament

Organized by Kalaw Township General Administration Department, the prize presentation for the Invitational Open Chess Tourney was held at Kalaw Township Peace and Development Council Office on 12 February. Head of Township General Administration Department Daw Than Myint made a speech. Then, departmental officials presented K 10,000 for the first prize, K 8,000 for the second, K 6,000 for the third and K 3,000 for the consolation prize to the winners respectively.

Stone inscription unveiled in Hmawby BEMS

The stone inscription bearing Myanma education goal and the signboard bearing to built a modern and developed nation through education were unveiled at Basic Education Middle School in Shangon, Hmawby Township, on 9 January. Acting Commander of Aircraft Assembling and Repair Base Col Tin Naing Tun and officials opened the stone inscription and the signboard.

Tube-well opened in Myittha

Myittha Township Development Affairs Committee opened the 2" tube-well sponsored by Daw Than Yin and family of Mandalay for her fourth donation at the well in West Ywatha Village, Myittha Township, on 18 February. Assistant Director U Nay Win of Mandalay Division Development Affairs Committee, Senior Engineer U Tun Myint of DAD (Head Office) and Chairman of Village Peace and Development Council U Kyaw Nyunt formally opened the well. 


Wellwishers invited for sinking tube-wells

Yangon, 26 Feb— The Development Affairs Committees under the Ministry for Progress of Border Areas and National Races and Development Affairs are making concerted effforts in sinking tube-wells in order to get sufficient fresh water in rural areas in States and Divisions where there is a shortage of water.

One 200 feet deep two-inch diameter tube-well costs K 250,000; one 400 feet deep two-inch diametre tube-well costs K 500,000; and one 200 feet deep four-inch diametre tube-well costs K 500,000.

Myanmar Open golf tourney begins

Yangon, 26 Feb — The Myanmar Open 2003 golf tournament, sponsored by Roth-mans of Pall Mall Myanmar Pte Ltd, Myanmar Professional Golfers Association and Asian Professional Golfers Association (Asian PGA) was held at Yangon Golf Club, Danying on, this morning and afternoon.

Among the spectators were Chairman of Myanmar Olympic Committee Minister for Sports Brig-Gen Thura Aye Myint, President of Myanmar PGA and Myanmar Golf Federation Maj-Gen Win Hlaing, officials of Rothmans of Pall Mall Myanmar Pte Ltd and enthusiasts. After the match, responsible officials awarded to prize winners. In the evening, Rothmans of Pall Mall Myanmar Pte Ltd hosted a dinner to the golfers at the Sedona Hotel.

196 drug cases exposed, 267 culprits arrested in January

Yangon, 26 Feb — The Tatmadaw, Myanmar Police Force and the Customs Department exposed 196 drug-related cases in January 2003.

Seizures made by them were 43. 9636 kilos of opium in 13 cases, 65.1708 kilos of heroin in 62 cases, 73.95 kilos of morphine in one case, .3185 kilos of opium oil in 3 cases, 2.7044 kilos of low grade opium in 29 cases, 13.4382 kilos of marijuana in 15 cases, 15.25 litres of Phensedyl in 4 cases, 134595 stimulant tablets   in 44 cases, 20.3  kilos of Ephe-drine, 10 diazepam tablets, 9604.556 litres of liquid chemicals in 5 cases, 12.7316 kilos of chemical powder, 13 cases for failure to register, and 7 other cases.

Narcotic drugs and chemical liquid exposed in Monkoe

Yangon, 26 Feb — A combined team comprising local Tatmadawmen, members of the local intelligence unit and Myanmar Police Force, acting on information, searched the house of Shauk Lin (a) Lin Yi Lu of No (194), Ward (1) in Monkoe, Shan State (North), on 7 February.

The authorities seized house owner Shauk Lin and U Khon Shauk Shawt of No (58), Ward (2), Monkoe, together with 0.35 kilo of heroin, one Tiger vehicle without licence and K 3 million realized from the sales of drugs.

On further investigation, the combined team combed the house of U Khon Shauk Shawt and seized 15.75 kilos of heroin, 3,000 stimulant tablets, 1,062 liters of Ether, 8 barrels and 22.5 liters of Chloroform, 23 barrels of spirit, 3 barrels of Sulphuric Acid, 44 liters of Hydrochloric Acid, 18 Liters of Nitric Acid, 44 kilos of Calcium Chloride, 8.5 kilos of Sodium Hydroxide, 520 kilos of chemical powder, 34 boxes of Sodium, one Tiger vehicle without licence and 20 items of paraphernalia.

Action is being taken against the culprits by the police station concerned.
