Lt-Gen Ye Myint inspects Ngathayauk river water pumping project, textile mill project
Yangon, 12 March- Member of the State Peace and Development Council Lt-Gen Ye Myint of the Ministry of Defence, arrived at Bagan NyaungU Airport in Mandalay Division yesterday.
Lt-Gen Ye Myint and party together with Chairman of Magway Division Peace and Development Council Col Zaw Min, Chairman of NyaungU District Peace and Development Council Lt-Col Khin Maung Oo and officials went to the office of Ngathayauk river water pumping project.
At the briefing hall, Project Manager Deputy Director U Aung Win Hlaing reported on digging of canals, supply of water, installation of piles, reclamation of land for full cultivation of summer paddy, power supply and digging of the main and other canals. Chairman Col Zaw Min, Lt-Col Khin Maung Oo and officials gave a supplementary reports.
Lt-Gen Ye Myint gave instructions on cultivation of paddy and other crops on the reclaimed land in the coming monsoon and supervision of reclamation project by local authorities. He then fulfilled the requirements.
Lt-Gen Ye Myint and party inspected laying of the pipeline, the main canal, reclamation of farmland in Ohnhnechaung Village with the use of tractors.
Lt-Gen Ye Myint and party arrived at the site of Textile and Garment Factory Project near Kywete Village in Pakokku Township. Project Manager U Myint Thein Aye reported on location of the mill, the main unit and warehouses, construction of sub-power station, water purifying factories and arrival of machines up to 80 percent of the target.
Lt-Gen Ye Myint and party inspected Pakokku Airport where Director of Department of Civil Aviation U Win Oo reported on land preparation of 8,500 feet long and 100 feet wide runway and progress of work and Managing Director U Khin Maung Myint of Hong Pang Construction Co Ltd on stockpiling of gravel for the runway.
Chairman Col Zaw Min gave a supplementary report. Lt-Gen Ye Myint gave instruction on completion of the project in time and meeting standards set.

Chairman of Pakokku District Peace and Development Council Lt-Col Kyi Tun reported on cultivation of summer and monsoon paddy and summer sesamum through irrigation from small dams and river water pumping stations in the district, target and production of monsoon paddy for 2002-2003, cultivation of crops including monsoon and summer paddy for ensuring food sufficiency in the region in 2003-2004 and ways and means for availability of water.
In his address, Lt-Gen Ye Myint said Head of State Senior General Than Shwe had given guidance on ensuring sufficiency of rice in the region especially Pakokku, Myingyan and NyaungU, during his inspection tour of Mandalay and Magway Divisions.
He said efforts are to be made to reach the target of sixty per cent of food sufficiency coming 2003-2004 cultivation season as the first phase. Members of agricultural supervisory committee are to endeavour for exceeding the target of cultivation acreage, making field trips to the grassroots levels and organizing the farmers to use quality strains and fertilizers, he said.
Continuing, he said, Mindat-Pakokku road, and Pakokku-Pauk-Saw-Seikphyu road are being upgraded for development of southern Chin State. He said airports are being constructed for ensuring better transportation. Arrangements are being made for improvement of education sector, he said.
He spoke of the need for departmental officials and local people to implement the programmes of the Head of State and to make strenuous efforts for maintenance of dams, planting of trees and rice ensuring sufficiency in the region and greening.
Pakokku has become greener and the climate has also improved due to the trees planted.He urged local authorities and agricultural supervision committees to extend the cultivation acreage annually.
He called for realization of the five rural development tasks. Lt-Gen Ye Myint and party inspected paving of road near mile post 30/1 near Pyinchaung Village, Pauk Township and mile post 36 near Sanphe Village.
Lt-Gen Ye Myint and party arrived at the worksite of Public Works in Tapyin Village in Saw Township. Deputy Superintending Engineer U Thein Tun of road construction special group-11 reported on supply of tar for Pauk-Kyaukhtu-Kangyi road section, construction of gravel road and tarred road and extending of the road. Lt-Gen Ye Myint discussed digging of canals, minimizing loss and wastage and construction of the road in accord with set standards.
Lt-Gen Ye Myint and party went to the site of Kyaukhtu Airport and inspected construction of the runway and earth work. Project in-charge Lt-Col Kan Chun reported on location of the airport, implementation of the project and machinery. Lt-Gen Ye Myint gave instructions on constant inspection of the runway and completion of the airport in time and fulfilled the requirements. Lt-Gen Ye Myint and party left the airport and arrived at Pakokku at 10.45 pm.

Yangon, 12 March- The third and final daysession of the meeting of the Fifth State Central Working Committee of the Sangha took place at Maha Pasana Cave on Kaba Aye Hill this morning, attended by State Ovadacariya Sayadaws, members of the State Sangha Maha Nayaka Committee, members of the Central Working Committee of the Sangha. Also present on the occasion were Minister for Religious Affairs U Aung Khin, Deputy Minister Brig-Gen Thura Aung Ko, Adviser to the State Peace and Development Council Office U Arnt Maung, Director-General of the Religious Affairs Department Dr Myo Myint, Director-General of the Department for Promotion and Propagation of the Sasana U Sann Lwin, Pro-Rector (Admin) Dr Hla Pe of the International Theravada Buddhist Missionary University, Deputy Director-General of the Religious Affairs Department U Htin Myo, directors and officials from the RAD and the DPPS, and heads of state/division Religious Affairs Departments.
Sayadaw Bhaddanta Yugandhara of NanU Monastery in Paungde, Bago Division, Sayadaw Agga Maha Pandita Agga Maha Saddhamma Jotikadhaja Bhaddanta Sobana of Myatheindan Monastery in Pazundaung Township, Yangon Division, Sayadaw Bhaddanta Indakajiva of Satubonmika Maggin Yeiktha Monastery in Bogyoke Village, Thanlyin Township, Yangon Division, Sayadaw Bhaddanta Panñasara of Phayagyi Monastery in Ngathainggyoung, Yekyi Township in Ayeyawady Division and Sayadaw Agga Maha Pandita Bhaddanta Indaka of Ingyinbin Monastery in Seikkhun Village, Shwebo in Sagaing Division were elected Ovadacariya Sayadaws for the final day of the meeting.
Vice-Chairman of the Central Working Committee of the Sangha Sayadaw Agga Maha Pandita Agga Maha Saddhamma Jotikadhaja Bhaddanta Silavamsa presided over the meeting and Joint Secretary of the Central Working Committee of the Sangha Sayadaw Agga Maha Pandita Agga Maha Saddhamma Jotikadhaja Bhaddanta Tejaniya acted as master of ceremonies. The emcee Sayadaw reported on agenda of the meeting for approval. Then, matters on rules for Pahtamapyan Examination (draft) and rules for setting questions (draft) were discussed and the meeting ended at 8.30 am.
In the afternoon, the meeting resumed and the Chairman Sayadaw presented certificates to member Sayadaws of State Sangha Vinicchaya Committee and letters of acknowledgment to Theravada Buddhist Missionary Ovadacariya Sayadaws.
Joint-Secretary Sayadaw Agga Maha Pandita Bhaddanta Awsadhabhi-vamsa discussed matters on the reports concerning the tasks carried out during the year and sought the approval.
Then 15 Ovadacariya Sayadaws, the Chairman Sayadaw, the Joint-Secretary Sayadaw, representative Sayadaws form states and divisions signed in the religious record book.
Vice-Chairman of the Central Working Committee of the Sangha Sayadaw Agga Maha Pandita Agga Maha Saddhamma Jotikadhaja Bhaddanta Silavamsa read out the message of Chairman of the State Sangha Maha Nayaka Committee Chairman of the Central Working Committee of the Sangha Sayadaw Abhidhaja Maha Rattha Guru Abhidhaja Agga Maha Saddhammajotika Bhaddanta Sobhita. Then, the meeting came to a close. U Hla Aye and Koepa Traditional Medicine family of Wadan Street, Lanmadaw Township, offered 'soon' to the Sayadaws today.
Cash donated to Maha Wizaya Pagoda
Yangon, 12 March - Hailing the 58th Anniversary Armed Forces Day, All Bus-lines Control Committee (Yangon Division) donated cash to the funds for all-round renovation of Maha Wizaya Pagoda, Tatmadaw-men of Armed Forces Day Parade Columns and hospitals and social organizations in the division at Dhamma Rakhita Dhammayon of the pagoda at 3 pm today. Chairman of the Committee for All-round Renovation of Maha Wizaya Pagoda Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe accepted the donations.
Chairman of All Bus-lines Control Committee (Yangon Division) U Phone Kyaw handed over K 1,043,100 for all-round renovation of the pagoda to the commander. Then, the commander and officials presented K 6,950,000 including K 500,000 for the Tatmadawmen of the 58th Anniversary Armed Forces Day Parade Columns and cash donations for hospitals and social organizations in the division officials concerned. Head of Department Prof Dr Kyaw Myint Naing spoke words of thanks. Minister inspects Paunglin Dam Construction Project
Yangon, 12 March - Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, accompanied by departmental officials, inspected the special zone of summer paddy fields in Uto Village, Taikkyi Township, Yangon North District, this morning.
The minister met with local farmers, and gave instructions to departmental officials on water supply for extended cultivation of summer paddy, and construction of sluice gates for cultivation of summer paddy. The minister and party went to Paunglin (Ngamoeyeik reserve dam) Dam Construction Project of Ngamoeyeik Dam near Ohnhnebin Village, Hlegu Township, 22 miles from Yangon-Pyay Highway. At the briefing hall, officials reported on land preparations for the main embankment and the support dam project. The minister gave instructions on timely completion and attended to heavy machinery.
Then, the minister laid down plans for ensuring timely completion in constructing Ngamoeyeik support dam near Bwetgyi Village in Hlegu Township and the support dam near Ohnhnebin Village, and fulfilled the requirements of heavy machinery.
The minister inspected progress of earth work for Ngamoeyeik support dam, and tasks being carried out with the use of heavy machinery for construction of axis, control tower and spillway of the dam. On completion, the support dam will contribute towards extended cultivation and water supply of Yangon.
In the afternoon, the minister went to No 13 Sugar Mill (Otkan) of Myanma Sugarcane Enterprise in the same township and met with farmers, who reported on requirements. The factory manager and Managing Director of MSE U Myo Myint assessed their requirements. The minister discussed assistance rendered and agricultural methods disseminated by the ministry, and cultivation of sugarcane in the special zones. He then inspected production process and storage of sugar at the mill. At the briefing hall, the factory manager reported on cultivation and purchase of sugarcane and production of sugar. The minister left necessary instructions.
The minister met with members of the Agricultural Coordination Committees of Yangon Division and Bago Division (West) and gave instructions on meeting the targets in cultivating sugarcane in planned acres of lands, systematic use of irrigation water, and cultivation of crops in accord with the rules and regulations. In the evening, the minister inspected the Myanma Paddy Research Centre of MAS in Hmawby Township. MAS Managing Director U Tun Than conducted the minister round the research plantations. The minister gave necessary instructions.
New school building handed over in Salingyi Township
Yangon, 12 March - Secretariat Member of the Union Solidarity and Development Association Minister for Information Brig-Gen Kyaw Hsan, attended the ceremony to hand over the new school building of Yazagyaw Village Basic Education Primary School to the Ministry of Education in Salingyi Township, Monywa District, Sagaing Division, on 9 March.
The outstanding students formally unveiled the signboard bearing the words "Build a Modern and Developed Nation through Education". Then, the minister pressed the button to unveil the stone plaque. The minister and the deputy commander sprinkled scented water on it. The one-storey four-unit building was constructed and donated by Ayeya Min Thein Construction Co (Mandalay) at a cost of K 15.3 million.
Then, the minister, the deputy commander and wellwisher Managing Director of the company U Thein Myint formally opened the building.
Afterwards, the wellwisher handed over documents related to the building to the Ministry of Education through Sagaing Division Education Officer U Htein Win, and explained the purpose of the donation.
Managing Director of Crown International Co Ltd in Mandalay U Tun Shein and family presented K 500,000 for sinking a tube-well in the village; the minister and Secretary of Monywa District Peace and Development Council Major Kyaw Yin, 50 dozens of exercise books each; Sagaing Division USDA, 100 calendars; Shwe Wingabar Co Ltd, 50 dozens of pencils; Monywa District USDA, 100 dozens of exercise books; U Aung Myint of Yangon, five wall clocks; and Daw Su and family of Mandalay, one wall clock and ten dozens of pencils.
Then, the secretariat member inspected the sinking of a tube-well for Tebingan Village in Yinmabin Township. Sagaing Division Deputy Superintending Engineer Daw Myint Myint Kyi reported on facts about the tube-well.
The minister said that he was delighted to have fulfilled requirements in sinking the tube-well for the village, where water is scarce. He spoke of the need for the villagers to maintain the tube-well for its durability.
In the evening, the minister met with staff of the Ministry of Information and called for maintenance of momentum in carrying out the functions of the ministry and efforts to be made for meeting the targets.
Commander inspects agriculture and livestock breeding tasks
Yangon, 12 March - Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe, inspected the agriculture and livestock breeding tasks of local battalion in Insein Township this afternoon.
First, the commander arrived at the local battalion in Gyogon and inspected the breeding of pigs and fish, pepper plantations, and growing of mushrooms. At the briefing hall of the local battalion, Acting Commander Maj Aung Win reported to the commander on cultivation of vegetables by companies of the battalion and distribution of products in tax-free markets. The commander gave instructions on extended cultivation of crops. Then, the commander and party inspected the vegetable plantations.
List of winners announced for competitions of soldiers' codes of conduct and extempore talks
Yangon, 12 March - The list of winners were announced today for central level soldiers' codes of conduct and extempore talks competitions held in hailing the 58th Anniversary Armed Forces Day 2003.
In the soldiers' codes of conduct competition at officer level, Lt Zaw Tun of No 21 Operation Control Command, Lt Kyaw Kyaw San of the Office of the Commander-in-Chief (Navy) and Lt Kyaw Myat Oo of No 22 Light Infantry Division stood first, second, and third respectively.
At warrant officer level, fist prize went to WOII Tet Tun of the Office of the Commander-in-Chief (Navy), second to WOI Kyaw Aye of the Camp Commandant of the Ministry of Defence, and third to WOI Soe Win Aung of the Office of the Commander-in-Chief (Navy) .
At sergeant level, Segt Thein Soe of Southern Command, L/Cpl Min Nyunt Oo of North-West Command and L/Cpl Zay Aung Lin of Yangon Command stood first, second and third respectively. Pvt Nyi Nyi Lwin of the Office of the Commander-in-Chief (Navy), Pvt Aung Zaw Lat of No 11 Light Infantry Division, and Pvt Nyan Soe of the Office of Camp Commandant of the Ministry of Defence won first, second and third prizes respectively at private level.

Book Fair to mark Armed Forces Day Anniversary

Health Department donates books to MWJA
Yangon, 12 March - The Myanmar Writers and Journalists Association accepted books donated by the Health Department and distributed them to other ministries and social organizations at the hall of the MWJA at Sarpay Beikman Building on Merchant Street this afternoon. Present on the occasion were MWJA Chairman U Hla Myaing (Ko Hsaung), Vice-Chairmen U Tin Kha (Tekkatho Tin Kha), U Than Maung (Than Maung) and U Myint Thein (Myint Thein Aung), joint secretaries, CEC members, officials of the Health Department, departmental heads of the Ministry of Information and guests.
U Myo Thant (Maung Hsu Shin), coordinator of the ceremony, explained matters related to holding of the ceremony. Then, MWJA Chairman U Hla Myaing (Ko Hsaung) spoke on the occasion, and then accepted 10,000 copies of "Questions and Answers On HIV/AIDS" and 10,000 copies of "Red Ribbon" donated by the Health Department through Dr Hla Htut Lwin, who later spoke words of thanks to the MWJA. Yangon, 12 March -The fifth annual Tharkaung Taman (good diplomat) Magazine of the Ministry of Foreign Affairs has come out to hail the anniversary of the ministry.

Yangon, 12 March-Minister for Information Brig-Gen Kyaw Hsan received UNICEF Resident Representative in Yangon Mr J Bertrand Mendis and Communication Officer Mr Mauric Apted at his office this morning. Wider arrangements for public health education programmes on radio and television and in newspapers under the Ministry of Information were discussed.
The minister also received Managing Director of Imperial Ink Pte Ltd of Singapore Mr Anthony Ng and Managing Director of Primary Colours Group Co Ltd in Yangon U Thein Myint at 10 am. They discussed matters relating to printing ink, negative presensitized plate and chemicals used in printing.

Zaw Zin Win, Myo Min Aung lead in Tiger Myanmar Amateur Open
Yangon, 12 March -The Tiger Myanmar Amateur Open 2003, sponsored by Myanmar Golf Federation and Tiger Beer, continued at Yangon Golf Club, Danyingon, here this morning.
After today's 18-hole event, Zaw Zin Win and Myo Min Aung shared the lead with 220 strokes each, followed by Thein Zaw Myint (223), Kyaw Hlaing (224), Derek Htet Doe (227), Aung Aung Kyaw (227), Chit San (228), Yin Aung Latt and Kyaw Thiha (232) each and Htay Win (233).
The third round continues tomorrow at the same venue. The golf tournament was organized by Han Golf Event Management in cooperation with Cannon (Accel International Co), Wilson, Air Mandalay, Loi Hein Co (Alpine purified drinking water) and Yangon Golf Club.

Order Relating to Control of Drugs and Psychotropic Substances issued
Yangon, 12 March -The Ministry of Health of the Union of Myanmar issued the order relating to control of Narcotic Drugs and Psychotropic Substances on 7 March.
Order Relating to Control of Narcotic Drugs and Psychotropic Substances
1. The following expressions contained in this Order shall have the meantings given hereunder:-
(a) Highly controlled drugs means the psychotropic substances specified in Schedules ( 1) , (2), (3) and (5) of paragraph I of Notification No.2/ 2002 dated 20-6-2002, and the narcotic drugs specified in Schedules (1), (2) and (3) of paragraph I of Notification No.3/ 2002 dated 29-7-2002 of the Ministry of Health respectively.
(b) Limited controlled drugs means the psychotropic substances specified in Schedule (4) of paragraph I of the Notification No.2/ 2002 dated 21-6-2002 of the Ministry of Health.
( c) Controlled drugs means highly controlled drugs and limited controlled drugs.
( d) Registered Doctor means the medical practitioner holding the licence or certificate granted to perform medica1 treatment by the Myanmar Medical Council. the Dental and Oral Medical Council or the Veterinary Medical Council.
2. The highly controlled drugs shal1 be sold only at the pharmacies of the following hospitals :-
(a) Central level hospitals and teaching hospitals;
(b) State and Divisional hospitals;
(c) 200-bedded and above hospitals;
( d) other hospitals specially permitted by the Ministry of Health.
3 A person desirous to sell by retail at any pharmacy specified in paragraph 2 shall not only be the holder of registration and licence for the right to seIl drug in accordance with the National Drug Law but also apply to the Central Food and Drug Supervisory Committee through the relevant medical superintendent to obtain special permit to sel1 by retail the highly controlled drugs and limited control1ed .drugs with medical prescription.
4. A person desirous to sell by retail at any other pharmacy specified in paragraph 2 shall not only be the holder of registration and licence for the right to sell drug in accordance with the National Drug Law but also apply to the Township Food and Drug Supervisory Committee to obtain special permit to sell by. retail the limited controlled drugs to the buyers with medical prescription.
5. The person who submitted application under paragraphs 3 and 4 to obtain special permit to sell by retail the highly controlled drugs and limited controlled drugs shall submit and attach the following evidences thereto:-
(a) data relating to drug to be sold:-
(1) generic and/or brand name (if any);
(2) form of drug ( capsule, tablet, powder, syrup / liquid, injection , inhalant, ointment, etc. ):
(3) weight /strength , amount, quantity and percentage of contents of drug;
(4) the name of manufacturing company, factory and country;
(5} Myanmar drug registration number issued under the National Drug Law;
(b) copy of drug seller's licence issued under the Nationa1 Drug Law;
(c) original recommendation letter of relevant police station that the applicant has not been convicted under the Narcotic Drugs and Psychotropic Substances Law and the National Drug Law;
(d) other necessary evidences determined by the Department of Health from time to time .
6. If the application made under paragraph 3 is granted permission after scrutiny by the Central Food and Drug Supervisory Committee or the application made under paragraph 4 is granted permission after scrutiny by the relevant Township Food and Drug Supervisory Committee, permit shall be issued by using Annex-Form (1) and Form (2) respectively prescribing terms and conditions.
7. A person who is granted permit to seIl by retail-
(a) shall sell the highly controlled drugs for treatment of patients only with the medical prescriptions of the consultant level and above, or with endorsement of the Director General or the person delegated by the Director General of the Department of Health on medical prescription of the Registered Doctor to conduct medical treatment.
Provided that they may be sold on medical prescripti9ns of the Registered, Doctor on which .shall be endorsed by the medical superintendent of the hospitals specified in paragraph 2 for emergency treatment of patients under treatment in district and township hospitals;
(b) shall seIl the highly controlled drugs for treatment of animals on medical prescriptions of the veterinary surgeon endorsed by the Director General. or the person delegated by the Director General of the Livestock, Breeding and Veterinary Department;
(c) shall. sell the limited controlled drugs on medical prescriptions of the consultant, level and above or on medical prescriptions of the Registered Doctor.
(d) in selling the controlled drugs on medical prescriptions , shall not seIl the patient or owner of the animal for medical treatment exceeding dosage for more than two weeks.
8. A person who is granted permit to sell by retail the controlled drugs shall. regarding' buying and selling .carry out as follows:-
(a) the vouchers of buying by him shall be filed systematically;
(b) the registration book for daily buying and selling for each item of every type of controlled drugs shall be made in Annex-Form (3) and entry shall be made;
(c) the controlled drugs shall be kept securely to prevent misuse and loss;
(d) the controlled drugs shall be sold only with the medical prescriptions or with endorsements as prescribed in paragraph 7. Such medical prescriptions shall be attached firmly at the receipt of sale voucher;
(e) sale voucher shall be given to the buyer and receipt of sale voucher shall be kept;
(f) the prescribed forms and the vouchers of buying and selling shall be kept up to two years;
(g) the inspection of the Department of Health and the relevant Food and Drug Supervisory Committee shall be accepted.
9. (a) The person granted permit to seIl highly controlled drug and limited controlled drug at pharmacies specified in paragraph 2 shall submit Annex-Form (4) of monthly report of buying and selling for each item of every type of drug to the Central Food and Drug Supervisory Committee through the relevant medical superintendent during the first seven days of each month.
(b) With the exception of pharmacies specified in paragraph 2 the person granted permit to seIl limited controlled drug shall submit Annex -Form (4) of monthly report of buying and selling of eact item of every type of drug to the relevant Township Food and Drug Supervisory Committee during , the first seven days of each month and shall submit a copy to the Central Food and Drug Supervisory Committee.

Stimulant tablets seized in Myawady
Yangon, 12 March - Members of the local intelligence unit, acting on information about the trafficking of stimulant tablets under the friendship bridge in Myawady, arrested Aung Than Naing, son of U Hla Shwe of No 15, Myitta road, Ward-5 in Hline Township, and Kyaw Kyaw, son of U Kyaw Win of Strand Road, Nawin Ward in Pyay together with 60,000 stimulant tablets on 3 March.
Further investigation led to the seizure of another 947,800 stimulant tablets in two plastic containers hidden underground at map reference (O-275210) on the bank (Myanmar side) of the Thaungyin river. A total of 1,007,800 stimulant tablets were seized in the case. Action is being taken against them under Narcotic Drugs and Psychotropic Substances Law by the police station concerned.
