Secretary-1 and wife attend Religious Titles Conferring Ceremony
Yangon, 14 March — The State Peace and Development Council, in paying reverence to members of the Sangha, nuns and laity for their religious services, issued the Notification No 1/2003 on 4 January 2003 and conferred religious titles on them.
Under the notification, Abhidhaja Maha Rattha Guru Titles have been conferred on two Sayadaws, Abhidhaja Agga Maha Saddhamma Jotika Titles on three Sayadaws, Agga Maha Pandita Titles on 21 Sayadaws, Missionary Titles on 92 Sayadaws, three nuns and one laity, Kammathanacariya Titles on 20 Sayadaws, Ganthavacaka Titles on 97 Sayadaws and 11 nuns, Dhammakathika Titles on two Sayadaws, and Sasana Nuggaha Titles on 12 men and 21 women.
A ceremony to confer religious titles on members of the Sangha, nuns and laity was held at Maha Pasana Cave on Kaba Aye Hill today, attended by Secretary-1 of the State Peace and Development Council General Khin Nyunt and wife Dr Daw Khin Win Shwe.
The State Orchestra played the religious songs before the ceremony.
Then, Deputy-Director-General U Htin Myo, Director U Tun Hla and Director U Mya Win of the Ministry of Religious Affairs ushered member Sayadaws of the State Sangha Maha Nayaka Committee, Tipitakadhara Tipitaka-kovida Sayadaws, and title recipient Sayadaws and nuns through the southern entrance of the cave.
Staff Officer U Tun Naing ushered Tipitakadhara Tipitakakovida Sayadaws.
The ceremony began at 12.15 pm. Staff Officer of Yangon Division Religious Affairs Department U San Thin Hlaing acted as master of ceremonies. Then, Deputy Minister for Religious Affairs Brig-Gen Thura Aung Ko supplicated on religious matters.
Vice-Chairman of the State Sangha Maha Nayaka Committee Abhidhaja Maha Rattha Guru Mandalay Masoyein Taikthit Sayadaw Bhaddanta Sirindabhivamsa administered the Five Precepts.

Minister for Religious Affairs U Aung Khin supplicated on religious matters, saying that the State Peace and Development Council has been striving for promotion of perpetuation of the Sasana. It has been presenting titles to members of the Sangha, nuns and lay persons. Since the Notification No 1/2003 has been issued on 4 January 2003, a total of 285 persons have received the titles up to now. The government is presenting the titles in honour of the religious virtues and efforts of the members of the Sangha, nuns and lay persons. All will have to obey the ovada of the Sayadaws and strive to serve the interest of the Sasana.
Vice-Chairman of the State Sangha Maha Nayaka Committee Sayadaw of Gawthitarama Palitekkatho Monastery in Dawei, Taninthayi Division, Abhidhaja Maha Rattha Guru Bhaddanta Asinnabhivamsa, on whom Abhidhaja Maha Rattha Guru Title was conferred at this year religious title conferring ceremony, delivered an ovadakatha.
Afterwards, Secretary of the State Sangha Maha Nayaka Committee Abhidhaja Maha Rattha Guru Abhidhaja Agga Maha Saddhammajotika Magway Sayadaw Bhaddanta Kumara delivered a sermon, followed by sharing of merits gained. The ceremony concluded at 2.35 pm.
Under the arrangements of Yangon Division Peace and Development Council, provisions worth K 76,401,785 donated by Yangon Division Peace and Development Council, ministries, offices, commands, divisions, stations, departments, Peace and Development Councils of respective divisions, districts and townships, religious organizations and wellwishers were offered to the title recipient Sayadaws and nuns at over 130 pandals around Maha Pathana Cave, where the sixth Buddhist synod was held.
Secretary-1 General Khin Nyunt and wife, member of the State Peace and Development Council Lt-Gen Thura Shwe Mann of the Ministry of Defence and wife and Secretary-2 Lt-Gen Soe Win and wife offered provisions to the Sayadaws and nuns at the pandals of the State Peace and Development Council Office, the Ministry of Defence and families of Military Intelligence.
In the like manner, respective ministers, deputy ministers and officials offered provisions to the Sayadaws and nuns.

Senior General Than Shwe sends condolence to Serbia and Montenegro
Yangon, 14 March — Senior General Than Shwe, Chairman of the State Peace and Development Council and Prime Minister of the Union of Myanmar, has sent a message of condolence to His Excellency Mr Svetozar Marovic, President of Serbia and Montenegro for the sudden death of His Excellency Mr Zoran Djindjic, Prime Minister of Serbia on 12 March 2003.
Information Minister receives guests
Yangon, 14 March — Minister for Information Brig-Gen Kyaw Hsan received Managing Director Toon Santen of Intergrafica Print & Pack (Singapore) Pte Ltd and liaison officers at his office on Bo Aung Kyaw Street here this morning.
They discussed matters related to extension of the functions of the departments under the Ministry of Information and improvement of quality of the machines of newspaper houses and press.
Princess Sirindhorn enjoys natural scenery, traditional dances and hospitality of ethnic races in Kachin State
Yangon, 14 March — Princess Maha Chakri Sirindhorn of the Kingdom of Thailand visited Putao in Kachin State on 12 and 13 March.
Accompanied by Minister for Foreign Affairs U Win Aung and wife, Ambassador of Myanmar to Thailand U Myo Myint and wife, Director-General of the Department of Myanmar Missions Abroad U Ko Ko Kyaw, and Ambassador of Thailand to Myanmar Mr Oum Maolanon and wife, Princess Sirindhorn left Lashio in northern Shan State for Myitkyina in Kachin State, at 9.45 am on 12 March by special flight.
She was seen off at the airport by Chairman of Shan State (North) Peace and Development Council Commander of North-East Command Maj-Gen Myint Hlaing and wife, Deputy Commander Brig-Gen Hla Myint, officials and traditional dance troupes.
Before her departure from the town, the commander presented a souvenir to the Princess. The Princess also presented a souvenir to the commander and wife.
The plane touched down at Nantpaung Airport in Myitkyina at 11.10 am, and the Princess was welcomed by Chairman of Kachin State Peace and Development Council Commander of Northern Command Maj-Gen Maung Maung Swe and wife, Commander of Myitkyina Air Base Brig-Gen Bo Kyi and wife, officials and local people.
She then helicoptered to Tanphe village located in a place where Maykha and Malikha formed the Ayeyawady River. She went to the confluence in a motorcade and viewed the natural scenery there. She also posed for a photo together with the local ethnic races.
At Buddha Sasana Ngahtaung San Pagoda at the confluence, she offered flowers and lights and paid obeisance to the Buddha images.
The Princess also presented cash donation for the pagoda.
On arrival at Putao by air from Myitkyina in the afternoon, the Princess was welcomed by Deputy Minister for Hotels and Tourism Brig-Gen Aye Myint Kyu, officials and dance troupes of the ethnic races.
The Princess then went to Mulasheedi village in Putao Township. On the lawns of Mulasheedi Villa, she enjoyed watching the dances of the ethnic races and studying their utensils.
The Princess then viewed the Mulasheedi Suspension Bridge on Mula Creek, and the scenery of the creek and its surrounding areas. At the Khakabozari National Park, the Princess visited the booths showing the map of Kachin State, environmental preservation areas in Kachin State, in the extreme north of the country, and in the entire Myanmar, forest resources, the causes leading to destroy the watershed areas, watershed areas, nature tourism sites, photo documentaries of experts visiting the northern areas of Kachin State, endeavours of the wildlife conservation group, world heritage sites, endangered plant and animal species, and flora and fauna found in Myanmar.
Director-General of the Forest Department U Shwe Kyaw and officials conducted her round the booths.
She also visited the orchid booths where over 50 local orchid species have been collected and displayed.
The commander and wife hosted a dinner in honour of the Princess at Khakaborazi Villa in Putao. She enjoyed the traditional dances of Hkamti Shan, Lisu and Rawun.
The commander presented a souvenir to the Princess, and the Princess also presented a souvenir to the commander and wife. She spent the night at the villa.
Accompanied by the commander and wife, Princess Maha Chakri Sirindhorn visited Kaungmulon (Shwe Hsatmin) Pagoda, which was built on the bank of Malikha River at about 300 BC, the next morning.
She paid respects and offered flowers and lights to the Buddha images. Afterwards, she presented cash donation for the pagoda which is located at Kaungmulon village, Machanbaw Township, Putao District. The pagoda broad of trustees presented her a picture of the pagoda.
Princess Maha Chakri Sirindhorn left Putao by special flight for Sittway in Rakhine State at 11.15 am. She was seen off at the airport by the commander and wife, officials and traditional dance troupes.
On arrival at Sittway, the Princes was welcomed by Chairman of Rakhine State Peace and Development Council Commander of Western Command Maj-Gen Maung Oo and wife, local authorities, members of the Union Solidarity and Development Association, Red Cross and Auxiliary Fire Brigade, nurses and traditional dance troupes.
Princess Sirindhorn concludes royal visit
Yangon, 14 March — Princess Maha Chakri Sirindhorn of the Kingdom of Thailand left here by air for home at 8 pm today after conclusion of her royal visit in Myanmar starting from 10 March.
Her Royal Highness Princess Sirindhorn visited Myanmar at the invitation of Chairman of the State Peace and Development Council of the Union of Myanmar Senior General Than Shwe.

Winners of 58th Anniversary Armed Forces Day marching and military song contests announced
Yangon, 14 March—The 58th Anniversary Armed Forces Day Commemorative Poetry and Arts Competition Work Committee today announced the consolation prize winners.
In marching song contest, “Thamaing-myet-hna-mya-htet-hma” of Tin Maung Hlaing and “ Pyithu- she-ga- ma-ma- mat- mat-yat- ti-de- do-Tatmadaw” of Saw Yan Kyaw won the consolation prizes.
In military song contest level-1, “Taya-thaw-sit-ye-aung-bwe-mya” of Kyaukpadaung Kyaw Lwin, “Ko-sittha-go-nar-le-bar” of Ye Baw Myint Thu and “Mon-myat-seik-htar Zani-bwar” of Aye Lwin (Myawady) won the consolation prizes.
In military song contest level-2, “Naing-ngan-tha-gaung-mya” of Moe Aung Zin, “ Achit-ta-myat-hna-hnint sit-ta-myet-hna” of U Aye Chit, “Paung-si-loe-nyi-hlan-tet-chi” of Private Aung Naing Moe and “Pyidaungsu Myanma Tatmadaw” of Than Than Naing won the consolation prizes.
The entries were in higher standard than those of the previous years in terms of quality and quantity.

Ambassadors and military attaches visit Myanma Gems Emporium
Yangon, 14 March — Ambassadors and military attaches of foreign embassies in Myanmar and officials of UN agencies visited the 40th Myanma Gems Emporium organized by the Central Committee for holding Myanma Gems Emporium on Kaba Aye Pagoda Road from 9 am to 12 noon today. Officials of the Ministry of Foreign Affairs and Myanma Gems Enterprise welcomed and conducted them round the museum.

Chairman of the supervisory committee and Chairman of Yangon Division Peace and Development Council Commander Maj-Gen Myint Swe made a speech. First, the commander explained the tasks to be carried out for the convenience of passengers and measures to be taken for prevention of traffic accidents.
Then, members of the supervisory committee and chairmen of bus-lines in the division reported on works being carried out for punctuality of the arrival and departure of buses and trains and enforcement of traffic rules. Afterwards, the commander stressed the need for officials concerned to enforce the collecting of correct amount of bus fare and polite and systematic handling of passengers.
1. This Law sha11 be Called the Law Amending the Myanmar Registration of Ships Act.
2. In the Myanmar Registration of Ships Act , the expression " five thousand kyats" contained in sections 2. 15.16 and 21, the expression" ten thousand kyats" contained in sections 15 and 23 and the expression" one thousand kyats contained in section 20 shall be substituted by' the expressions Kyats 75.000 Kyats l5O.000 and Kyats 15.000 respectively.
3. Sections 10 and 11 of the Myanmar Registration of Ships Act shall be substituted as follows :
10.(a) A Myanmar ship or any share therein shall be transferred by a bill of sale.
(b) The bill of sale for the transfer of a ship or any share therein to a person qualified to own a Myanmar ship sha11 be in the prescribed form and shall contain such description of the ship as is contained in the register and sbal1 be executed by the transferor in the presence of and be attested by two witnesses.
( c) Every bil1 of sale shall be produced to the registering-officer" and the registering- officer shall thereupon enter in the register the name of the transferee and shall endorse on the bill of sale the fact of that entry having been made with the date and time thereof.
(d) Bil1s of sale shal1 be entered in the register in the order of their production to the registering-officer.
(e) The registering-officer shall not make an entry under this section in respect of any ship if there is : -
( 1) any unsatisfied mortgage entered in its register, unless, where the ship or any share therein is transferred to a person qua1ified to own a Myanmar ship, the mortgagee has given his consent in writing;
(2) any subsisting entry made by an order of the Supreme Court prohibiting any dealing with the ship.
(f) Subsection (e) sha1l not apply in respect of a bill of sale executed pursuant to an order of the Supreme Court for the sale of a Myanmar ship or any sbare therein.
11.(a) The owner of a Myanmar ship may make a written application to close its registry if d1ere is no: -
( 1) unsatisfied mortgage entered in its register;
(2) subsisting entry made by an order of d1e Supreme Court prohibiting any dealing wid1 d1e ship.
(b) The application shall specify the name of the ship. the intended port and country of registry (if applicable ) or otherwise the reason for the closure and shall be submitted to the registering-officer together with the certificate of registry of the ship.
( c ) On receipt of the application and the certificate of registry, the registering officer shall. if he is satisfied of the matters mentioned in subsection (a). close the registry of the ship and make an entry thereof in the register.
4. Section 13 of the Myanmar Registration of Ships Act shall be substituted as follows:-
13-(a)A Myanmar ship or any share therein may be made a security for loan or other valuable consideration, and the instrument creating the security ( referred to in this Act as a mortgage ) shall be in the prescribed from or as near thereto as circumstances permit and on production of that registering-officer shall record it in the register.
(b) Mortgages shall be recorded by the registering-officer in the order in time in which they are produced to him for that purpose, and the registering-officer shall endorse and sign a memorandum on each mortgage stating the date and time of that record.
5.Section 17 of the Myanmar Registration of Ships Act shall be substituted as follows:-
17 .(a) Every ship shall, before registry, be marked permanently and conspicuously to the satisfaction of the registering-officer as follows:-
( 1) its name shall be marked on each of its bows, and its name and the name of its port of registry shall be marked on its stem, on a dark ground in white or yellow letters or on a light ground in black letters, such letters to be of a length not less than one decimeter and of proportionate breadth;
(2) its official number shall be cut in on its main beam; and
(3) a scale of decimeters, or of meters and decimeters, denoting its draught of water shall be marked on each side of its stern and of its stern post:-
(i) in figures at two-decimetre intervals, if the sca1e is in decimetres;
(ii) in figures at each metre interval and at intervening two-decimetre intervals. if the sca1e is in metres and decimetres; and
(iii) the capita1 letter "M" being placed after each metre figure; the top figure of the scale showing both the metre and ( except where it marks a full metre interval) the .decimetre figure; the lower line .of figures, or figures and letters ( as the case may be ), coinciding with the draught line denoted thereby. the figures and letters being not less than one decimetre in length and being marked by being cut in and painted white or yellow on a dark ground. or in such other way as the Director-General of the Department of Marine Administration may approve.
(b) The registering-officer may exempt any ship or class of ships from all or any of the requirements of subsection (a).
( c ) If the owner or master of ship or other person having or taking the charge or command of such ship shall permit such ship to begin to take in cargo before the name of such ship has been So painted as aforesaid , or shall willfully alter, erase, obliterate or in any wise hide or conceal, or cause or procure or permit the same to be done, or shall in any written or printed paper or other document describe such ship by any name other than that by which she was first registered pursuant to this Act, or shall verbally describe or cause or procure or permit such ship to be described by any other name to any officer of revenue in the due execution of his duty , then and in every such case the certificate of registry shall thenceforth become void, and such owner, or master or other person having or taking the charge or command of such ship shall be liable, on conviction to a fine not exceeding Kyats 150,000.

Wellwishers offer - soon - to members of Sangha
Yangon, 14 March — Under the patronage of the Yangon Division Peace and Development Council, wellwishers held a merit-sharing ceremony for the offering of ‘soon’ and rice to Sayadaws, on whom Abhidhaja Maha Rattha Guru Title and Agga Maha Pandita Title were conferred under the Notification No (1/2003) of the State Peace and Development Council, and Sayadaws, who attended the third meeting of the Fifth Central Working Committee of the Sangha, at the Maha Nayaka Kyaung Hsaungdaw on Kaba Aye Hill here this morning.
On the outset, the congregation received the Five Precepts from Sayadaw Bhaddanta Pañinda-bhivamsa, and then the Sayadaws recited parittas.
Commander Maj-Gen Myint Swe supplicated on matters related to the holding of the rice-offering ceremony.
He said Yangon Division Peace and Development Council, with profound reverence on the Sasana, made plans actively to hold the rice-offering ceremony on a grand scale in cooperation with the ministries in Yangon Division, battalions, departments, local authorities, religious associations and wellwishers.
Commander Maj-Gen Myint Swe, Minister U Aung Khin, Deputy Minister Brig-Gen Thura Aung Ko and officials presented offertories to Sayadaws. Then, Magway Sayadaw Bhaddanta Kumara delivered a sermon, followed by the sharing of merits gained. After the ceremony, members of the Sangha were offered ‘soon’ at the three-story refectory.
