World TB Day 2003 observed

Y
angon, 24 March— The 2003 World TB Day was observed at International Business Centre on Pyay Road here this morning, with an address by Minister for Health Dr Kyaw Myint.

In his speech, Minister Dr Kyaw Myint said this dreadful disease which kills many people all over the world has been noted since BC 3700.

Based on the finding anti-TB drugs such as Injection Streptomycin and oral drug Isoniazid have been introduced in 1947 and 1951 respectively. Today, potent anti-TB drugs are available to combat tuberculosis.

But due to the fact that some patients are not aware of having tuberculosis and some although they knew they had disease, are not taking treatment properly. Dual infection with HIV and increase occurrence of multi-drug resistance TB cases are the causes for recurrence of tuberculosis and considered as public health problem in most of the countries.

Global figures showed that at present there are 8 million TB cases among which 2 million died annually.

Seventy five percent of the TB cases are the ones who are in the age group of 15-45 years which can give the maximum economic output. we also found out that 95% of the TB cases and 98% of the TB deaths are from the developing countries.

But up to now only 30 % of the tuberculosis world wide are taking treatment with DOTS strategy.

This is because the message of “a taking proper treatment with DOTS strategy can cure tuberculosis” is not aware among the community.

To overcome this challenge we need to make the community fully aware of DOTS strategy. For that, the best educators are those 10 million TB patients cured after taking treatment following DOTS strategy. Cured TB patients make the best TB advocates.

In Myanmar, national TB programmes is following WHO recommended DOTS strategy to treat tuberculosis since the year 1997. By the end of year 2002, 309 townships among the 324 townships are following DOTS strategy to treat TB, that is 95 % of the population is covered with DOTS. This year the remaining 5 townships will follow DOTS strategy to treat TB after which all the townships and the whole population will be covered with DOTS.

According to national TB programme, Myanmar annual reports, 60 % of the TB patients are taking treatment with DOTS strategy and 82 % of them are cured. Starting from 1997 up to now we have about 0.1 million cured TB patients.

WHO had already set objectives to have 70% case detection and treatment success rate of 85% by the year 2005. I want to let you all know that, for Myanmar its only a hand breath to obtain these objectives.

In Myanmar, short term National Health Plan (2001-2006) and long term 30 years Vision 2030, tuberculosis has been prioritized as national concern.

Health committee has been formed at all level starting from central, where there is a National Health Committee and also in State/Divisional. district, township up to village and ward level where health activities have been supervised and directed very closely.

Since Myanmar recognized TB as a major public health problem National Health Committee, has formed the Central Supervisory Committee for, Prevention and Control of TB in 1993, is chaired by Minister for Health and give guidance in formulation of TB control.

The health budget is also increased. In 1998 it is only about 464.1 million Kyats, but increased to 9236.4 million Kyats in 2001-2002 financial years and in year 2002-2003 the health budget has been allotted about 10,509.8 million Kyats.

Furthermore, in order to increase the status of the people living in the rural areas which constitute about 70% of the population, rural development 5-year plan has been formulated. In this plan, it has been aimed to increase the health care coverage to the rural community, reinforcing health education activities, health environmental sanitation and prevention and controlling of the prevailing health problems.

In conclusion, he said that tuberculosis has no discrimination, it can occur either rich or poor, all ages, both sexes, every religion and at any place, no border at all. If someone has cough for more than 3 weeks, low grade fever and night sweats, go to the nearest health centre for medical check up.

Then, WHO Resident Representative Dr Agostino Borra made an address.

Afterwards, the minister presented prizes to the BEHS students who stood first, second and third in Yangon Division high school level essay competition.

Later, Deputy Minister Dr Mya Oo presented prizes to the students of the middle school level painting contest and Dr Agostino Borra to those of the primary school level cartoon competition.
