Rise in number of students pursuing higher education depends on teachers’ ability to organize, lead rural parents Secretary-1 addresses conclusion of special refresher course No 25 for basic education teachers

Nay Pyi Taw, 4 Sept — The conclusion ceremony of special refresher course No 25 for basic education teachers was held at the Central Institute of Civil Service (Upper Myanmar) in PyinOoLwin this morning with an address by Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Thein Sein.

Present on the occasion were SPDC member Lt-Gen Ye Myint, Mandalay Division PDC Chairman Central Command Commander Maj-Gen Khin Zaw, ministers, the chairman of Civil Service Selection and Training Board, the Mandalay mayor, deputy ministers, CSSTB members, officials of the SPDC office, departmental heads, the rector, pro-rectors, heads of department and faculty members of the CICS (Upper Myanmar).

In his speech Secretary-1 Lt-Gen Thein Sein said it is known to all that enlisting the strength of the people including teachers, the government is striving for the development of various fields such as political, economic and social sectors to catch up with the international community. As a result, the abilities of the people as well as national forces have improved significantly and so have the political, economic and social sectors of the State. Now is the time when these fruits are to be combined with the might of national education promotion in order to add to the development momentum of the State. That is why all the teachers are urged to actively participate in the national task for the improvement of the education sector.

The Secretary-1 said nowadays developing countries like Myanmar are facing challenges such as technological divide, economic disparity and development gap. Moreover, these countries are experiencing various ideologies, religious and racial conflicts, terrorism and armed clashes resulting from double standard policies practised in the international spheres.

Myanmar is now striving its utmost to develop in all aspects overcoming many such obstacles as well as ill legacies of the colonialists such as national armed conflicts, the danger of narcotics and inferior infrastructures including transport sector. At such a time like this, only when all the citizens try to be equipped with Union Sprit and work together to improve their knowledge and education, can the goal of building a peaceful modern and developed nation be achieved. Therefore, accepting the idea that the success of national education promotion programme, the emergence of a new nation in accord with the people’s wishes and prosperity are the essential requirement of the State, all the teachers are urged to strive for the well-being of the State and the people through the education sector. The Secretary-1 continued that the State has been implementing the 30-year long-term education promotion programme. As five-year short-term projects and annual projects are being implemented and reviewed, it is important to carry out the tasks for basic steps to be smooth and successful. Besides, the success of the national education promotion programme should be in harmony with that of other projects for agriculture, livestock breeding, forestry, mining, health and culture. Particularly, the task of development projects in various regions and rural areas should go together with that of the education sector. Moreover, education policies, national education promotion programmes and educational aims and objectives are to be carried out systematically. These policies and programmes also need to be carried out according to the requirements of respective regions. In doing so, the onus is upon the basic education teachers, especially those from rural schools.

Rise in the number of students pursuing higher education depends on teachers’ ability to organize and lead the parents of the rural areas. As teachers are dealing with people from all walks of life of the rural and the urban areas, they should deal with all the parents amicably on equal terms without making any discriminations. They should help relieve the burden of parents in enrolling their children at schools.

The government has opened post-primary schools, affiliated schools and branches to enable children of rural areas to pursue education conveniently, to raise the number of students who can continue their education and to open more opportunities or in other words effectively improve the rural education quality. Teachers are urged to make practical efforts to realize the aims.

They will have to effectively link the formal education and rural development to ensure that schools and human society mutually benefits each other.

The rural development project being implemented in accordance with the vision and guidance of the Head of State is to eliminate poverty, low living standard and backwardness in the rural areas and to ensure a high living standard for everyone.

The aim of the project also covers the task of providing adequate amount of food, clothing and shelter for the people, developing rural trade and commerce, building a healthy rural learning environment and ending backwardness.

Thanks to the ardent and cooperative efforts of the State service personnel including teachers and the rural people, rural development undertakings are gaining success leading to narrowing the education, health and economic gap. In this regard, teachers have the duty to help development drive reache every part of the Union and the Union exist long.

They should nurture children to develop their mind, vision and living styles in accord with the wish of the State. They should teach their pupils to observe school discipline, community rules, social codes of conduct and the law. In this way, public adherence to law will flourish in the nation and the State stability and the rule of law can be ensured.

Likewise, if teachers are able to nurture youths’ will to improve their own school and develop their society and their spirit to help others, they will surely become young men and women willing to develop the nation.

Especially, teachers should nurture youth’s spirit to honour, love and cherish traditions and culture, observe the religious teachings, to have love and sympathy for the national brethren, so that the nation will have good sons and daughters who will safeguard the Union for its perpetuity and protect and promote the race and traditions and culture.

National vision will be always dynamic only when every youth has the spirit to love, cherish and preserve their own culture. Union Spirit will perpetuate only when unity among the national brethren is strong.

The present era is in the process of globalization along with ICT development. Some powers with media advantage are trying to infiltrate their opinions, culture and lifestyles into other nations on all political, economic, social and cultural fronts.

Hence, national people need to have correct vision, wider knowledge and national outlook to be able to see the international changes from the national point of view to safeguard the national interest. Only then will all be able to ward off all alien infiltration through political, social, economic and cultural sectors.

Only when the entire people including students try to develop their national spirit equipped with international knowledge, will they be able to see Myanmar affairs from the international point of view and the global affairs from the national point of view.

In addition, they will be able to safeguard the national interest, while freeing themselves from narrow views and blindly relying on aliens and thinking highly of them.

He urged all the teachers to nurture their students to possess reasoning and thinking power and promote the strength of the youths.

He said destructive elements who want to seize State power by short-cut are instilling wrong ideas in youths and making instigations to cause disturbances and violence. Only high consideration of the youths can prevent against wrong ideas, harsh mind and violence.

He said the teachers are to widen the horizons of the youths and to nurture them to see prevailing conditions and national development and better basic foundations resulting from peace and tranquillity in the State and to be mindful of the losses the country had suffered owing to the disturbances.

The government has laid down political, economic and social objectives and is marching towards the national goal for the emergence of a new democratic nation through development. The National Convention, the first step of the seven-step Road Map, is held in all seriousness. At the same time, the government is building basic foundations for better political, economic and social developments in order to shape a discipline-flourishing democratic nation.

He said it is necessary for all citizens who will take part in efforts to build a peaceful, modern developed democratic nation in cooperation with the government to possess good qualifications such as knowledge, intellectual power, consideration and Union Spirit while confronting and overcoming internal and external destructive elements.

People can become good citizens through the uplift of national education. He urged the teachers to build a brighter future for the country and the people accepting the national duties in the education sector as the nation-building tasks.

In conclusion, the Secretary-1 also urged the teachers to make efforts for uplift of national education for the emergence of a peaceful, modern developed nation and to take part in the tasks for successful implementation of the seven-point Road Map whatever roles they are in.

Next, the Secretary-1 presented prizes to outstanding trainee teachers and certificates to the group leaders. The Secretary-1 accepted K 50,000 for Abhaya Labha Muni Buddha Image, restoration of ancient pagodas in Bagan, USDA, the National Convention, Tooth Relic Pagoda (Mandalay) and BEHS in Zeebingyi Village donated by trainee teachers.

After the ceremony, the Secretary-1 cordially greeted the trainees.

Lt-Gen Ye Myint goes on inspection tour of physic nut plantation, Marlenattoung dam project site

Nay Pyi Taw, 4 Sept — Member of the State Peace and Development Council Lt-Gen Ye Myint of the Ministry of Defence together with Chairman of Mandalay Division Peace and Development Council and Commander of Central Command Maj-Gen Khin Zaw arrived at Mogok, PyinOoLwin District, on 1 September.

Lt-Gen Ye Myint and party went on an inspection tour of 2 acres of physic nut plantation grown on the hillside of Yenitaung village at the mile post No 102/5, Mogok, monsoon paddy plantation in Kin village tract, 4 acres of physic nut plantation in Nammanan village at the mile post No 101/3 on Mandalay-Mogok road section, the physic nut plantation grown in Shwenyaungpin village at the mile post No 96 and 4,200 rubber plants grown on 21 acres of land at the mile post No 95.

Next, Lt-Gen Ye Myint and party looked into physic nut plants and shade trees on both sides of Mandalay-Mogok road section and physic nut plants grown by local peasants and thriving of physic nut plants grown in Thabeikkyin.

Upon arrival at Marlenattoung dam in Singu, Director of Mandalay Division Irrigation Department U Aye Thein briefed on progress of work and future tasks. After hearing the reports, Lt-Gen Ye Myint gave necessary instructions and inspected progress in building of the dam.

Next, Lt-Gen Ye Myint and party looked into 4 acres of physic nut plantation in Nyaungwinbi, 4 acres of physic nut plantation in Shwepyi village, 2 acres of physic nut plantation of Myanma Farms Enterprise in Singaing, 2 acres of physic nut plantation of Singu Forestry Department and 2.2 acres of physic nut plantation in Madaya Township.

Afterwards, Lt-Gen Ye Myint and party inspected 40,000 physic nut saplings in No 1 Farm of Mandalay City Development Committee. At the briefing hall, Mayor Brig-Gen Phone Zaw Han briefed on cultivation of physic nut plants on 120 acres of land. After hearing the reports, Lt-Gen Ye Myint gave necessary instructions.

Clean water supply project undertaken in 16,266 villages out of 23,225 nationwide 12th cash donation for supply of clean water in rural areas held

Yangon, 4 Sept — The 12th cash donation for the supply of clean water in rural areas was held at Development Affairs Department of the Ministry of Progress of Border Areas and National Races and Development Affairs on Thanlyetsoon Street in Botahtaung Township this evening, with an address by Lt-Gen Myint Swe of the Ministry of Defence.

Altogether 104 wellwishers donated K 96.68485 million at the ceremony.

Also present were Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Hla Htay Win, Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt, Minister for No 2 Electric Power Maj-Gen Khin Maung Myint, Deputy Minister for Immigration and Population Maj-Gen Aung Kyi, member of Civil Service Selection and Training Board U Win Aung, Vice-Chairman of Yangon City Development Committee Vice-Mayor Col Maung Pa, officials, members of social organizations, wellwishers and guests.

Minister Col Thein Nyunt reported on measures undertaken on supply of potable water. He said the government is implementing three major projects- border areas development project, 24-special region development project and rural development project for national development.

The potable water project was implemented in 7,776 villages of three divisions in dry zone up to the 2006-2007 fiscal year. Potable water is now available in 8,490 villages out of the 15,183 villages in other states and divisions. The safe water supply project has been undertaken in altogether 16,266 villages out of 23,225 in the whole country.

Altogether 2,116 tube wells were dug in states and divisions with the contribution of the wellwishers.

He said arrangements are being made for maintenance of the tube wells.

Lt-Gen Myint Swe accepted K 1 million donated by Myanmar War Veterans Organization, K 500,000 by USDA and K 1 million each by Commander of Yangon Command and family, Myanmar Women’s Affairs Federation and Tatmadaw (Navy) members and families under the patronage of the Commander-in-Chief (Navy) and K 500,000 by Myanmar Maternal and Child Welfare Association.

Commander Brig-Gen Hla Htay Win, Mi-nisters Col Thein Nyunt, Maj-Gen Khin Maung Myint, Deputy Minister Maj-Gen Aung Kyi and officials accepted cash donated by the Union of Myanmar Economic Holdings Ltd, Myanma Economic Corporation and other wellwishers.

Lt-Gen Myint Swe said the Head of State laid down Our Three Main National Causes and objectives for the emergence of a peaceful modern developed discipline-flourishing democratic nation. The government is implementing three major projects for development of the Union.

He said the clean water supply projects have been undertaken in 30 townships—seven in Sagaing Division, 12 in Magway Division and 11 in Mandalay Division.

He thanked the wellwishers for cash donations. Lt-Gen Myint Swe, the commander, the ministers and party inspected documentary photos of the projects.

Commander, minister attend ceremony to launch special express train service

Yangon, 4 Sept — With the purpose of ensuring more convenient in travelling for train passengers who are going to Yangon and Mandalay, a ceremony to launch a Mandalay-Yangon special express train service was held at the platform 1 of Mandalay Station this afternoon.

Chairman of Mandalay Division Peace and Development Council Commander of Central Command Maj-Gen Khin Zaw and Minister for Rail Transportation Maj-Gen Aung Min attended the ceremony and presented souvenirs to the passengers to mark the launch of the special express train.

Also present on the occasion were Minister for Health Dr Kyaw Myint, Minister for Forestry Brig-Gen Thein Aung, Mandalay Mayor Brig-Gen Phone Zaw Han, Deputy Minister for Education Brig-Gen Aung Myo Min, Deputy Minister for Rail Transportation Thura U Thaung Lwin, senior military officers, heads of departments and responsible personnel and local people.

First, Commander Maj-Gen Khin Zaw made a speech on the occasion, saying that the State Peace and Development Council was striving for all-round development of the State with might and main. The national brethren became more close contacts and more friendly when the transportation was easy and smooth. As a result, the SPDC implemented a series of projects of transport facilities for further strengthening of national consolidation across the country. With extended rail transportation from Nay Pyi Taw to all parts of the country, the SPDC was laying emphasis on smooth and secure flow of commodity and passengers between Yangon and Mandalay Divisions. The first step was to launch special express train service between Yangon and Mandalay. Mandalay is the main point of all railway lines. Two railroad sections — Yangon-Mandalay and Mandalay-Myintkyina link Mandalay. Trains carried kitchen crops, vegetables, rice, meat and fish necessary for Mandalay. Thanks to the Government for implementation of transport facilities with goodwill, Mandalay Division is beefing up for uplift of socio-economic life of the people.

Next, Minister Maj-Gen Aung Min made a speech on the occasion, saying that the ministry extended building of railroads and railway schedule in accord with the guidance of the Head of State. Moreover it made arrangements to launch freight trains and greens trains and was fulfilling the requirements of passengers and the commodity.

The first step was to launch special express train service on Yangon-Mandalay railroad section. For Yangon-Mandalay trip, a special express train leaves Yangon Station at 5 pm and arrives at Mandalay at 7 am the next day. For Mandalay-Yangon trip, the special express train leaves Mandalay at 4.15 pm and arrives at Yangon at 6.45 am the next day. The train stops only one station Pyinmana on its way. The train will raise its mile per hour upcoming open season. Myanma Railways was using 222 passerger trains, 185 circular trains and 24 freight trains to fulfill the needs of the passengers and the freight transport.

Afterwards, Commander Maj-Gen Khin Zaw and Minister Maj-Gen Aung Min opened the ceremony to launch the special express train. Next, the commander, the minister and the deputy ministers and departmental heads sprinkled the scented water on new coaches.

After inspecting Yangon-Mandalay special express train, the commander and party cordially greeted the passengers and presented souvenirs to them at Mandalay Station. Down and up trains leave Yangon at 5 pm and Mandalay at 4.15 am and stop only one station Pyinmana. The special express trains are made up of 12 coaches of ordinary-class, two coaches of upper-class, one restaurant car and one sleeper. The coaches are out of 130 presented by the People’s Republic of China during the goodwill visit of the Prime Minister. The remaining coaches will be used on Yangon-Mandalay, Nay Pyi Taw-Yangon and Nay Pyi Taw-Mandalay railroad sections.

Yangon-Mandalay special express train launched

Yangon, 4 Sept — Ministry of Rail Transportation launched today Yangon-Mandalay special express train at the platform 1 of Yangon Railway Station.

Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Hla Htay Win, Chairman of Yangon City Development Committee Mayor Brig-Gen Aung Thein Lin and Deputy Minister for Rail Transportation U Pe Than formally opened the launching ceremony.

Next, the commander and party embarked on the express train where they cordially greeted and presented gift as a gesture hailing the launch of the express to the passengers. The express train comprises three upper class carriages and 12 ordinary class carriages. According to schedule, the express train departs from Yangon Railway Station at 5 pm and Mandalay Railway Station at 4.15 pm daily. The only stop-over is at Pyinmana Station.

Sub-power station inspected in Shwe Paukkan Industrial Zone

Yangon, 3 Sept — Minister for Electric Power No-2 Maj-Gen Khin Maung Myint together with Col Khin Maung Soe of Yangon City Electric Power Supply Board and responsible personnel went on an inspection tour of Shwe Paukkan Industrial Zone, North Okkalapa Township yesterday.

On arrival at the sub-power station of the industrail zone, the minister and party were briefed by North Okkalapa Township General Administration Officer U Aung Myo Oo on availability and distribution of power to Shwe Paukkan Industrial Zone, Shwe Paukkan Township and North Okkalapa Township.

In connection with the reports, the minister gave instructions on emphasis to be placed for distribution of power from Shwe Paukkan sub-power station and made arrangements to fulfill the needs. Next, the minister and party inspected distributation of power with the use of circuit breaker and transformer in Shwe Paukkan Industrial Zone.Upon arrival at U Pe Thein’s electronic factory, Director U Pe Thein briefed on production of seven kinds of electrical appliances and the minister looked into finished products on display.

Afterwards, the minister and party made observations on production line in transformer factory. Next, the minister gave instructions on production of import-substitute transformers.

Home Affairs Minister leaves for ROK

Nay Pyi Taw, 4 Sept— A delegation led by Minister for Home Affairs Maj-Gen Maung Oo yesterday left here for Seoul, the Republic of Korea, to attend the meeting on exchange of views on governance in Asia to be held in Seoul, Republic of Korea.

The delegation was seen off at Nay Pyi Taw Airport by Minister for Hotels and Tourism Maj-Gen Soe Naing, Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein and departmental officials.

The minister was accompanied by Deputy Director-General U Khin Maung Thein of General Administrative Department.

SSA (South) Ywet Sit group keeps on committing terrorist acts recruiting minors

Nay Pyi Taw, 4 Sept — SSA (South) insurgent group of Ywet Sit has been committing atrocities such as murdering innocent people, committing indiscriminate shooting, planting mines, setting villages on fire and mobilizing villagers as new recruits forcibly, etc. Thus, the Government declared the SSA (South) Ywet Sit group and related associations unlawful association on 28-8-2005 and the SSA (South) insurgent group and its members as terrorists on 25-8-2006.

However, the SSA (South) Ywet Sit group has been continuing to commit atrocities brazenly and indiscriminately. At about 8 pm on 31 August 2006, some ten members led by SSA (South) brigade-759 battalion-365 column commander Phe Kwan entered Khoseng village of Mongtoke village-tract in Maukmai Township, Shan State (South) and abducted 3 villagers namely Aik Lian, 17, son of U Thuta; Aik Lian Ein, 16, son of U Sai Sai; and Aik Kham, 15, son of U Khun Lu as new recruits, it is learnt.

As SSA (South) group has been mobilizing minors as new recruits, local people are worrying much about their children, it is learnt.

Symposium on Hepatitis B & C on 9 September

Yangon, 4 Sept— A symposium organized by the Microbiology Society, Myanmar Medical Association, on recent advances, current management, laboratory testing and vaccinology in hepatitis B and hepatitis C will be held on 9 September from 9 am to 12 noon at the Auditorium A, MMA building, on Theinbyu Road. Those interested are cordially invited. A detailed text on the proceedings will be given to all those registered. Registration can be done at Department of Microbiology, University of Medicine (1), Lanmadaw; Department of Microbiology, Defence Services Medical Academy; and Microbiology Laboratory, Yangon General Hospital. On-site registration can also be done on the morning of the symposium.

Yangon Division opens performing arts competitions

Yangon, 4 Sept — The 14th Myanmar Traditional Cultural Performing Arts Competitions of Yangon Division were opened at Mya Nyila Hall of No 2 Basic Education High School in Latha Township yesterday morning.

Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Hla Htay Win opened the competitions and delivered an address.

Next, winners in the previous competitions performed entertainment. Commander Brig-Gen Hla Htay Win and wife Daw Mar Mar Wai presented cash rewards and flower basket to the artistes. After the opening ceremony, the commander and wife viewed the dancing contest.

Works of arts students displayed

Yangon, 4 Sept — A ceremony to display works of arts students of the University of Culture (Mandalay) who graduated in the 2005-2006 academic year took place in conjunction with a skill demonstration of students majoring in music subjects at the National Theatre in Mandalay on 31 August.

Rector of the university U San Win and officials viewed the works and papers submitted by the students and enjoyed the entertainment programme.

WVO opens advanced coordinator course

Yangon, 4 Sept — Myanmar War Veteran Organization opened an advanced course for coordinators No 10/2006 at Nyaunghnapin Camp, Hmawby, this morning.

Vice-Chairman of Myanmar War Veterans Central Oranizing Committee Vice-Admiral Kyi Min (Retd) and members of the committee, heads of WVO headquarters, the principal, trainers and trainees were present.

Vice-Admiral Kyi Min (Retd) said in his opening speech that WVO members are to successfully carry out five future tasks laid down by WVO Conference (2005). He also cordially met with trainees.

Altogether 50 trainees are attending the four-week course.

Taninthayi Div WAO organizes educative talks

Yangon, 4 Sept — A ceremony to give educative talks and to present membership applications organized by Taninthayi Division Women’s Affairs Organization was held at Cold Storage of Ah Saung Kaung Co in Myeik on 29 August.

The ceremony was attended by Daw Khin Than Htay, patron of Taninthayi Division WAO Chairperson of Division Maternal and Child Welfare Association wife of the Coastal Region Command Commander, members of division\district\township WAOs and MCWAs and company staff. Patron Daw Khin Than Htay made an opening speech and Chairperson of Division WAO Daw Aye Aye Kyaw gave talks on Myanmar Women’s Affairs Federation.

Next, leader of the group for protection against women and rehabilitation on women Daw Nan Khin Nyunt Nwe reported on prevention of human trafficking, head of organizing department Daw Thu Zar Tin and Joint-Divisional Judge Daw Khin Thin Wai on prevention of violence against women, joint-secretary of Division Maternal and Child Welfare Supervisory Committee Dr Thandar Myo Win on prevention of HIV/AIDS.

Then, Managing Director of Ah Saung Kaung Co U Maung Sitt presented K 1 million to Taninthayi Division WAOs and MCWAs through Patron Daw Khin Than Htay.

Next, the company staff presented 300 MCWA membership applications and 200 WAO membership applications, and the ceremony came to an end.

Obstetric & Gynecology Society to hold a medical conference
