Committee of Sangha commences

Yangon, 28 Feb —The First Meeting of the Sixth Central Working
Committee of the Sangha was held at Maha Pasana Cave on Kaba Aye Hill here
today.
Those who were elected as Ovadacariya Sayadaws of the meeting were
Sayadaw Bhaddanta Indacara of MyoOo Monastery in Myitkyina, Sayadaw Abhidhaja
Maha Rattha Guru Abhidhaja Agga Maha Saddhamma Jotika Bhaddanta Sobhana of
Myatheintan Monastery in Pazundaung Township, Sayadaw Agga Maha Saddhamma
Jotikadhaja Bhaddanta Indakajiva of Satubon-mika Maggin Yeiktha Monastery in
Thanlyin Township, Sayadaw Agga Maha Pandita Agga Maha Saddhamma Jotikadhaja
Bhaddanta Ñanavamsa of Thad-damma Pyay Zawtikayon Monastery in Taikkyi Township
and Sayadaw Agga Maha Kammathanacariya Agga Maha Saddhamma Jotikadhaja Bhaddanta
Dhammasara of Tawtaik Monastery in Mingaladon Township.
Chairman of Central Working Committee of the Sangha Sayadaw Abhidhaja
Maha Rattha Guru Abhidhaja Agga Maha Saddhamma Jotika Bhaddanta Kumara of Maha
Withutayama Monastery in Magway presided over the meeting and Secretary of CWC
of the Sangha Sayadaw Abhidhaja Maha Rattha Guru Abhidhaja Agga Maha Saddhamma
Jotika Bhaddanta Osadh-abhivamsa acted as master of ceremonies.
Also present were Deputy Minister for Religious Affairs Brig-Gen Thura
Aung Ko, Adviser U Arnt Maung and departmental officials.
At the meeting, the chairman of the meeting sought the approval of the
meeting for the election of patrons, vice-chairmen and joint secretaries of the
Sixth Central Working Committee of the Sangha from the meeting.
The meeting ended with concluding remarks by the meeting chairman. After
the meeting, wellwishers offered alms to the Sayadaws and members of the Sangha.

Members concludes Now is opportune time to improve advanced science and
technology in various sectors, speed up nation’s development momentum through
technological strength

Yangon, 28 Feb—The Central Institute of Civil Service (Phaunggyi) in
Hlegu Township, held the conclusion of its Special Refresher Course No 11 for
Faculty Members at Nawarat Hall this morning.
Present on the occasion were Chairman of the Myanmar Education Committee
Secretary-1 of the State Peace and Development Council Lt-Gen Thein Sein, the
ministers, the Chief Justice, the Attorney-General, the chairman of the Civil
Service Selection and Training Board, the chairman of Yangon City Development
Committee the mayor, deputy ministers, the Deputy Auditor-General, officials,
heads of department, the rector, faculty members and trainees.
The MEC chairman in his speech said that the trainees have studied the
nation’s prevailing conditions and the efforts the government is making to
shape a brighter future of the entire nation in the course. He expressed his
belief that therefore the trainees have been equipped with a sense of national
duty a citizen has to shoulder by doing his bit.
He said he believes that apart from the dynamism of national outlook and
nationalistic spirit, they will also have to be imbued with the spirit and
capacity of safeguarding and promoting the interests of the nation and the
people through national awareness.
Now, the government is making endeavours to cope with the evil legacies
such as inequalities, dogmatism, rivalry based on racism and personality cult,
armed conflicts, unrest, instability and lack of peace and stability, as well as
to enable the nation to have a brighter future, he said
In the process, he added, it has to make a decisive resolve, while
facing and braving natural barriers and a wide range of destructive acts.
Thanks to genuine goodwill, tenacity and unremitting efforts it is
exerting in the interests of the nation, the government has been able to
mobilize the participation of the majority of the people. And the nation is now
enjoying cumulative development in various sectors.
So, now is an opportune time to improve advanced science and technology
in various sectors and speed up the nation’s development momentum through
technological strength in order to achieve development take-off.
At such a time, it is required to nurture and produce human resources in
all sectors such as experts in arts and science field, medical experts,
physicians, engineers, architects, computer scientists, marine and aerospace
engineers, and experts in the agriculture, forestry, livestock breeding and
fishery fields.
Only when science and technology is making progress with enough
intellectuals and intelligentsia, will it be possible for the nation to enjoy
economic progress and national development.
Today, certain countries with superior wealth and technology are making
use of these advantages in their bid to dominate and coerce the developing
countries. Thus, the duty in the education sector to surmount the pressure and
coercion and to ensure national economic development and technological
improvement through high education standard means to make the nation free from
alien instigation and domination.
So, normal efforts are not enough to ensure the development of the
education sector. And only when the education standard is raised through
national outlook will there emerge mentally and physically strong new generation
youths capable of discharging duties brilliantly for the development of the
nation and the people with economic progress and overcoming alien instigation,
interference, pressure and coercion.
That is why the government is opening schools, universities and colleges
the length and breadth of the nation to create equal access to education in
rural areas and higher education in strategic regions of states and divisions
for the emergence of more and more human resources in various sectors in various
regions.
To ensure equal education standard of schools, universities and colleges
of various regions, it is installing multimedia classrooms, e-Learning centres,
modern laboratories, practical rooms and workshops in the educational
institutions. And it has created data-broadcasting system and computer network
regarding education infrastructures that cover the whole nation.
At the same time, it is conducting courses on new branches and combined
subjects in the universities and colleges to keep abreast of international level
science and technology. It is also encouraging advanced research and
establishing new universities and colleges subject-wise. According to the
educational motto “Access, quality, diversification”, the government is
building infrastructures and creating good environments, with which
diversification and specialization can be combined harmoniously.
Teachers are therefore to effectively use the educational facilities and
environments the government has created and to increase the number of facilities
necessary for creating more opportunities to use them.
Respective universities and colleges are to lay down and implement
short-term and long-term plans to increase the number of human resources in
various fields, and expedite doing research with respect to intensive learning.
Every university or college should be a mass of human resources studying
higher subjects in various fields. In that regard, it is needed to serve as a
bridge between the education field and human society. And efforts are to be made
to create a lively process of disseminating knowledge that serves as a network
of educational fields and universities and colleges.
He said it is necessary for respective universities and institutes to
implement such kinds of projects and work programmes that are in conformity with
the short-term and long-term plans for promotion of national education laid down
by the government, and that contribute towards these major plans. By doing so,
lofty aims on education will be realized, he said.
Now, the age of education for education’s sake has been over. So, it
is opportune for all to strive with the concept that education must be an engine
for promoting the citizens’ learning skill and contributing to the development
of human society, he said.
He said that the nation has seen inclusive eudcation. So, the government
is responsible for uplift of education standard, widening the horizon and
enhancing reasoning power of the entire nation.
It is needed to seek ways not only for individual prosperity but also
for that of human society, the region where the university or college concerned
is located and the entire nation.
He said efforts are to be made through education for better foundations
of national solidarity in the country, economic growth, peace and tranquillity
in the region, prevalence of law and smooth administrative machinery and raising
the standard of living of the people.
He said it is also required to preserve social values and ethics,
responsibilities and value of character and practice of national character and
dignity through the education sector. At a time when a peaceful modern developed
nation is emerging, the teachers are to nurture the younger generations to
possess quality of a citizen, to abide by the law, to equip themselves with
patriotism and Union spirit with high education standard.
He said what the nation needs today is promising youths who safeguard
social ethics and serve the interest of the people with constructive views.
Destructive elements harming the interest of the nation and the people are
deliberately shaping the younger generation to be hopeless ones with negative
attitude who violate the law.
Moreover, they are also creating bad results in the political, economic,
social, administration, education and health sectors and making use of them in
social, religious and humanitarian aspects for political gains, he said.
Foreign-backed groups under various names are making up false stories and
reports regarding HIV/AIDS, human trafficking, drugs, child soldiers and
violation of human rights in order to tarnish the image of Myanmar in the
international community.
He pointed out that certain big western nations support the make-up
stories and plots that instigate the national people and baseless reports
designed to sow discord. It is very dangerous for the Union, he pointed out.
Despite the con-tinuous demand for holding a dialogue with the government, the
des-tructive elements are disrupting the National Convention where most of the
national races can participate in the shaping of a brighter future of the
nation. This indicates that they did not want real national solidarity, he said.
It is necessary for all with national awareness to avoid various
instigations that hinder the already-achieved peace and tranquillity and better
results in the country.
Problems on narcotic drugs, HIV/AIDS and human trafficking are common
not only in Myanmar but also in some countries. Destructive elements are using
these problems as an excuse to drive a wedge among national brethren. The
purpose of exaggering these problems as a political attack is an incredible act
with the intention to discredit the nation.
Therefore, faculty members are to nurture their students to look for the
progress of the nation with positive attitude, not to be mislead and to have a
concept with faith and trust in the future of the State and to serve the
interest of the people. At the same time, the students are to be nurtured to
become new generation youth on whom the State can rely.
Especially, faculty members are to equip the students with wide range of
knowledge on dangers of narcotic drugs, HIV/AIDS and human trafficking as well
as evil acts of so-called politicians. Furthermore, the teachers are to organize
their students to join hands with social organizations such as the USDA, the
Myanmar Women’s Affairs Federation, the Myanmar Maternal and Child Welfare
Association and the Myanmar Red Cross Society in carrying out social and welfare
tasks throughout the nation.
While reviewing events of the history of the nation and the people,
present situation and future prospects and local and international occurrences,
the government is shaping the future of the nation and the people, applying the
best methods system-atically. Nowadays, the nation is in transitional period. In
doing so, the government is striving for emergence of enduring infrastructures
of the nation for perpetual existence of the Union, through the best means and
ways.
As citizens of Myanmar, all faculty members are urged to actively
participate in the noble task for the political transition of the State after
realizing the efforts of the government. And they are to perform such a bounden
duty through the education sector.
Today’s Myanmar has enjoyed its stability and prosperity most since
the post colonial period. At such a time, all the national people are to strive
unitedly for ensuring the perpetuation of the State and for shaping a bright
future of the Union.
The Secretary-1 added that all faculty members are to try to improve
national education and nurture human resources that will help promote the
prosperity of the State and the people and ensure the perpetuity of the Union.
Overall, the faculty members are to nurture the citizens to be equipped
with high education, knowledge of science and technology, correct vision and
patriotism through the education sector; they are to educate their pupils to be
imbued with nationalist spirit and Union Spirit fundamental for national
consolidation as each and every nation is striving for its national development
and security; and they are to take part in the successful implementation of the
seven-step Road Map that will help shape a better future of the country and
ensure the perpetuation of the State.
Chairman of MEC Secretary-1 Lt-Gen Thein Sein presented model trainee
awards to Tutor U Kyaw Myo Hlaing of University of Computer Studies (Toungoo)
and Assistant Lecturer Daw Sein Le Aye of Yangon West University, diligent
trainee awards to Assistant Lecturer U Soe Maung of Yangon Cooperative Degree
College, Assistant Lecturer Daw Than Than of Cooperative College (Phaunggyi) and
Assistant Lecturer Daw Khin Wai Yi of Dawei University.
The Secretary-1 also presented the model hostel award to No 1 hostel of
No 3 Women’s Company and completion certificates to the trainees. Afterwards,
the Secretary-1 accepted K 410,400 donated by the trainees to the fund of Lawka
Chantha Abhaya Labha Muni Buddha Image, for renovation of ancient pagodas in
Bagan, the National Convention, the USDA, the Post Primary School of CICS,
Phaunggyi BEHS and the pre-primary school of CICS.
Next, the Secre-tary-1 cordially greeted the trainees. At 10 am, the
ceremony to open the two-storey Thazin Hostel for women’s company was held in
front of the hostel. The Secretary-1 unveiled the stone plaque of the hostel.
Also present on the occasion were the ministers, the Chief Justice, the
Attorney-General, the Chairman of CSSTB, the Chairman of Yangon City Development
Committee Mayor, the deputy ministers, the Deputy Attorney-General, CSSTB
members, departmental heads, the rector and faculty members of CICS (Phaunggyi).
CSSTB Chairman Dr Than Nyun and Rector Col Win Maung (Retd) formally
opened the hostel.
The Secretary-1 sprinkled scented water on the stone plaque. CSSTB
Chairman Dr Than Nyun and Chief Justice U Aung Toe also sprinkled scented water
on the plaque. Afterwards, the Secretary-1 inspected the new hostel and left
there.
The 200-trainee-capacity Thazin Hostel is 200 feet long, 174 feet wide
and 24 feet high. The building was constructed with reinforced concrete.

Lt-Gen Khin Maung Than inspects
development works in Rakhine State

Nay Pyi Taw, 28 Feb — Member of the State Peace and Development
Council Lt-Gen Khin Maung Than of the Ministry of Defence, accompanied by
Chairman of Rakhine State Peace and Development Council Commander of Western
Command Brig-Gen Maung Shein and responsible personnel during his tour of
Rakhine State went to Poeshweepyin model village in Ponnakyun Township on 23
February.
At the hall of Poeshweepyin model village basic education high school,
Lt-Gen Khin Maung Than held a meeting with depart-mental officals, members of
social organizations and local people. First, Chairman of Ponnakyun Township PDC
U Wai Myo Khine briefed Lt-Gen Khin Maung Than and party on efforts made in
regional development works and agricultural services and Chairman of
Poeshweepyin model village PDC U Tun Tin Maung on endeavors in economic,
agriculture, breeding, education and health sector. Next, Commander Brig-Gen
Maung Shein and officials gave supplementary reports.
After hearing the reports, Lt-Gen Khin Maung Than made arrangements to
fulfill the requirements and made a speech on the occasion.
Next, Lt-Gen Khin Maung Than and the commander donated stationery and K
500,000 for the school and K 500,000 to build a station hospital. Afterwards,
schoolhead U Maung Tin and health staff U Kyaw Thein accepted the donations.
After the donation ceremony, Lt-Gen Khin Maung Than cordially greeted
local people and inspected development condition of the village. Next, Lt-Gen
Khin Maung Than and party arrived at Sankar Village, looked into learning of the
students at Sankar village BEPS and viewed development of the Village.
Next, Lt-Gen Khin Maung Than and party paid homage to Sayadaw Bhaddanta
Kavipiya of the village monastery and donated offertories to the Sayadaw.
Afterwards, Lt-Gen Khin Maung Than and party arrived back in Sittway in the
evening. The following day Lt-Gen Khin Maung Than, Commander Brig-Gen Maung
Shein and Brig-Gen Than Tun Aung of Sittway Station arrived at a 100-acre summer
paddy plantation in Aungtaing Village, Sittway Township. At the briefing hall,
Chairman of Sittway Township PDC U Aung Htut briefed Lt-Gen Khin Maung Than and
party on data of the township, cultivation of monsoon and summer paddy and
arrangements to be made for cultivation. Next, Commander Brig-Gen Maung Shein
gave a supplementary report.
After hearing the reports, Lt-Gen Khin Maung Than gave necessary
instructions. Sittway put 150 acres of land under summer paddy in 2005-2006 and
285 acres in 2006-2007. Rakhine State set a target to grow 22,500 acres of
summer paddy this year. A total of 20,141 acres of summer paddy have already
been cultivated and that is expected to exceed the target at the end of the
season.

PBANRDA Minister opens new gravel road in
Kangyidaunt
Yangon, 28 Feb — Hailing the 62nd Anniversary Armed Forces Day, the
inauguration ceremony of new Padaukpin gravel road linking Padaungpine and
Thayagon built by Kangyidaunt Township Development Affairs Committee was held in
Kangyidaunt, Ayeyawady Division on 25 February, attended by Minister for
Progress of Border Areas and National Races and Development Affairs Col Thein
Nyunt, Chairman of Pathein District Peace and Development Council U Than Win and
district/township level departmental heads, Secretary U Than Tun of Ayeyawady
Division Union Solidarity and Development Association and members, social
organizations and local people.
Director U Soe Tint of Ayeyawady Division DAC, the Pathein District PDC
Chairman and the Joint-Secretary of Ayeyawady Division USDA formally opened the
new road. Next, the minister and party viewed the new road. Kangyidaunt Township
DAC constructed the new gravel road measuring 4,820 feet by 12 feet with the
contribution of the State.
Later, the minister and party met with the secretaries and executives of
Division/ District/ Township USDAs at the office of Ayeyawady Division USDA.
The minister, member of the central organizing committee of Myanmar War
Veteran Organ-ization, also met with Ayeyawady Division WVO Chairman Lt-Col Than
Zaw and members of Ayeyawady Division Supervisory Committee, the chairmen and
secretaries of Township WVOs at the office of Ayeyawady Division DAC.

Sangha Maha Nayaka Committee held
Yangon, 28 Feb—The First Meeting of the Sixth 47-member State Sangha
Maha Nayaka Committee was held at Maha Pasana Cave on Kaba Aye Hill here this
afternoon.
Present at the meeting were Chairman of SSMNC Magway Maha Withoktayama
Monastery Sayadaw Abhidhaja Maha Rattha Guru Abhidhaja Agga Maha Saddhamma
Jotika Bhaddanta Kumara and member Sayadaws, Deputy Minister of Religious
Affairs Brig-Gen Thura Aung Ko, Adviser U Arnt Maung and officials of Religious
Affairs Department and Department for Promotion and Propagation of the Sasana.
The Chairman Sayadaw, who presided over the meeting, delivered an
Ovadakatha.
Secretary Sayadaw of SSMNC Abhidhaja Maha Rattha Guru Abhidhaja Agga
Maha Saddhamma Jotika Bhaddanta Osadh-abhivamsa acted as MC.
At the meeting, duties were assigned to the Sayadaws for discharging
Vinicchaya, religious and education sectors.

Information Minister attends meeting on
fourth renovation of Shwephonepwint Pagoda
Yangon, 28 Feb — The Leading Committee for the Fourth All-round
Renovation of Shwephonepwint Pagoda held a coordination meeting at the new
Dhammayon of the pagoda in Pazundaung Township this afternoon. Chairmen and
responsible persons of subcommittees reported on their respective sectors and
future tasks.
Chairman of the Leading Committee Secretariat member of the Union
Solidarity and Development Association In-charge of Pazundaung Township Minister
for Information Brig-Gen Kyaw Hsan instructed them to keep Buddha images at
three-storey Dhammayon pleasant and grand and strive for completion of
renovation tasks on schedule. After the meeting, the minister and party
inspected progress of renovation tasks.

Indaw Region witnesses progress
Yangon, 28 Feb — Byone gravel road in Ward 5, Kyaukgu model village,
Indaw, Shan State (South) was opened on 17 February in conjunction with a
merit-sharing ceremony for construction of the Dhammayon of Maha Myatmuni Pagoda
at a cost of K 15 million. The villagers also paid respects to the elderly
people, held a cash donation ceremony for construction of a fence of the village
basic education high school and for health and education matters, and a cash and
book donation ceremony for Yadana Shwegu library at the Dhamayon.
Indaw Maternal and Child Welfare Association donated 18 sets of uniforms
to Kyaukgu model village pre-primary school and a physic nut planting ceremony
was held at the village middle school. With the active participation of local
people and members of USDA, Women’s Affairs Organization, MCWA and Red Cross
Society, Kyaukgu model village is making progress in its education,
health,religious and social sectors. There lies Zawgyi dam and hydroelectric
power station for the greening of Meiktila district, supply of power and water .
The model villages in Shan State (South) including Kyaukgu model village
are developing in all aspects. Indaw is also enjoying electricity supply, thanks
to Zawgyi hydroelectric power station. Relying on agriculture, the people in
Indaw region are enjoying economic progress with food surplus.

Military band contest continues
Nay Pyi Taw, 28 Feb — To mark the 62nd Anniversary Armed Forces Day,
the 15th Tatmadaw (Army, Navy and Air) Military Band Contest continued today at
the parade ground here for the third day, attended by Chairman of Military Band
Contest Organizing Committee Vice Adjutant-General Maj-Gen Hla Shwe and members,
senior military officers of the Ministry of Defence, members of the panel of
judges, officers and other ranks.
The military bands representing Yangon Command, No 55 LID, North-West
Command, North-East Command and Eastern Command took part in the contest.
