Refresher Course No 61 for basic education teachers opens Highly qualified new
generation youths main resources to build better society, modern and developed
nation, discipline-flourishing democratic state Saboteurs opposing, harming
national interest tarnishing and branding Myanmar public spirit as forced labour

Yangon, 7 May-Special Refresher Course No 61 for basic
education teachers was opened at the Nawarat Hall of the Central Institute of
Civil Service (Phaunggyi) in Hlegu Township this morning, with an address by
Chairman of Myanmar Education Committee Secretary-1 of the State Peace and
Development Council Lt-Gen Thein Sein.
Also present on the occasion were Lt-Gen Myint Swe of the
Ministry of Defence, ministers, the chairman of Civil Service Selection and
Training Board, the Yangon Mayor, deputy ministers, members of CSSTB,
departmental heads, the rector of the CICS, instructors and trainee teachers.
In his address, the Secretary-1 said nowadays the
government has laid down Myanmar educational objective calling for promotion of
the national education and emergence of an education system that can create the
constant learning society and is implementing programmes for educational
reforms. Every year educational seminars are held and educationalists and
academicians from the education sector laid down educational plans, projects and
work programmes under the guidance of the Head of State and educational policy
based on national interest, he said.
He said after taking up the State duties, the government
has been implementing the national education promotion plan at different levels
with the aims of gaining equal learning and teaching opportunity in all parts of
the Union, obtaining opportunity of higher education in the region and building
educational infrastructures and better educational environment.
He said the Head of State had given guidance on placing
emphasis on quality rather than quantity as learning opportunity is available
nationwide. In accord with his guidance, arrangements are being made for uplift
of education and teaching and learning quality, the main duty of today's
education world, he said.
He said the guidance of the Head of State includes the
tasks for turning out qualified teachers and uplift of curriculum and syllabus
to reach international level.
Beginning 1998-99 the curriculum and syllabus were upgraded
startingfrom primary level. International standard curricula and syllabuses were
laid down for both basic and higher education at the national education
promotion seminar held in April.
He said refresher courses on teaching and related subjects
at the basic education level are being conducted for turning out qualified
teachers and arrangements are being made for teaching of related subjects by the
teachers who hold degrees on relevant subjects coupled with those who hold
masters degrees.
He said the teachers attending the refresher course are
honours and masters degree holders and they will soon be in service. He also
said that the teachers are mainly responsible for not only teaching the pupils
but uplifting learning opportunity available in the nation.
The task of improving the quality of education is the
guidance of the Head of State and the educational policy of the government, he
said. The government has assigned the heavy duty to the teachers. He spoke of
the need for them to make endeavours for realizing the fact that they were given
a mission by the government.
He also urged the teachers to nurture the students to
possess quality education in the higher education sector. New fields of study
are taught in honours, masters and Ph.D courses in the higher education sector
in accord with the national education promotion programme.
He said infrastructures on modern communications,
workshops, laboratories, research centres, and e-library have been built. The
teachers themselves are new generation intellectuals and intelligentsia produced
and nurtured in the fields of education fully blessed with educational
environment.
That is why it is believed that the teachers will be able
to train and nurture student youths to be able to pursue higher education and
face the challenges of higher education sector. At the same time, the teachers
based on their experiences are to turn their students into intellectuals and
intelligentsia.
The definition and aim of the education of present day has
changed with the passage of time. As disseminating of information alone is not
enough in teaching, motivation and practice are to be introduced for development
of intellectual power. Today is the time when constant study needs to be
initiated to keep pace with changes and developments.
Students are to be trained to become those capable of
applying intellectual power, of distinguishing right from wrong and of
shouldering the duties of society.
Nowadays, the teachers are to strive together with students
in the fields of learning as each and every nation is vying for advancement in
science and technology.
Therefore, the government is taking steps for the people to
apply advanced technology and for creating developing educational environment.
The ability, morale, goodwill and efforts of teachers are
much important in creating a learning-oriented teaching system. Teachers will
have to assess and teach their pupils individually with goodwill for utmost
improvement of their pupils in the subjects they are interested in specially
after trying to know the students' hobbies, behaviours, talents and degree of
perseverance.
Teachers are required to improve individual skill,
perseverance, and learning ability of students. And they will have to open
opportunities for students to use their excellent skills to generate greater
force and more effective power for the education infrastructure and network.
The government has already built education infrastructure
and network. Teachers must train their students to effectively adapt themselves
to new learning systems and infrastructure.
In addition to adopting international standard curricula
and syllabus, educators should train students to skillfully handle modern
teaching aids and techniques, electronic teaching aids and education network.
Only then will students be highly educated.
Individual living standards will improve only if the
education level of new generation youths is high. In addition, social values
will become high and the nation will be peaceful, stable, prosper and developed.
The national peace and stability and the robust economic
development of the nation and the people and the continuous emergence of highly
qualified new generation youths are interrelated.
Highly qualified new generation youths are the main
resources to realize the goal - to build a better society, a modern and
developed nation and a discipline-flourishing democratic state.
Educators should know their pupils' ambitions, desires,
admirations and prospects and to integrate them with the national requirements
in nurturing students with goodwill to become valuable resources benefiting the
nation and intellectuals and intelligentsia.
Educators should teach students the international standard
sciences and technologies and at the same time should nurture them to preserve
Myanmar national characteristics and social values - sincerity, civilized
manners, hospitability, piety, helpfulness, custom of participating in the
interest of the people, morals and character-based qualifications.
At present, saboteurs opposing and harming the national
interest for their short-term benefit are trying to undermine admirable Myanmar
traditions and culture. They are tarnishing and branding the Myanmar public
spirit as forced labour. They have become habitual spoilers for their acts to
make political gains out of welfare tasks and to cause disturbances even at
pagodas.
Their perpetration to destroy the fine Myanmar traditions
will harm the nation and the people for many generations.
Some destructionists from inside and outside the country in
disregard of the nation and people are disturbing the government's
nation-building task with the evil mind to destroy all the government's
endeavours and demanding international sanctions against Myanmar with the
intention of hindering her economic development.
Their perpetration in reality is a destructive act harming
the future progress of the nation and the people.
Every government works with goodwill for development of the
nation and the people and improvement of the citizens.
But there are governments that are carrying out the task as
a foreign minion while expecting aids. On the other hand, there are governments
striving with the zeal and strength of the national people to reach the end
while firmly standing on their own feet.
As for the Union of Myanmar, she has trust in the strength
of her people, and is on the correct and sincere way in striving for the
progress of the nation and the people while warding off internal and external
disturbances and interferences.
The government is striving for the nation to develop in all
aspects. And it is realizing its goal - never lose sight of the task to serve
and safeguard national interest.
All the government's endeavours are towards reaching the
goal.
At the same time, efforts are being made for perpetuation
of national independence and sovereignty and for the emergence of a peaceful,
modern, developed and discipline-flourishing democracy the entire people have
longed for.
A look at the present-day situation of the country will
show that the entire mass of people have developed a practice of working
together in unity for national development, peace and stability.
As a result, peace and stability have been prevailing all
over the nation. Moreover, the people are now enjoying the fruits of peace and
development as steady progress have been made in the economic and social sectors
year after year.
It is necessary to make continued efforts based on national
unity and favourable conditions for eternal peace of the nation, for steady
development of the national economy, for the nation to be able to keep pace with
international community, for higher social and educational status of the people
and for the emergence of a peaceful, modern, developed and
discipline-flourishing democracy.
At a time when the national people are having to rely on
themselves for the long-term interests of their own, the onus is on the
education sector to ensure higher educational status of the people, to
constantly turn out highly-qualified human resources and to enable the nation to
keep abreast of other nations in science and technology.
Plans and work programmes for promotion of national
education have already been laid down. And these plans and programmes will
surely come to fruition if all those responsible in the education sector,
including teachers, do their bit.
In conclusion, I would like to urge teachers and
responsible personnel to pull together to ensure the success of education
programmes, bright future for the people, the emergence of a peaceful, modern
and developed nation, national peace and stability and perpetuation of the
Union.
After the opening ceremony, Chairman of Myanmar Education
Committee Secretary-1 of the State Peace and Development Council Lt-Gen Thein
Sein cordially greeted the teacher trainees.
The course will last four weeks and it is being attended by
1128 basic eduction teachers.
