Course Nao 6 of Nationalities Youth Resource Development Degree College (Yangon) concludes Separate development plans and other particular programmes for under-developed regions implemented Strenuous efforts to be made for narrowing development gap among under-developed regions

Yangon, 30 June - The closing ceremony of course No 6 of Nationalities Youth Resource Development Degree College (Yangon) was held at the convocation hall of the college of Education and Training Department of the Ministry of Progress of Border Areas and National Races and Development Affairs in Dagon Myothit (Seikkan) Township this morning, with an address by Secretary-1 of the State Peace and Development Council Lt-Gen Thein Sein.

Also present were Lt-Gen Myint Swe of the Ministry of Defence, the ministers, the Yangon Mayor, the deputy ministers, members of Work Committee for Development of Border Areas and National Races, heads of departments, the principal, teachers, students and guests.

In his address, the Secretary-1 said the Nationalities Youth Resource Development Degree College (Yangon) was established with the aims of turning out human resources needed in border areas and producing highly-qualified intellectuals and intelligentsia who can bring about regional development under the guidance of Head of State Senior General Than Shwe. It was the sixth convocation of the college (Yangon).

He said the students who obtained degrees or diplomas would go to their native border areas and discharge regional development tasks. Outstanding students will have to continue their higher learning and they will serve the duties one day after the completion of their studies, he said.

He spoke of the need for the graduates to make efforts for realization of the noble and lofty aims of the college and the State in the respective regions while performing their regional deve-lopment and adminis-trative duties.

He said the government has laid down national develop-ment projects systema-tically and is imple-menting them for narrowing the develop-ment gap in the regions.

It is difficult for all regions of the Union to develop equally due to the climate and geographical conditions, natural resources and different human resources. However, separate development plans and other particular programmes for under-developed regions were implemented and strenuous efforts are to be made for narrowing development gaps among them.

Evil consequences such as inequality and the gap between rich and poor were rooted in the border areas because of the lack of infrastructures on transport, education and health and other economic sectors in successive periods. As a result, there has been discord and dissension sowed by aliens and minions among the national races.

Therefore, in the time of the Tatmadaw Government projects for development of border areas and national races have been laid down and are being implemented, while work is under way for further fostering national solidarity.

He quoted the address of the Chairman of Central Committee for Development of Border Areas and National Races Chairman of the State Peace and Development Council at the Central Committee's Meeting 1/2007 held in March as saying that priority was being given to construction work to narrow development gap between border areas and plain regions; that as efforts were being made with the noble aim of bringing about equitable development the length and breadth of the nation tasks for development of border areas and national races were meeting with success, thereby contributing to strengthening national solidarity.

In accord with the guidance of the Head of State steps are being taken for creating education opportunity for children in border areas as part of projects for development of border areas. This is done with the aim of enabling local people to have easy access to education and of widening their scope of knowledge.

Hence, the government has spent over K 108,300 million on projects for development of border areas and national races and over K 8,500 million on development of the education sector in border areas.

Under the project as many as 852 primary schools, 90 middle schools and 92 high schools were opened in border areas, and with UNDP cooperation altogether 507 schools were opened and 598 schools renovated in Kachin, Chin, Kayin, Mon and Rakhine States.

Moreover, 27 national race youths development training schools were opened for children in border areas to have access to free education.

At a time when efforts are being made for creating education opportunity for local youths two nationalities youths resource development degree colleges were opened in Yangon and Mandalay to produce intellectuals and technocrats capable of maintaining the momentum of the already-achieved development.

At present, altogether 574 graduate national races are serving national interest as service personnel at development and administrative bodies of their own regions and some youths are studying for MSc and MA degrees.

In 2006-2007 academic year 71 graduated from Yangon Degree College along with 18 AGTI diplomas, 112 graduated from Mandalay Degree College along with 18 AGTI diplomas; altogether 209 were produced.

At present, it is crucial for new generation youths to be able to apply modern science and technology to keep pace with changes and developments. At such a time, the government is nurturing national races youths to become intellectuals and intelligentsia. The plan covers projects for development of border areas and national races.

He quoted the address of Head of State Senior General Than Shwe at the Central Committee's Meeting 1/2002 as saying that the widening of scope of knowledge of national races and bringing harmonious development to border areas has led to cementing Union Spirit among national brethren; that work will be undertaken for improvement of education and health standards of national races with the extended opening of schools and hospitals.

At present, the entire national people are engaged in nation-building endeavours hand in hand with the government. As a result, there prevailed peace and tranquillity across the nation including border areas. In the meantime, economic and social foundations of the State are improving year after year and the people are enjoying the fruits of such development all the more.

At such a time, the graduates who will discharge duties in development and administrative bodies of the regions to which they are assigned need to strive together with national brethren in the interest of the State, the people and the regions.

In conclusion, he stressed the need for the graduates to make relentless efforts for development of the regions to which they are assigned and improvement of education, health, economic and social standards of local people, while engaged in bringing about equitable development throughout the nation and perpetuation of the Union.

Secretary-1 Lt-Gen Thein Sein presented medals and certificates of honour to Maung Salaing Thant Zin Myo Myint of Paletwa Township in Chin State who won the best performance award in arts subject, Maung Waiyan Lin of Moebye, Phekhon Township in Shan State (South) who won the best performance award in science subject and Maung Htay Lwin Oo of Thanbyuzayat Township in Mon State who won the best performance award in engineering.
