Secretary-1 addresses special refresher course No 9 for faculty members Every nation has rights to build a way towards national interest on self-reliance basis for the betterment of the nation and its people The rights to safeguard the territory, sovereignty and national interest are the most basic ones for every nation

Nay Pyi Taw, 2 July - The special refresher course No 9 for faculty members was opened at the Central Institute of Civil Service (Upper Myanmar) in PyinOoLwin Township in Mandalay Division this morning, with an address by Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Thein Sein.

Also present were Lt-Gen Ye Myint of the Ministry of Defence, Chairman of Mandalay Division Peace and Development Council Commander of Central Command Maj-Gen Khin Zaw, the ministers, the chairman of Civil Service Selection and Training Board, the chairman of Mandalay City Development Committee Mandalay Mayor, members of CSSTB, the deputy chief justice of Upper Myanmar Supreme Court, senior military officers, officials of the State Peace and Development Council Office, heads of departments, local authorities, Rector of CICS (Upper Myanmar) U Aung Hsan Win and faculty members and trainee teachers.

The Secretary-1 said every nation of the world are nurturing the younger generation competitively to apply the latest science and technology in the interest of the nation and its people and are training them to become qualified intellectuals and intelligentsia through power of science and technology.

Like other nations of the world, Myanmar is making efforts for serving the interest of the nation and its people through science and technology and efforts are also being made for the emergence of a new nation, he said.

He said based on the education sector the government is endeavouring for promotion of education of the people which is the important national strength and for consolidation of patriotism and the Union spirit of intellectuals and intelligentsia.

Education plays a major role in nation-building tasks and in marching towards the right path that brings about the national interest in the new nation. The nation must be built through educational force in order to keep abreast of the international community. Efforts are to be made for restoration of discipline-flourishing democratic system and perpetuation of the Union through educational force. Therefore, education capable of overcoming various kinds of challenges will have to be built, he added.

In globalization period, international relations are to be promoted for development of science and technology of the country and for strong national economic force. It is necessary for the people to preserve national culture and characters and social norms of the successive periods, he said.

It is important to build nationalistic fervour based on national solidarity spirit and Union spirit as there is the spread of ism and cultural penetration in the nations of the world.

He said some western nations are undermining the national endeavours under the pretext of democracy and human rights. Those relying on external elements acting as stooges under the influence of the aliens are making propagandas that nationalistic fervour is out of date and they are inculcating younger generation with the spirit to rely on the aliens, he pointed out.

In fact, every nation has rights to build a way towards serving the national interest on self-reliance basis for the betterment of the nation and its people.

The rights to safeguard the territory, sovereignty and national interest are the most basic ones for every nation, he stressed.

In conformity with those fundamental rights, every nation has the right to choose and practice a system to protect and promote its interest within the framework of national policy.

People should have correct and firm nationalism to safeguard and promote the interest of the race and nation and to protect the fundamental rights of a sovereign state. They should have brilliant qualifications to safeguard their own country.

I would like to urge the people to carry out the national task of the education sector with the conviction that the qualification and efficiency to build and defend a modern and developed nation is a requisite. The said qualification and efficiency depend on teachers' ability to nurture and develop individual skill of their students.

Every student has significant individual talent and qualification and the only thing is to develop and nurture the given talent and qualification.

As long as individual vision, creativity, innovative mind, absorbing power and analytical skills can be fostered and raised, students will be able to practically apply sophisticated techniques and technologies thanks to those developing qualifications.

The government has created an education environment capable of developing the State and the people to keep pace with changes and developments.

At present also, there has been an opportunity to pursue basic education as well as higher education in different regions of the nation and a choice of studying for master and doctorate degree courses.

Moreover, the new programmes were introduced at the high school level for uplift of the standard of education so that students can pursue the international level education of higher institutions.

Therefore, faculty members are to try their utmost to further nurture students coming from basic education sector to be qualified and familiar with higher institutions as there will be an increase in the number of students of higher education sector.

In the meantime, teachers of higher institutions are to make relentless efforts for development of science and technology in the nation and related subjects, to innovate new subjects and to ensure development of applied subjects.

As different research centres in conformity with respective regions have been established at universities and colleges more researches that contribute to regional development, economy and production of the region are to be done.

He stressed the need for faculty members to strive for development of science and technology in the fields of agriculture, livestock, fisheries, forestry, industry, mining and energy and to produce more intellectuals and technocrats that play a crucial role in developing national economy.

Furthermore, faculty members are to try their best for the emergence of intellectuals and intelligentsia and development of technology so that the State can rely on its own in an effort to ensure national development.

Therefore, the education sector is to try to improve the education of the people and to enable them to be rational and thoughtful. Only then will political, economic and social infrastructures of the State develop through the strength of the educated people. The process of building a new modern nation is well under way and the final session of the National Convention, the first step of the seven-step Road Map, will be held very soon.

A referendum will be held after the draft constitution has been drawn based on the detailed basic principles laid down by the NC. When the time comes to do so, it is important for the national people to be able to distinguish right and wrong without any ism and personality cult. So, efforts to educate the people to broaden their horizons, to have national as well as international outlooks and to be rational must be exerted through the education sector.

Today's destructive elements are making political profits in the name of religious and social affairs by resorting to various wicked ways. Describing the various titles that have been popular in the international arena, such elements from inside and outside the country are making fabrications with intent to tarnish the image of the government. Unaware of these, the people might have misunderstanding. That is why those from the education field are to organize the people to clearly see the true colours of the destructionists.

Work programmes to promote national education, improve the knowledge of the people and produce intellectuals and intelligentsia are indispensable for ensuring peace and stability of the State, national economic growth, high living standards of the people and a new modern nation. Hence, all the faculty members are to consider this fact and urged to diligently perform national duties of the education sector. The Secretary-1 concluded that the people are to be trained to receive higher education, to be rational and thoughtful and to have national spirit through the education sector; and that national duties are to be carried out through the education sector for the emergence of a peaceful, modern discipline-flourishing democratic nation.
