accord with the law this morning.
It was attended by townselders from
Magway District, Minbu District, Thayet District, Pakokku District and Gangaw
District, workers, farmers, members of social organizations, economic and
industrial organizations, departmental officials, students and local people
numbering over 110,000.
At 6 am, Magway District No 1 Column
led by U Win Zaw Soe, Minbu District No 2 Column led by U Cho Tun, Thayet
District No 3 Column led by U Win Naing, Pakokku District No 4 Column led by U
Than Nyunt and Gangaw District No 5 Column led by U Kyaw Zay Ya marched to the
Magway Airport from their respective gatherings, and took position at the
designated places.
Rector of Magway University U Htay
Maung presided over the ceremony together with Secretary of Gangaw District USDA
U Aung Myint, Executive of Magway Division Women's Affairs Organization Daw Than
Than Htay, Executive Dr Mya Thida of Magway Division Maternal and Child Welfare
Supervisory Committee, member of Magway Division War Veterans Organization
Lt-Col Zaw Thein (Retd), townselder Daw Win Maw Tun and townselder U Ye Myint as
members of panel of chairmen.
Executive Daw Han Nilar Tun of Magway
Township USDA acted as master of ceremonies and Executive Daw Thazin Aung of
Aunglan Township USDA as co-master of ceremonies.
The master of ceremonies declared the
start of ceremony with the permission of the chairman.
Next, those present on the occasion led
by member of Magway Township USDA U Win Maung saluted the State Flag.
After that, Rector of Magway University
U Htay Maung made a speech. He said that the National Convention, the first step
of the seven-step Road Map, was successfully completed on 3 September 2007. The
NC laid down fundamental principles and detailed basic principles for the
drawing of the State constitution. A peaceful, modern, developed and
discipline-flourishing democratic nation is to be built based on the fundamental
principles and detailed basic principles.
The government issued Notification N0
11/92 in 1992 to be able to hold the National Convention. And the coordination
meeting for holding the National Convention was held. With the participation of
the eight delegate groups the National Convention was held. Over 1000 delegates
to the National Convention held discussions and laid down the fundamental
principles. The delegates from all walks of life including those who had
returned to the legal fold have been able to lay down the fundamental principles
and detailed basic principles as they held discussions in all seriousness
putting in the fore the interest of the State.
The State constitution is a matter of
life and death. Therefore, we support the National Convention that gives rise to
the emergence of the State constitution. The government will continue to
implement the seven-step Road Map. At a time when efforts are being made for the
emergence of a modern and developed nation there emerged attempts of internal
and external destructive elements to undermine the already-achieved peace and
stability. It is obvious that violent protests occurred in September are just
the schemes and acts of the destructive elements. The destructive elements
created such unrest to coincide with the meetings of United Nations, UN Security
Council, UN Human Rights Council and the arrival of UN Secretary-General's
Special Envoy Mr Gambari in Myanmar. Their intention was to grasp State power
through short cut using the UN Security Council as a tool. In that regard, they
applied some foreign radio stations to make international community
misunderstand the nation. As the government handled the situation with care
their wicked scheme has met with failure. At present, the situation is back to
normal.
The people favour peace and stability.
The people oppose unrest and violence. The protests staged by some monks and
destructive elements were detrimental to peace and stability in the nation.
Hence, the entire people hand in hand with the Tatmadaw and the government are
to ward off such dangers of destructive elements in accord with the four-point
people's desire.
In conclusion, he disclosed that at a
time when efforts are being made for the emergence of a peaceful modern and
developed nation the entire people are to get rid of the dangers of the
destructive elements. And they are to actively take part in the drive for
success of the seven-step Road Map by doing their bit with Union Spirit and
nationalistic spirit.
Next, Executive U Han Maung of Magway
Division USDA seconded the motion to support the National Convention and the
constitution and to oppose the destructive acts harming peace and stability. He
said that the National Convention in which delegates from all walks of life have
participated highlights national solidarity. The peace groups that had returned
to the legal fold have the right to participate in the National Convention.
Thanks to concerted efforts the delegates of various strata to the NC have been
able to lay down fundamental principles and detailed basic principles.
Therefore, the constitution soon to emerge will be able to guarantee the
flourishing of Union Spirit and non-disintegration of the Union.
The first three objectives of the NC
are Our Three Main National Causes that is the national policy, the fourth
objective is the flourishing of a genuine multi-party democracy. This was laid
down after abolishing a single party system in accord with the wishes of the
people. The fifth objective is further burgeoning of the noblest and worthiest
of worldly values such as justice, liberty and equality. This was laid down in
the interest of the State. The last objective is the Tatmadaw to be able to
participate in the national political leadership role of the future State. This
was laid down for ensuring national defence and security.
The constitution is a main law to
enforce political, economic and social sectors of the State. Hence, in the
process of transition to democracy a constitution that is in line with the new
era and system is required. The new constitution must be in conformity with own
nation and own race. As over 1000 delegates to the National Convention held
discussions in all seriousness the NC was able to lay down fundamental
principles and detailed basic principles.
The fundamental principles and detailed
basic principles have been stated in 15 chapters. The fundamental principles
laid down as to the formation of the State have further guaranteed the
perpetuation of sovereignty. As self-administered division and self-administered
zones are included the national brethren will be able to administer their
regions through the constitution.
At a time when efforts are being made
in the process of transition to democracy there have emerged attempts of
destructive elements to undermine the implementation of the seven-step Road Map.
However, the National Convention has been successfully completed. In their
attempts to destroy the National Convention they provided destructive elements
with financial assistance to conduct a spate of courses including explosive
course. They even incited monks who are studying Pariyatti literature to take to
street so that they can create a situation like the ?88' unrest. However, people
who had experienced the ?88' unrest favour only peace and stability and oppose
unrest and violence.
We also favour peace and stability and
oppose unrest and violence. So, the mass rally we hold today condemn those who
are harming peace and stability.
The fundamental principles and detailed
basic principles will surely guarantee the perpetuation of the Union which is
home to over 100 national races. We support the National Convention and the
constitution in order that the constitution can be drawn in accord with the
wishes of the entire national people.
Next, member Daw Khin Maw Maw Chit of
Magway District Women's Affairs Organization seconded the motion calling for the
support of the National Convention and State Constitution. She said that the
ultimate goal of the State and the people is to build a peaceful modern
developed discipline-flourishing democratic nation. The entire national people
with the same opinion are to march toward the ultimate goal upholding Our Three
Main National Causes. The national duties handed down in successive eras are to
preserve Non-disintegration of Union, further strengthen national solidarity and
safeguard perpetuation of sove-reignty.
Non-disintegration of the Union is the
life-blood for the State and the people. Some nations in the world encountered
break-ups of Union. Myanmar was on the verge of disintegrating its Union for
several times and Tatmadaw managed to control such bad situations in time. All
national races in Myanmar have lived through thick and thin since time
immemorial. Neo-colonialists in collusion with internal stooges are attempting
to break up the national consolidation.
The Government is striving for
evolution of market-oriented economy overcoming obstacles of anti-government
groups. Due to such concerted efforts, the entire people have enjoyed fruits of
unprecedented develop-ment and a peaceful modern developed
discipline-flourishing democratic nation that all the people long for will
certainly emerge very soon. Anti-government groups are committing destructive
acts through various means to cause unrest like ?88? disturbance in the nation
and to delay the National Convention and the State Constitution. They took
advantage of monk protests to grab the power by short-cut.
Internal and external saboteurs are
attempting to grab the state power capitalizing on the instigation of BBC, VOA,
RFA and DVB. With the accusations that Myanmar's political situation is harming
regional stability, the destructive elements demanded for taking action against
the nation. Some powers are making attempts to install a puppet government.
Expatriates are creating such destructive acts to obtain cash assistance from
some powers under the pretext of democracy. Destructive acts are actually
against the ongoing seven-step Road Map. However, the people do not accept such
adverse conditions experienced in the past and thus expressed their desire
staging mass rallies to support the National Convention and the State
Constitution across the country. Tens of thousands of people opposed
anti-government groups and their fellows in the respective townships.
Voices of the entire national people
who are staging mass rallies blotted out those of anti-government groups who are
speaking ill of the National Convention and the State Constitution. Thus I
absolutely support the National Convention and the State Constitution and oppose
the destructive elements who are attempting to disrupt the stability of the
State.
Daw Nu Nu Aung, a member of Gangaw
District Maternal and Child Welfare Association Supervisory Committee, seconded
the motion calling for support of the National Convention and the forthcoming
constitution and denouncing those who undermined the stability of the State.
The country had to face with the
situation in which independence and sovereignty was about to be lost due to the
1988 disturbances. Therefore the Tatmadaw took up the State duties according to
the historical need. The government warded off internal and external danger and
tried to build peace and stability and it also built national reconsolidation.
the National Convention Steering Committe was formed in accord with the desire
of the people.
Three coordination meetings were held
for holding the National Convention. The meetings were attended by members of NC
Steering Committee, representatives-elect from political parties and independent
representa-tives.
If multiparty democracy system is
practiced in one country, a constitution that gurantees the interest of the
people rather than that of party organizations will have to be drawn. The
government provided necessary assistance and members of NC Steering Committee,
representatives-elect from political parties and independent representatives
discussed the number of delegates to the National Convention, designating the
category of the delegates and laying down the objectives.
It is the National Convention that
represents the entire people and it is the widest and most serious one that has
ever been held in Myanmar history.
Those who hold negative views are very
few but those who support the National Convention and the forthcoming
constitution are many. The mass rallies in states and divisions showed this.
I seriously second the motion calling
for support of the National Convention and the forthcoming constitution and
denouncing those who undermined the stability of the State.
Chairman of Gangaw District War
Veterans Organization Supervisory Committee Captain Sein Hla (Retd) seconded the
motion calling for support of the National Convention and the forthcoming
constitution and denouncing those who undermined the stability of the State.
The National Convention is the widest
and most serious one that has ever been held in Myanmar history. It is important
to draw the State constitution. The State and the people had to encounter
difficulties as the previous constitutions. The detailed basic principles were
laid down in the interest of the people.
The government is implementing the
noble objectives in accord with the desire of the people. We find that internal
and external elements undermine the endeavours of the government.
Neo-colonialists who want to dominate the Union and internal traitors are making
attempts to weaken the national solidarity. The people will prevent their acts
and continue to make efforts for the success of the seven-point Road Map.
I second the motion calling for support
of the National Convention and the forthcoming constitution and denouncing those
who undermined the stability of the State as the National Convention completed
does bring about the interest of the people.
In support of the NC and the
forthcoming constitution, U Saw Win Maung said in order to thwart the
deteriorating situation, the Tatmadaw unavoidably took over State
responsibilities on 18 September 1988. Since then, it has been realizing the
four political objectives and could build national reconsolidation after making
peace with 17 national race armed groups and other small armed groups. Moreover,
the government was able to build development infrastructures for the emergence
of a peaceful, modern and developed democratic nation.
With peace and stability, the State is
enjoying significant progress in all aspects. A network of faculties have been
built in Magway Division such as the airport, bridges, railroads, universities
and colleges, dams, river-water pumping stations and industrial zones. These are
due to the cooperative efforts of the Tatmadaw and the people.
For the emergence of a peaceful, modern
and developed democratic nation, the government has held the National Convention
in accord with the seven-step Road Map to draw a constitution. No doubt, the
efforts being exerted for the emergence of the constitution means plans to
systematically transfer State power. But, as such a time like this, those who
try to harm the effort for democratic transition, those who want to grab power
through short-cut and lackeys of aliens are instigating unrest in the nation.
So, all the people are warned against such destructive acts.
Overall, all are to welcome the
constitution based on the basic principles laid down by the National Convention
and to support the forthcoming constitution.
In support of the National Convention
and the forthcoming constitution, U Kyaw Win Myint of Minbu District said the
first point included in the basic principles laid down by the National
Convention is Our Three Main National Causes. Another point mentioning the
flourishing of multi-party democracy system is also included.
The points regarding political parties,
they are required to uphold Our Three Main National Causes and responsible for
being loyal to the State. And other essential requirements are respecting the
state constitution, upholding national cause and avoiding being influenced by
aliens. This point a significant characteristic to be included in the
constitution. The point that says the Tatmadaw is to play a part in the national
political leadership role. This point was adopted to be able to safeguard Our
Three Main National Causes and the lives and property of the people. In
addition, the point in which the Tatmadaw is responsible for safeguard-ing the
constitution is noteworthy for ensuring the perpetuation of the future
democratic nation.
Nowadays, internal and external
destructive elements are trying to install a puppet government by instigating
chaos and disturbances in the nation. Foreign broadcasting stations are also
making fabrications to get the international community to misunderstand Myanmar
with intention of harming peace and stability of the State.
Under the pretext of fuel price hikes,
internal and external destructive elements conspired that the monks would take
to the streets and stage protests. Therefore, the people in Magway Division who
want to live in peace absolutely oppose such destructive acts. They are taking
part in the implementation of seven-step Road Map joining hands with the
Government. They are in support of the National Convention that could lay down
detailed basic principles to draw the State Constitution.
The State Constitution that is in
conformity with the prevailing conditions of the country will surely emerge very
soon due to harmonious efforts of delegates from all walks of life. In this
regard, all the national people are to approve the Constitution to be realized.
Therefore, I absolutely support the National Convention and the State
Constitution and oppose those attempting to disrupt the stability of the State.
Next, the chairman of the mass rally
sought approval of those present and they unanimously support the National
Convention and the State Constitution.
Then, those present chanted slogans and
the mass rally ended at 8.50 am.
