Subject: Assignment of duty of Minister for Relations

1. The United Nations Secretary-General's Special Envoy Mr Ibrahim A Gambari during his visit to Myanmar from 29th September to 2nd October 2007, recommended appointment of a liaison officer for relations with Daw Aung San Suu Kyi.

2. In respect of Mr Ibrahim A Gambari's recommendation and in view of smooth relations with Daw Aung San Suu Kyi, Deputy Minister for Labour U Aung Kyi is assigned duty as Minister for Relations.

Thousands of people turn out to support National Convention, forthcoming constitution

NAY PYI TAW, 8 Oct - External and Internal destructive elements and foreign media who are jealous of progress in Myanmar have resorted to unrest and provoked the people into staging protests in the country.

Except a handful of destructive elements within and without, all the people favour stability and peace but oppose unrest and violence.

The people who love peace and stability have denounced acts of internal and external destructive elements and have conducted mass rallies in states and divisions in accord with law in support of the National Convention and the constitution since 29 September.

Mass rallies were held on a grand scale in Myitkyina, Kachin State, on 29 September; in Loikaw, Kayah State, on 30 September; in Kengtung, Shan State (East) on 1 October; in Lashio, Shan State (North) on 2 October; in Myeik, Taninthayi Division, on 3 October, in Pathein, Ayeyawady Division, on 4 October, in Taunggyi, Shan State (South) on 5 October and in Magway, Magway Division, on 7 October respectively.

Local townselders, leaders of national races, members of social organizations, traditional cultural troupes and commerce and industry organizations, peasants, workers, representatives from peace groups, service personnel, students and people from various strata participated in the rallies.

Chairmen and those who tabled motions and seconded motions at the rallies said that over 10,000 delegates to the National Convention, taking lessons in the past and considering current situation in the country, held discussions farsightedly at the National Convention and laid down fundamental principles and detailed basic principles. Therefore, the National Convention is endowed with political essence.

National races representing the people from all walks of life and delegates from organizations who had returned to the legal fold, putting a fore the national interest, took part in the discussions in the National Convention to get good results and laid down the fundamental principles and detailed basic principles for writing the constitution.

A constitution is vital for community peace, prevalence of law and order and development of a country.

A constitution prescribes a system for a government and responsibilities and rights of administrative organizations and citizens.

It is the new upcoming constitution that can guarantee that all national races can live in peace and unity, that can promote living standards that will preserve society and that will become a new chapter in our history and will benefit social and social life. Therefore, the new upcoming constitution is the law that can also guarantee that Myanmar can exist for ever as long as the world exists.

At the rallies, all the people voiced that they will continue to implement the seven-step Road Map and they support the National Convention and the constitution.

Moreover, they also said that internal and external destructive elements have aired fabricated news in collusion with BBC, VOA, RFA and DVB and have provoked the people. Foreign media have found anti-government people and created fabricated news to drive a wedge between the government and the people. The foreign media broadcast only the desire of the minority of the people, but, they, having negative attitudes towards situations in the country, turned to the blind eye to the desire of the majority of the people in states and divisions. All the people have seem the cunning habits of BBC, VOA, RFA and DVB.

Therefore, all participants in the rallies unanimously denounced acts of BBC, VOA, RFA and DVB which air skyful lies and those countries that have manipulated them.

Similarly, local people will continue to hold mass rallies in remaining states and divisions in support of the National Convention and the constitution and to denounce those who try to jeopardize the peace and stability.

International Day for Older Persons marked in Bago

NAY PYI TAW, 7 Oct - A ceremony to mark the International Day for Older Persons was held at Thiri Hantha Hall in Bago on 1 October.

Also present on the occasion were Chairman of Bago Division Peace and Development Council Commander of Southern Command Maj-Gen Ko Ko, Minister for Rail Transportation Maj-Gen Aung Min, departmental officials, officials of the Social Welfare Department and townselders.

The commander delivered an opening address on the occasion and an official of the Social Welfare Department dealt with the day for the older persons.

Afterwards, the commander presented cash assistance for U Tun Tin, 109, of Waw township and Daw Sein, 100, of Thanatpin township.

The minister also presented cash assistance for the aged persons of the Home in Bago and Taungoo through Chairman of Supervisory Committee of the Home U Aung Kyaw Hsan.

Next, the specialists, the departmental officials and member of townselders provided health care services and meal for the aged persons of Thapyaegon Home for the aged.

The officials of the Social Welfare Department provided assistance for 275 aged persons of eight homes for the aged in Bago Division yearly.

Cornerstone laying ceremony of new Khawa bridge held in Padaung Township

YANGON, 7 Oct -  Vice- Chairman Brig-Gen Sein Myint of Bago Division Peace and Development Council and Deputy Minister for Energy Brig-Gen Than Htay attended a cornerstone laying ceremony of new Khawa bridge on Htonbo-Pathein-Monywa road, Padaung Township in Pyay District on 2 October.

Chairman U Kyaw Tint of Padaung Township PDC reported on construction of the bridge. Project Manager U Myo Win of Myanma Railways briefed on plans.

Vice- Chairman Brig-Gen Sein Myint and Deputy Minister Brig-Gen Than Htay accepted the cash donation from wellwishers. Brig-Gen Sein Myint gave a speech. They received the Five Precepts from the Sayadaw and presented provisions to the Sayadaw and members of the Sangha.

The old Khawa bridge was built 50 years ago. New reinforced bridge will be rebuilt at a cost of K 70 million.

Vice- Chairman Brig-Gen Sein Myint and Deputy Minister Brig-Gen Than Htay visited Maha Atula Ananda Muni Image in Htonbo and donated cash.

Myanmar Wushu Team leaves for China

YANGON, 8 Oct - Myanmar Wushu Team left here for People's Republic of China yesterday to participate in the 9th World Wushu Championship to be held from 11 to 17 November.

The 17-member team, led by U Khun Ja Aung, Secretary of Myanmar Wushu Federation, comprises three officials and 14 athletes.

During the stay in China, they will also conduct joint training with Chinese athletes.

They were seen off at the Yangon International Airport by President of MWF Dr Sai Sam Tun and the executives.

Special Refresher Course No 62 for basic education teachers concluded at CICS, Phaunggyi

YANGON, 8 Oct - The conclusion of Special Refresher Course No 62 for basic education teachers was held at Central Institute of Civil Service (Phaunggyi) this morning.

On behalf of Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Thein Sein, Minister for Education Dr Chan Nyein said now the government is making efforts for the people to have strength for national development through promotion of national education and to possess behaviour of living in the frame of law.

He said promotion of national education can enhance living standard and qualification of individuals. Every nation is laying emphasis on promotion of education with the aim of achieving better results of stability of the State and prevalence of law and order through high quality of life of the society.

He spoke of the need for the citizens to possess high qualifications and spirit in safeguarding the nation. It is important for the nation to turn out brilliant and good and able citizens, he said.

Turning out good and able citizens is based on the performance of the education sector. The future of the nation depends on nurturing the students by the teachers. He said the teachers are to promote the qualification of the pupils.

He spoke on keeping patriotism based on Union spirit alive, trust in Our Three Main National Causes, completion of the first phase of the seven-step Road Map and acts of destructive elements.

He urged the teachers to take part in efforts for emergence of a constitution and to oppose the destructive acts after realizing the instigation of the destructive elements.

Next, the minister presented prizes and certificates to trainee teachers. He cordially greeted the teachers.

Present were Minister for Social Welfare, Relief and Resettlement Maj-Gen Maung Maung Swe, the deputy ministers, members of Civil Service Selection and Training Board, heads of departments, the rector of CICS (Phaunggyi), heads of departments and instructors and trainees.

Examinations of Religious Affairs Department to be held as usual

NAY PYI TAW, 8 Oct - The Dhammaçariya examination, Pathamapyan examination and Nikaya examination organized yearly by the Religious Affairs Department of the Ministry of Religious Affairs will be held this year as usual.

The treatises for Pathamapyan examination have been prescribed beginning 2008 as follows.

Pathamagyi Level comprises 42 Jatakas (from Ekadasakanipatta to Pakinnanipatta)

Pathamalatt Level comprises 60 Jatakas (from Kasavavagga of Dukanipatta to Udapanavagga of Dukanipatta)

Pathamange Level comprises 35 Jatakas (from Kulavakavagga to Anabhirati Jataka of Itthivagga).

First shipment of locomotives arrive from India

YANGON, 8 Oct - Minister for Rail Transportation Maj-Gen Aung Min attended a ceremony this morning to accept the locomotives imported from the Republic of India at Yangon Railway Station. Also present on the occasion were Deputy Minister Thura U Thaung Lwin, Myanma Railways Managing Director U Min Swe and officials, Indian Consul to Myanmar Mr Manoj Kumar Bharti and Rail India Technical and Economic Services General Manager Mr RP Singh.

Mr RP Singh handed over the documents related to the locomotives to the managing director. The five locomotives that have arrived here are the first batch of twenty 1350-horse power YDM-4 locomotives imported from India.

The locomotive can run 43 miles per hour with 17 carriages. It can run 25 miles per hour with 1,200 tons of load.

In accord with the guidance of Head of State Senior General Than Shwe, the government is striving its utmost in all aspects for the emergence of a peaceful, modern and developed discipline-flourishing democratic nation.

Out of all the State sectors, the rail transport sector has developed more than ever. In the post-war period, there were 2,567.98 miles of rail tracks and 1771.05 of miles of railroads and only 48 trains and 5 freight trains operated. In 1988 there were 2,793.86 miles of rail tracks and 1,976.35 miles of railroads. In the time of the Tatmadaw govern-ment after 1988, there are now 4,098.59 miles of rail tracks and 3148.86 miles of railroads. There are altogether 806 stations. Six concrete sleeper factories have been opened. From 1988 to date, 391 passenger carriages and 155 freight trains and seven locomotives have been assembled.

People of Kanbalu, Yinmabin in Sagaing Division hold rallies to denounce recent protests

NAY PYI TAW, 8 Oct - The people of Kanbalu and Yinmabin in Sagaing Division who wish to see stability of the State, the rule of law and community peace and tranquillity regarded recent protests instigated by some monks and NLD members as a threat to peace and stability. So they held mass rallies to denounce such protests on 6 October after seeking permission from authorities concerned in accord with law.

In Kanbalu, Sagaing Division, over 22,500 people participated in the procession held at 6.45 am on 6 October shouting slogans calling for Our Three Main National Causes', the seven-step Road Map must be successful ', We favour peace' and We oppose unrest and violence'.

Similarly, in Yinmabin, Sagaing Division, more than 12,000 people participated in the procession held at 9 am on 6 October shouting slogans calling for Our Three Main National Causes' and We don't want terrorists, We don't want internal and external destructive elements' and holding State Flags and placards that read Our Three Main National Causes', We favour peace and tranquillity', We oppose unrest and violence', Violence is the opposite of democracy', We support the National Convention and the forthcoming constitution', the seven-step Road Map must be successful' and the public be warned of killers in the airwaves' .
