Prime Minister General Thein Sein on inspection tour of Haka, Matupi, MindatHuman resource development essential to undertake regional development task

NAY PYI TAW, 7 Feb - Chairman of Work Committee for Development of Border Areas and National Races Prime Minister General Thein Sein together with member of the State Peace and Development Council Lt-Gen Ye Myint, Maj-Gen Khin Zaw of the Ministry of Defence, Chairman of Sagaing Division PDC Commander of North-West Command Brig-Gen Myint Soe, the ministers and the deputy ministers, Chairman of Chin State PDC Brig-Gen Hong Ngai, the director-general of the Government Office and deaprtmental heads yesterday inspected progress of construction of two-storey patient ward of Chin State People's Hospital in Haka.

The Prime Minister met with Head of Chin State Health Department Dr Khin Maung Si, Medical Superintendent of the hospital Dr Min Khaing, specialists, doctors and nurses and gave instructions on health care services to be conducted and presented cash for the medical fund of the hospital.

At Haka Township Hall, the Prime Minister also met with the chairman of the Chin State PDC and members, departmental personnel of Chin State and Haka Township , members of the social organizations and town-selders.

Chairman of the Chin State PDC Brig-Gen Hong Ngai reported to the Prime Minister on needed heavy machinery to be used in road works for the development of the Chin State , efforts being made for the production of hydropower in townships, development of the townships in the State and requirements of the State.

In response to the reports, the Prime Minister said he will provide necessary assistance to development tasks of Chin State . It is known to all that the government is fulfilling the requirements of the state in development tasks. Local national races are to efficiently use the fulfilments of the government for improvement of Chin State .

As a result, those present are to make utmost efforts to ensure local food sufficiency, strengthen the economy of the state, turn out many educated persons and produce fit and healthy people.

Next, the Prime Minister presented gifts and cash assistance to Haka Township Union Solidarity and Development Association, Women?s Affairs Organization, Maternal and Child Welfare Association, War Veteran Organization, Red Cross Society and Auxiliary Fire Brigade and for the development of the township through officials and cordially greeted those present.

At Govenment Technical Institute being built in Haka, Minister for Science and Technology U Thaung, the chairman of Chin State PDC and officals conducted the Prime Minister round the newly-built school building and chosen site for construction of hostels.

Next, the Prime Minister visited Vocational Training School of Ministry of Progress of Border Areas and National Races and Development Affairs and inspected learning of trainees at training courses. The Prime Minister gave necessary instructions and presented cash assistance.

The Prime Minister and party arrived at Matupi by helicopter at 11 am and inspected progress of Matupi in a motorcade.

Next, they looked into hostel and mess hall of Border Areas and National Races Development Training Centre and presented cash assistance to the principal and instructors of the centre.

At the office of Matupi Township PDC, the Prime Minister met with departmental personnel, social organization members and local people.

The chairman of the township PDC and Vice-Chairman of Chin State PDC Lt-Col Zaw Min Oo reported on works carried out and requirments for the development of the township and Minister for Sports Brig-Gen Thura Aye Myint explained arrangements for the development of the township by the ministry.

In his speech, the Prime Minister stressed unity of national brethren, community peace and tranquillity and prevalence of law and order, regional food sufficiency, growth of economy and better transport, and he presented gifts and cash asistance to the social organizations and for the development of the township through officials.

Commander Brig-Gen Myint Soe presented gifts to the township War Veteran Organization.

At Matupi Township People's Hospital, the Prime Minister gave necessary instructions and presented cash for the fund of the hospital.

In the afternoon, the Prime Minister and party arrived at Mindat by helicopter and inspected patient ward, X-ray room, operation theratre and medical store of 50-bed Mindat District People's Hospital. The Prime Minister urged the head of District Health Depart-ment, specialists, doctors and nurses to perform health care services widely.

Next, they looked into development of Mindat in a motorcade.

At the hall of Mindat Township BEHS No 1, the Prime Minister heard reports on development of the township and district and requirements presented by officials.

The Prime Minister fulfilled the requirements of setting up an auto-telephone exchange, supply of more drinking water and generating of hydropower in Mindat. In his instructions, the Prime Minister stressed the need to make harmonious efforts for the development of the region, and emphasis is to be placed on strengthening and development of the Union .

Afterwards, the Prime Minister presented gifts and cash assistance to officials concerned, and townselders presented souvenirs to the Prime Minister and party.

Prime Minister General Thein Sein and party arrived back Nay Pyi Taw in the evening.

In meeting with local people during his inspection tour of Chin State , Prime Minister General Thein Sein said Chin national race has been living in the nation together with other national races with unity and through thick and thin.

Chin national race also fought back the invaders during the colonial times and had struggled with other national races for the independence.

After gaining independence, there were insurgencies in parts of the country, except Chin State . Therefore, local people in Chin State could enjoy peace and stability at the time.

However, the state lagged behind in development due to the state's geographical conditions.

The Head of State fulfilled the requirements for the development of Chin State and gave guidance to ministries concerned on the development of the state.

Chin State is accessible only by car. Kalay-Falam-Haka Road , Haka-Gangaw Road , Haka-Matupi Road and Mindat-Matupi Road and other roads linking to those four main roads in China State are being upgraded.

Despite difficulties due to geographical conditions of the state, the government has been making efforts for improvement of the conditions of roads and bridges in the state.

It is important to improve the transportation facilities as well as to boost the economy of the state for the regional development.

The Prime Minister called for making efforts for sufficiency of rice, extended cultivation of perennial crops and livestock breeding in Chin State to boost the economy of the state.

As Chin State is a hilly region, local people practised the slash and burn cultivation method.

The state has experienced deforestation caused by the slash and burn cultivation which had been practised in the state for many years, and the high land cultivation could not produce sufficient rice for the local people.

Therefore, it is needed to practise the terrace cultivation method instead of the slash and burn method and to preserve the farmland for posterity.

Only then will the output of rice and other crops be increased. For local food sufficiency, local farmers are to grow high-yield strains of rice and to extend cultivation of crops as well as cash crops.

The General said that the Head of State has given guidance to establish Chin State as a tea state. Therefore, he stressed the need to grow tea on a commercial scale with the concept that Chin State must be a tea state. The Prime Minister pointed out that emphasis is to be placed on cultivation of tea to fulfill the demand of the market. Likewise, efforts are to be made for achieving success in carrying out livestock breeding tasks, he said.

The Prime Minister continued to say that all the households are to raise mythuns on a manageable scale. If mythun can be bred on a commercial scale, the opportunity can be created to export mythuns and its processed products, he said. The Prime Minister noted that the economic growth of the state can contribute to the uplift of living standard of the people of Chin State . Hence, he said, all are to strive for gaining success in agriculture and livestock breeding tasks.

He said that the human resource development is essential to undertake regional development task. He added that the education sector plays a pivotal role in turning out intellectuals and intelligentsia. The government is opening basic education schools in the region with a view to producing the human resources while setting up universities and colleges in Kalay region, north of Chin State , he said.

The General pointed out that education institutions in basic and higher education sectors are to produce outstanding educated persons equipped with good moral for the state. The schools are to place emphasis on nurturing the students to become ones who cherish the State, the region and the national races, he said.

The Prime Minister stressed the need to equip the students with Union Spirit. It is necessary to come out fit and healthy educated persons, he added. Therefore, he said that the health staff are to effectively provide health care services to the people. Only then will the fit and healthy educated persons contribute to development of the region and the State, he added. The Prime Minister urged those present to strive for ensuring economic growth in Chin State and for turning out the educated persons.

While giving priority to the promotion of education sector and effective providing of health care services, he said that the government is making utmost efforts for enhancement of transport facility. In addition, he added that the government is carrying out all-round development tasks while striving to protect the people through safe administrative mechanism. The democratic nation that the people aspire is being built step by step in line with the seven-step Road Map, he said. At present, he continued to say that the National Convention, the first step of the Road Map and the most important to adopt fundamental principles and detailed basic principles for drafting the constitution, had been convened successfully.

The Prime Minister said that the task to draft the State Constitution based on the fundamental principles and detailed basic principles adopted by the National Convention has been completed to some degree. In conclusion, the Prime Minister urged those present to participate in the tasks to realize the seven-step Road Map of the State for establishment of a modern, developed and discipline-flourishing democratic nation.

Secretary-1 attends ceremony to present Myanma Motion Picture Outstanding Award (Academy Award) for 2006Efforts to be exerted in collaboration with foreign countries to improve movie industry

NAY PYI TAW, 7 Feb - Secretary-1 of the State Peace and Development Council Lt-Gen Thiha Thura Tin Aung Myint Oo and wife Daw Khin Saw Hnin attended the ceremony to present the Myanma Motion Picture Outstanding Award (Academy Award) for 2006, organized by Myanma Motion Picture Enterprise under the Ministry of Information, at the open air theatre of the City Hall of Nay Pyi Taw this evening.

Also present on the occasion were members of the SPDC and their wives, senior military officers of the Ministry of Defence and their wives, Commander of Nay Pyi Taw Command Maj-Gen Wai Lwin and wife, ministers and their wives, deputy ministers, senior military officers, departmental heads and members of the Commission for Drafting State Constitution, Union Day delegates, officials of the Myanmar Motion Picture Promotion and Scrutinizing Board and the Motion Picture and Video Censor Board, responsible persons of Myanma Motion Picture Asiayon, Myanmar Music Asiayon, Myanmar Thabin Asiayon, Myanmar Writers and Journalists Association and social organizations, film artistes, technicians, film producers and fans.

First, Minister for Information Brig-Gen Kyaw Hsan delivered an address. The minister said at today's ceremony, outstanding artistes and technicians in the Myanmar movies shown in 2006 would be awarded. Myanmar Motion Picture Asiayon was reconstituted on 24 June 2007 in order to develop the film industry. MMPA is found to be striving with new strength and vigour to improve the film industry in all aspects. Courses on directing, acting and photography are conducted constantly to improve the skills of the artistes. In like manner, seminars and workshops on film technology are held occasionally so as to improve the Myanmar film world.

The minister added that the Ministry of Information for its part is encouraging MMPA and the people of the film world to try to boost the Myanmar movie industry.

At the same time, it is cooperating with the members of MMPA.

For the development of the television and movie sector, Myanmar information delegations were sent to the international radio, movie and television show, Beijing Film Festival and 16th Chinese Golden Rooster Film Festival held in the People's Republic of China . Moreover, Myanmar delegations were sent to China , Singapore and Hong Kong to learn the digital cinema technology. They were also sent to India to study the TV broadcasting. The minister said he believed that through study on international film technology, cooperation and experiences, those from the film world would strive their utmost to improve the Myanmar film industry. Despite their efforts, MMPA as well as the artistes still need to do more to improve the Myanmar film industry, he noted. Expansion of market is important for improvement of the movie world. It is necessary for the Myanmar movie industry to penetrate both the domestic and foreign markets and this calls for concerted efforts of the people of the film world.

Efforts are to be exerted in collaboration with foreign countries to improve the movie industry and to show Myanmar movies in those countries. It is also needed to transform into digital system from analogue system. Through international cooperation, Myanmar movies can be put on domestic as well as foreign market gaining experience and making profits.

The minister said the nation requires studios of international standards so as to make quality films. Establishment of those studios needs efforts of individuals or groups in cooperation with MMPA. The Information Ministry is also providing assistance within the framework of rules and regulations.

Measures are being taken for enhancing the quality of the motion pictures for improvement of the film industry. Film professionals are to work hard to transform the technique in film production from the analogue system to E-cinema system and D-cinema system. At the same time, it is required to work hard in harmony for improvement of the film projecting system. With the development of the film projecting system, it is needed to modernize and upgrade the present cinemas, he said.
He said that the ministry has laid down the five objectives for the Myanmar Motion Picture Asiayon and film professionals to follow for improvement of the Myanmar film industry. Those five objectives are : (1) To make efforts for development and unity of Myanmar film and video world to ensure soci-economic development of film professionals; (2) To make efforts for technical development in film and video industry; (3) To make efforts for improvement of Myanma film and video standard; (4) To penetrate and find foreign markets for Myanma films and videos and (5) To work hard together with the government to carry out national duties. The minister urged them to uphold the objectives as work guidelines in 2008. He also urged them to implement the 12 objectives for improvement of the film industry which has been laid down since 2005.

Challenges are to be encountered in implementing the objectives, the minister said. He also expressed his belief that all difficulties and challenges can be overcome by implementing the following six steps - (1) to set aim for development of Myanmar film world; (2) to keep a balance between selfish and selfless; (3) to try hard with deligence and (4) with unity; (5) cooperation and (6) patience and tolerance. Film professionals played an active role in the independence struggles, tasks for safeguarding independence, and undertakings for stability of the State, peace and national development. They are now doing their bit in the nation-building tasks, he said, urging them to participate with enthusiasm in the process of the State's seven-step Road Map the government is pursuing for building a peaceful, modern and developed democratic nation.

In conclusion, he urged the Myanmar Motion Picture Asiayon and film artistes to improve the film industry; raise the motion picture standard; help the Myanmar film industry to spread its wings; ensure use of quality film equipment and studios, produce standard movies in cooperation with foreign film industries, improve the film projecting system, and upgrade the present cinemas; preserve and safeguard national cultural heritage, national prestige and character through the arts of film; and join hands with the government and people in striving for emergence of a peaceful, modern and developed nation.

In the list of Academy Award winners, the Best Sound Award went to U Myo Nyunt for his work in ?Taungthaman Thitsa?, the Best Scriptwriter Award to Zaw Myint Oo for his work in ?Taungthaman Thitsa?; the Best Film Editing Award to Zaw Min (Hanthamyay) for his work in ?Hmyawlintchin Myarzwa?; the Best Cinematography Award to Than Nyunt (Pantha) for his work in ?Panpyothudoh Alinkar?, the Best Music Award to Ko Thaw Zin (Lawunein) for his work in ?Panpyothudoh Alinkar?, the Best Supporting Actress Award to May Thinzar Oo for her work in ?Panpyothudoh Alinkar?, the Best Film Award to ?Hmyawlintchin Myarzwa? produced by Nawarat Film Production, the Best Supporting Actor Award to Po Kyaw for his work in ?Hmyawlintchin Myarzwa?, the Best Film Director Award to Maung Myo Min (Yin Dwin Phyit) for his work in ?Hmyawlintchin Myarzwa?, the Best Actress Award to Nandar Hlaing for her work in ?Taungthaman Thitsa? and the Best Actor Award to Yan Aung for his work in ?Gonshein Pyindè Chitchin Theikkhar?.

Afterwards, Minister Brig-Gen Kyaw Hsan presented Academy Awards to the respective winners.

Later, the Academy Award winners for 2006 paid respects to Secretary-1 Lt-Gen Thiha Thura Tin Aung Myint Oo and wife Daw Khin Saw Hnin.

After the ceremony, the Secretary-1, wife and party cordially greeted Academy Award winning film stars and film technicians.

Lt-Gen Myint Swe accepts cash donations for construction of Thanlyin Sasana Beikman

YANGON , 7 Feb - The fourth cash donation presentation ceremony for construction of Thanlyin Maha Atula Thadhamayanthi Sasana Beikman took place at the Beikman in Thanlyin this afternoon.

Lt-Gen Myint Swe of the Ministry of Defence attended the ceremony, accepted cash donations and presented certificates of honour to the wellwishers.

Present on the occasion were Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Hla Htay Win, departmental officials, members of social organizations, donors and guests.

Chairman Comman-der Myat Soe (Navy) (Retd) of Construction Committee for the Beikman briefed Lt-Gen Myint Swe on cash donations and progress in building the Beikman.

Next, Lt-Gen Myint Swe made a speech on matters relating to religious affairs and construction tasks of the Beikman.

Afterwards, Lt-Gen Myint Swe and Commander Maj-Gen Hla Htay Win and officials accepted K 50,863,660 donated by wellwishers and pre-sented certificates of honour to them.

Diplomatic Corps on excursion tour of Inlay, Taunggyi, Pindaya

NAY PYI TAW, 7 Feb - Minister for Foreign Affairs U Nyan Win and wife Daw Myint Myint Soe together with Dean of the Diplomatic Corps Cambodian Ambassador Mr Hul Phany and Ambassadors, Charges d'Affaires, diplomats, resident representatives of UN agencies and their wives visited Inlay, Taunggyi, and Pindaya in Shan State (South) from 5 to 7 February.

On 5 February, they were welcomed at Heho Airport by Deputy Commander of Eastern Command Brig-Gen Win Myint and military officers.

They visited Inlay Lake and observed Sein Thamardi Goldsmith and Silversmith workshop and Shwe Hintha Inlay Textile Industry in the village. After paying homage to PhaungdawU Pagoda, they offered gold foils and donated cash.

On 6 February, after a visit to historic Mwedaw Kakku Pagoda in Taunggyi, they went around the town. Chairman of Shan State Peace and Development Council Commander of Eastern Command Maj-Gen Thaung Aye, the minister and the ambassadors took part in the golf tourney at Ayethayar Golf Course. Next, the commander and wife hosted dinner in honour of the minister and wife and the ambassadors in the evening.

On 7 February morning, they paid homage to ShweUmin Pagoda in Pindaya. In the evening, they were seen off at Heho Airport by the deputy commander and officials.

The diplomatic excursion group arrived back by Tatmadaw aircraft in Yangon at 4.30 pm.

USDA Secretary-General inspects road works

NAY PYI TAW, 6 Feb - Secretary-General U Htay Oo of the Union Solidarity and Develop-ment Association inspected tarmacking of the 3-mile and 1-furlong township-to-township road linking Kyonpyaw and Thaung Village of Yekyi Township on 3 February.

While cordially meeting with townselders of Pyinchyaseik and Thoung villages, the USDA Secretary-General ex-plained rural development tasks, transport and boosting of agricultural produce.

Training workshop on Emergency Preparedness and Disease Control on HPAI control opened

YANGON, 6 Feb-The Training Workshop on Emergency Preparedness and Disease Control on HPAI, jointly organized by the Livestock Breeding and Veterinary Depart-ment and the Food and Agriculture Organization (FAO), was opened at Sedona Hotel on Kaba Aye Pagoda Road here this morning. Deputy Direc-tor-General of LBVD Dr Than Tun and Resident Representative of FAO Mr Tang Zhengping delivered addresses on the occasion.

Training on Emer-gency Preparedness and Disease Control on HPAI will be given to 104 trainees in total from the Livestock Breeding and Veterinary Department, Livestock, Feedstuff and Dairy Enterprise, General Administration Depart-ment, Yangon and Mandalay City Develop-ment Committees and the Myanma Livestock Breeding Federation in 3-day training workshops.

Livestock Breeding and Veterinary Department drew the plan for emergency control of bird flu in 2004. In 2006, expert of FAO Dr David Castellan improved the plan in accordance with the international standards and conditions in Myanmar in cooperation with departments and organizations concerned in Myanmar .

It is learnt that the experts of FAO will improve the above plan again based on discussions made by the training workshop.

Union Day delegates arrive Nay Pyi Taw

NAY PYI TAW, 7 Feb - Delegates from Shan State (East), Shan State (South), Shan State (North), Rakhine State and Magway Division arrived here today to attend the 61st Anniversary Union Day Celebration.

Officials of the 61st Union Day Accommodation Sub-committee welcomed them at Ywahtaw Station, Nay Pyi Taw Airport and Transit Centre No 7 and transported them to hostels.

The celebration will be held at the City Hall in Nay Pyi Taw on 12 February.
