and Chairman of Taninthayi Division Peace and Development Council Commander of
Coastal Region Command Maj-Gen Khin Zaw Oo made supplementary reports.
After hearing reports, the Prime Minister gave necessary
instructions and inspected the runway.
Next, the Prime Minister met with district and township level
departmental officials from Dawei District, Dawei, Laung-lon, Yebyu,
At the meeting, Chairman of Dawei District PDC U Soe Min gave
accounts of area and population of the district, food sufficiency in the region,
cultivation of 27,743 acres of oil palm, 67,264 acres of rubber, 15,208 acres of
pepper and 7,356 acres of physic nut plants, production of marine products,
progress of transport, education and health and requirements for regional
development.
Commander Maj-Gen Khin Zaw Oo explained conditions for food
sufficiency in the region, arrangements for cultivation of oil palm, rubber and
pepper and plans for progress of transport.
Prime Minister General Thein Sein explained his purpose to visit
Taninthayi Division. He said Taninthayi Division is a coastal region blessed
with land, water, mineral and forest resources.
He said we can get fish, prawn and other marine resourses from
the sea and fish and prawn breeding can be undertaken widely. At one time, Dawei
region was famous for mineral deposits.
He said it is a fertile region for cultivation of rubber, pepper
and oil palm. However, natural resources could not fully be utilized because of
lack of stability and peace and security in the region and poor transport, he
said.
He quoted the Head of State saying that Taninthayi Division is
rich in natural resources for both nation and its people. If local people work
hard, the division will become one on which the State relies. Therefore he
provided necessary assistance to the region.
He said the government made efforts for ensuring peace and
tranquillity in the region, security and prevalence of law and order.
Administrative power existed in the border areas due to the government's
endeavours. Now peace has been restored in almost all regions, he said.
He said priority was given to better transport, the basic
necessity for development. In 1998 over 100-mile Ye-Dawei Railroad was opened.
Moreover, 400-mile
Everyone can witness the road built through the various hills and
creeks from the north Putao to the south Kawthoung. In addition, for smooth air
transport Dawei, Myeik and Kawthoung airports have been upgraded and extended
and the new
At the same time, encouragement has been given to grow oil palm,
rubber and pepper suitable to the soil condition of the region on a commercial
scale. Taninthayi Division has been targeted to become a oil bowl by being
assigned duties to grow 500,000 acres of oil palm. And now the private
entrepreneurs have cultivated nearly 200,000 acres of oil palm.
Similarly, more than 170,000 acres of rubber have been grown
against the target of over 200,000 acres. As the national economy still depends
on agriculture, the government is placing emphasis on boosting agricultural
production. Moreover, encouragement is being given to improve the agriculture
sector in respective states and divisions, to grow new crop items and to ensure
regional sufficiency in food. For the extension of water supply tasks, 208 dam
projects, 305 river water pumping projects and 1023 underground water tapping
projects have been undertaken. As a result, irrigated acreage has reached 5
million, up from 1.4 million in 1988. The sown acreage of crops has also
increased by 162 per cent. Paddy cultivation acreage has also
increased from 12 million to 20 million and 1500 million baskets of paddy can be
produced not only for self-sufficiency but also for surplus. Encouragement has
been given to boost rice production in respective states and divisions. As
Taninthayi Division has become self-sufficient in rice, districts and townships
concerned are to make more effort for rice production.
As the division is able to improve its agricultural, marine and
mineral sectors, the economy of the local people as well as per capita income
will increase. The State on its part will provide necessary assistance.
Infrastructures are being built for the improvement of education and health
sectors of the division in order to nurture educated people and human resources.
A total of 40553 schools have been opened, the number of students
has increased from 5.2 million to 7.8 million. Likewise, universities have been
upgraded and as a result, there are now 156 universities and colleges, up from
32. From 1998 to date, over 1.36 million students have been graduated.
In Taninthayi Division, the number of basic education schools has
reached 1137, up from 962 and two art and science universities, two
technological universities, two computer universities and one education college
have been opened.
The State is also opening and upgrading hospitals and
dispensaries with the objective of ensuring full life expectancy of the all
citizens. And there are now 839 hospitals and 16 medical universities across the
country. In Taninthayi Division alone, there are two 200-bed hospitals, one
100-bed hospital, three 50-bed hospitals, two 25-bed hospitals and eighteen
16-bed hospitals. Above-mentioned infrastructures have been built by the State
itself for the national development.
The State is striving for the equitable development all states
and divisions of the country. In striving for the development of the State in
various aspects, it is not possible for the government alone to take the
responsibility and the cooperation of the State, the people and the Tatmadaw is
needed.
While the government is steadfastly striving for discharging
duties of the State, all the national people are to join hands with the
government in the tasks. In building the discipline-flourishing democratic
nation, the seven-step Road Map is being realized step by step, and so far the
implementation task has reached the fourth step.
In coming May, the National Referendum will be held, and the
constitution will be approved in accord with the wishes of the most people. In
the year of 2010, the multi-party democracy election will be held in line with
the approved constitution. Emergence of the Constitution for the new nation is
the duty of all citizens of the country. The draft constitution was formulated
by all the national people in accord with the fundamental principles and
detailed basic principles that the National Convention has adopted. The national
people residing in States and Divisions are to vote for the draft constitution
that is essential for the new nation. Today's people are not those in 1988, and
they have a wide scope of knowledge, realizing constructive and destructive
acts.
In conclusion, the Prime Minister said that the future of the
State depends upon the decisions of the people who have the patriotic spirit or
the Union Spirit.
The Prime Minister presented uniforms, exercise books and
stationery to members of Dawei District Union Solidarity and Development
Association, Dawei District Women's Affairs Organization, Dawei District
