Also present were CEC members of the USDA, guests, course in-charge Lt-Col Khin Win and supervisor officers and trainees.

Secretary-General of the USDA U Htay Oo delivered an address. He said based on youths with strong belief and correct conviction and genuine patriotism the USDA was formed to participate in the national development tasks and efforts for stability of the State in cooperation with the people. USDA members are to organize the people to take part in community welfare services, he said.

In reminiscence, the association was formed 13 years ago when lawless situations in the nation were restored as there reigned anarchism due to the instigation of certain organizations and individuals that were desirous of grabbing the State power through short cut and were advocating democracy and human rights. According to the present developments in the country, active participation of the people in the nation-building tasks is the actual necessity. The USDA was formed in order to establish a new nation, he said.

He spoke of the need for USDA members to ensure the participation of USDA in the nation-building task reviewing the lofty aims, fundamental principles and attitudes of the association and history of the past, the present and the future and international situations.

It is heartening to note that the association lays down future programmes every year to participate in the nation-building tasks as a national force.

Tasks based on the future programmes were implemented in various parts of the country. Altogether 24 million USDA members hand in hand with other social organizations of the same belief and aims are taking part in the national endeavours, he added.

The increasing number of the USDA members need qualifications to serve the interest of the people. This is why the members are being trained to be qualified ones, he said.

Nowadays, the government, the Tatmadaw and the people are making endeavours for the emergence of a new discipline-flourishing democratic nation.

As is known to all, any buildings will not last longer without firm foundations. Therefore, efforts are being made for stability of the State, strong economy of the State and human resource development. Achievements have been made due to the correct policy and practical efforts with goodwill and there is now peace and stability and progress in the nation, he said.

USDA members are to participate in the 24 special regions project, border areas development project and rural development project with greater momentum, he added. He said national people have been living in unity in the country for years countable by the thousand. Only when efforts based on patriotism are to be made for the nation and the people will the success be achieved.

As the seven-step Road Map of the State is being implemented, all the members of the association are to take part in it in cooperation with the people for its success. Today's changes and developments of the State are due to the efforts of the people and the government.

However, some internal and external organizations, are ignoring the prevailing conditions, exaggerating Myanmar affairs and inventing fabricated news. And they are instigating to cause unrest in the country under the pretext of social and economic matters of Myanmar . So, all the people are to be aware of that, the Secretary-General said. Moreover, some big powers are trying to put various kinds of pressure on Myanmar and incite the people to have anti-government sentiment in order to cause instability of the State. Myanmar had to face tragic and bitter experiences in 1988 due to the instigation under democracy and human rights pretext. But some are attempting to incite public unrest again instead of taking lessons in 1988. Now is the time when Myanmar is developing significantly as the market-oriented system has been adopted. State-owned factories, workshops and shops have become private-owned ones. He noted if there caused instability of the State, such facilities would be destroyed and thus thriving national economy would be stagnant. Therefore, it is important to convince the people of the goodwill efforts of the government.

In conclusion, all the trainees are to serve the interest of the people though application of experiences gained from the course, to try to ensure the ever-flourishing of patriotism, to actively participate in nation-building tasks in accord with the future work programmes of the association and to take part in the successful implementation of the seven-step Road Map in collaboration with the people.
