YANGON, 10 Dec — At the invitation of Prime Minister Dato’ Seri Abdullah bin Haji Ahmad Badawi of Malaysia, Prime Minister of the Union of Myanmar General Soe Win left here by special flight for Kuala Lumpur this noon to attend the 11th ASEAN Summit, the Summit of 2nd Cambodia-Laos-Myanmar-Vietnam, the ASEAN+3 Summit, the Summit of ASEAN Heads of State/Government and Heads of State/Government of the People’s Republic of China, Japan and the Republic of Korea, the ASEAN-India Summit, the ASEAN-Russia Summit and the1st East Asia Summit to be held in Kuala Lumpur.

The Myanmar delegation led by Prime Minister General Soe Win was seen off at Yangon International Airport by Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe, Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Maung Aye, Member of the State Peace and Development Council General Thura Shwe Mann of the Ministry of Defence, Members of the State Peace and Development Council, the Commander-in-Chief (Navy), the Commander-in-Chief (Air), the Chairman of Yangon Division PDC Yangon Command Commander, the Ministers, the Senior Military Officials, Charge d’ Affaires ai of the Embassy of Malaysia Mr Rizany Irwan Bin Muhamad Mazlan and embassy staff, departmental heads and officials.

Prime Minister General Soe Win was accompanied by Chairman of Civil Service Selection and Training Board Dr Than Nyun, Deputy Minister for National Planning and Economic Development Col Thurein Zaw, Director-General of SPDC Office Col Kyaw Kyaw Win, Director-General Thura U Aung Htet of the Protocol Department under the Ministry of Foreign Affairs and departmental heads.

Minister for Foreign Affairs U Nyan Win and Minister for National Planning and Economic Development U Soe Tha left for Kuala Lumpur in advance on 8 December to attend the Ministerial Meetings of ASEAN Foreign Ministers and ASEAN Economic Ministers that were held prior to the Summit .

Vice-Senior General Maung Aye welcomes back Prime Minister General Soe Win on return from ASEAN Summits

Prime Minister General Soe Win attends 2nd Cambodia-Laos-Myanmar-Vietnam Summit

YANGON, 15 Dec — Prime Minister of the Union of Myanmar General Soe Win attended the 2nd Cambodia-Laos-Myanmar-Vietnam Summit that commenced at Room Nos 302-303 on the third floor of Kuala Lumpur Convention Centre in Kuala Lumpur of Malaysia at 3.50 pm on 11 December.

Also present at the summit were Prime Minister of Cambodia Mr Samdech Hun Sen, Prime Minister of the Lao People’s Democratic Republic Mr Bounnhang Vorachith, Prime Minister of the Socialist Republic of Vietnam Mr Phan Van Khai, Minister for Foreign Affairs of the Union of Myanmar U Nyan Win, Minister for National Planning and Economic Development U Soe Tha, Deputy Minister Col Thurein Zaw, Myanmar Ambassador to Malaysia U Myint Aung, Myanmar Ambassador to the Philippines U Thaung Tun, Director-General Col Kyaw Kyaw Win of the State Peace and Development Council Office, departmental heads, Ministers for Foreign Affairs, Ministers for Economy, senior officers and officials of the Cambodia, Laos and Vietnam.

Next, the 2nd Cambodia-Laos-Myanmar-Vietnam Summit followed.

They took part in the discussions on the Joint Statement of the Second CLMV Summit, and the Plan of Action to Implement the Vientiane Declaration on Enhancing Economic Cooperation and Integration Among Cambodia, Laos , Myanmar and Vietnam issued on 28 November 2004. After the discussions, they declared the joint statement, and the plan of action.

Exchange of visits among Heads of State of CLMV for promotion of friendly relations, implementation of integrated plans/joint plans between the two countries for realizing the Vientiane Declaration, and setting up of task forces were included in the joint statement.

The short- and long-term plans are to be laid down and implemented for development of the trade and investment sector, the human resources sector, the energy sector, the transport sector, the agricultural sector, the industrial development sector, the enhancement of tourism industry sector, and the information and communication technology sector in the economic cooperation and integrated future task of CLMV countries. Furthermore, each of the CLMV countries is to lead two sectors. In this regard, Myanmar will lead in the agriculture sector and the industrial development sector.

After the summit, the Prime Minister and party viewed round the booth of Myanmar at the East Asia Business Exhibition 2005 on the ground floor of Kuala Lumpur Convention Centre. In-charge of the booth Deputy Director U Ko Ko Lay of the Ministry of Commerce, CEC member of Union of Myanmar Federation of Chambers of Commerce and Industry U Tun Aung and U Kyaw Thein and officials explained display of the booth at the exhibition to the Prime Minister and party.

Prime Minister General Soe Win attends Informal Working Dinner of ASEAN

YANGON, 15 Dec — Prime Minister of the Union of Myanmar General Soe Win on 11 December attended the Informal Working Dinner of the leaders of ASEAN nations at Mandarin Oriental Hotel in Kuala Lumpur , Malaysia .

Also present at the dinner were Bruneian King Sultan Haji Hassanal Bolkiah Muizzadin Waddaulah, Cambodian Prime Minister Mr Samdech Hun Sen, Indonesian President Mr Susilo Bambang Yudhoyono, Laotian Prime Minister Mr Bounnhang Vorachith, Malaysian Prime Minister Dato’ Seri Abdullah bin Haji Ahmad Badawi, Philippine President Mrs Gloria Macapagal Arroyo, Singaporean Prime Minister Mr Lee Hsein Loong, Thai Prime Minister Dr Thaksin Shinawatra and Vietnamese Prime Minister Mr Phan Van Khai.

First, Malaysian Prime Minister Dato’ Seri Abdullah bin Haji Ahmad Badawi extended greetings.

At the dinner, Mr Ong Keng Yong briefed on tasks of ASEAN had carried out in a year. Prime Minister General Soe Win briefed on reconvening of National Convention and developments in Myanmar .

Leaders from the 10 member states of ASEAN also discussed matters on drafting the charter of ASEAN and greater cooperation among the members.

Prime Minister General Soe Win meets his Singaporean counterpart

YANGON, 15 Dec — Prime Minister General Soe Win met Singa-porean Prime Minister Mr Lee Hsien Loong at Ballroom-1 of Kuala Lumpur Convention Centre in Malaysia at 2:30 pm on 11 December and exchanged the views on cooperation between the two countries.

Myanmar extends relations with international communities  Prime Minister arrives Kuala Lumpur

YANGON, 15 Dec — At the invitation of Malaysian Prime Minister Dato Seri Abdullah Ahmed Badawi, Prime Minister General Soe Win, together with Civil Service Selection and Training Board Chairman Dr Than Nyun, Deputy Minister for National Planning and Economic Development Col Thurein Zaw, Director-General of the State Peace and Development Council Office Col Kyaw Kyaw Win and departmental heads, arrived at Kuala Lumpur International Airport at 5:30 pm local time on 10 December to attend the 11th ASEAN Summit, the 2nd Cambodia-Laos-Myanmar-Vietnam Summit, other related summits, and the 1st East Asia Summit to be held in Kuala Lumpur, Malaysia.

The Prime Minister and party were welcomed at the airport by Minister for National Planning and Economic Development U Soe Tha who arrived there in advance, Myanmar Ambassador to Malaysia U Myint Aung, Deputy Head Datin Paduka Halinmah Abdulah of Protocol Department, Malaysian Foreign Affairs Ministry, Malaysian Health Minister YB Dato Dr Chua Soi Lek. Afterwards, they took the salute of the Guard of Honour. Next, a girl from Myanmar Embassy presented bouquet to the Prime Minister. Wife of the Myanmar Ambassador Daw Aye Aye Maw, Military Attache Brig-Gen Soe Htay and wife Daw Aye Aye Thin, embassy staff and their families paid respect to the Prime Minister.

After taking a rest at the special lounge at the airport, the Prime Minister and party proceeded to Mandarin Oriental Hotel. At the hotel, the Prime Minister and party were welcomed by Minister for Foreign Affairs U Nyan Win, Myanmar merchants and the Union of Myanmar Federation of Chambers of Commerce and Industry President U Win Myint and CEC members who arrived there in advance to attend the ASEAN Investment meeting, East Asia Economic Fair and meetings to be held in Kuala Lumpur.

The Prime Minister and party went to the residence of Myanmar Ambassador to Malaysia at 8 pm and met with the ambassador and wife, the military attache and wife, embassy staff and their families. The Prime Minister gave a speech and in his speech, he said that efforts are being made for emergence of a peaceful, modern and developed nation under the leadership of Head of the State Senior General Than Shwe.

As a result of good leadership and implementations, taking measures with goodwill, the improvement of skills in the respective tasks, the active cooperation of NGOs and the entire people, momentum gained for the development of the country together with the emergence of the infrastructures sector-wise including State’s security, stability, education, health and economy.

Myanmar , on its own part, is to carry on work continuously to reach the goal in accord with the State’s Seven-Point Road Map, the Prime Minister said.

In the international spheres, Myanmar 's relation with world countries as well as countries in the region has improved. Based on the prestige and sovereignty of the nation, relations with international communities have been extended. Embassy staff are the ones serving the interests of the nation together with the government and thus staff are to discharge their duties with the spirit of taking pride in the nation and cherishing the motherland while steadfastly holding the objectives of the State. Myanmar opposes any type of terrorism, will join hands with international communities  as well as regional countries to combat terrorists

YANGON, 16 Dec — Prime Minister of the Union of Myanmar General Soe Win attended the 11th ASEAN Summit, the 9th Summits of ASEAN Heads of State/Government and Heads of State/Government of the People’s Republic of China, Japan and the Republic of Korea, and the 9th Summit of ASEAN Heads of State/Government and the Premier of the State Council of the People’s Republic of China at Kuala Lumpur Convention Centre in Kuala Lumpur, Malaysia, on 12 December, and signed the declarations of Kuala Lumpur.

At 8.15 am, Heads of State/Government of ASEAN countries including Myanmar arrived at the Kuala Lumpur Convention Centre where the 11th ASEAN Summit would be held, Malaysian Prime Minister Dato’ Seri Abhullah bin Haji Ahmad Badawi welcomed them.

Before the Summit , Heads of State/Government of ASEAN countries had documentary photo taken.

The Summit commenced at 8.30 am. The Malaysian Prime Minister presided over the Summit . In his speech, the Malaysian Prime Minister said that it will be a landmark to draw the ASEAN Charter. He stressed the need to implement the ASEAN Vision 2020 for successful establishment of the ASEAN society. He explained his views on combating terrorist problem, prevention against avian influenza, peaceful resolution of the Korean Peninsula , sufficiency of energy sector, realization of the vision of Iraq and Palestine , and emergence of an international trade system.

The Prime Minister of the Union of Myanmar delivered an address, saying that Myanmar opposes any type of terrorism, and will join hands with international communities as well as regional countries to combat the terrorism.

He invited those wishing to put investment for sufficiency of the energy sector as Myanmar is rich in natural energy resources. He said that it is necessary to cooperate with investors in the tasks concerning production of substitute fuel, use of more CNG vehicles, transfer of ICT technology, and prevention against natural disasters.

Afterwards, the participants of the Summit exchanged views on setting up the ASEAN youth Friendship Association, flow of more investment into ASEAN region, efforts to be made for practising of the open sky system in the transport sector of ASEAN region, and cooperation in combating and solving problem of terrorism, outbreak of avian flu epidemics, and sufficiency of energy. The summit went to recess.

At 9.30 am, officials of the ASEAN Business and Advisory Council submitted matters related to economic conditions of ASEAN countries to Heads of State/Government of ASEAN countries at Conference Hall-2. Officials of the ASEAN Civil Society also briefed them on social situation of the ASEAN countries.

Next, the Summit resumed. Heads of State/Government of ASEAN countries discussed and approved matters concerning the Asia Bond Market, the Vientiane Action Programme, and drawing of the ASEAN Charter.

A ceremony to sign the Kuala Lumpur Declaration on the Establishment of the ASEAN Charter was held at the Plenary Theatre on the third floor of the Kuala Lumpur Convention Centre. The Malaysian Prime Minister handed over the documents on the declaration to the ASEAN Secretary-General Prime Minister General Soe Win and Heads of State/Government of ASEAN countries signed the declaration.

At 1 pm, ASEAN Heads of State/Government and Heads of State/Government of the People’s Republic of China , Japan and the Republic of Korea attended a working luncheon at Room 304-305 on the third floor.

After the working luncheon, the 9th ASEAN+3 Summit was held at Conference Hall-2. It was attended by ASEAN Heads of State/Government, Premier of the State Council of the People’s Republic of China Mr Wen Jiabao, Japanese Prime Minister

Junichiro Koizumi, President of the Republic of Korea Mr Roh Moo Hyun and ASEAN Secretary-General Mr Ong Keng Yong. First, they posed for documentary photos. Afterwards, the summit launched.

All the participants exchanged views on cooperation of ASEAN with China, Japan and Korea in solving international terrorist problems, the ASEAN+3 to become the main strength for the emergence of East Asian Organization, narrowing of the gap in the region, extension of cooperation sector, flow of investment into ASEAN countries, prevention against natural disasters, combating trans-national crimes, security of energy sector, flourishing of Asia Bond Market, transfer of technology, and establishment of East Asian Organization. The Summit was adjourned at 4.20 pm.

A ceremony to sign the Kuala Lumpur Declaration on the ASEAN+3 Summit was held at Plenary Theatre on the third floor of Kuala Lumpur Convention Centre. ASEAN Heads of State/Government and Heads of State/Government of the People’s Republic of China , Japan and the Republic of Korea signed the declaration. The Malaysian Prime Minister handed over the documents on the declaration to the ASEAN Secretary-General. Next, they posed for the documentary photo.

Next, the 9th Summit of ASEAN Heads of State/Government and the Premier of State Council of the People’s Republic of China followed at the Conference Hall 2 at 5 pm. It was attended by Heads of State/Government and Premier Mr Wen Jiabao of State Council of the People’s Republic of China , and ASEAN Secretary-General Mr Ong Keng Yong.

In his discussion, Chinese Premier Mr Wen Jiabao said that China has fixed an allocation of 10 billion US dollars for ASEAN-China cooperation in energy, transport, culture, public health care and tourism sectors, more investment of Chinese entrepreneurs in ASEAN region, and giving special privileges for purchasing Chinese exports on credit to developing countries, apart from the ongoing five sectors. And one-third of it will go to ASEAN nations, he said.

Next, heads of state/government of ASEAN countries exchanged views about the proposal for the offer of the establishment of China-ASEAN Super Highway ICT, and passed a resolution to hold a summit to mark the 15th Anniversary of ASEAN-China ties.

Prime Minister General Soe Win meets Malaysian counterpart

YANGON, 16 DEC — Prime Minister of the Union of Myanmar General Soe Win met Malaysian Prime Minister Dato’ Seri Abdullah bin Haji Ahmad Badawi at Board Room on the third floor of Kuala Lumpur Convention Centre in Malaysia at 6.50 pm on 12 December and held cordial discussions on mutual interest between the two countries.

YANGON, 17 Dec — Prime Minister General Soe Win attended Gala Dinner hosted by Prime Minister of Malaysia Dato’ Seri Abhullah bin Haji Ahmad Badawi at the Grand Ballroom of Mandarin Oriental Hotel in Kuala Lumpur on 13 December.

Prime Minister General Soe Win and party leave Kuala Lumpur of Malaysia

YANGON, 18 Dec — Prime Minister of the Union of Myanmar General Soe Win and party arrived at Kuala Lumpur International Airport from Mandarin Oriental Hotel by car at 1.15 pm on 15 December to return home.

Prime Minister General Soe Win and party were met at the airport by Minister at the Prime Minister’s Department of Malaysia Dato’ Seri Mohamed Nazri Aziz, Deputy Head Datin Paduka Halinmah Abhulah of Protocol Department of the Malaysian Minister of Foreign Affairs, and senior officers.

At the lounge of the airport, Prime Minister General Soe Win and party cordially conversed with Minister Dato’ Seri Mohamed Nazri Aziz and party.

When Prime Minister General Soe Win and party proceeded to the special aircraft, Myanmar Ambassador to Malaysia U Myint Aung and wife, Military Attaché Brig-Gen Soe Htay and wife, staff of the Myanmar Embassy and the Military Attaché’s Office saw off them.

The Guard of Honour saluted the Prime Minister and party.

After that, Prime Minister General Soe Win and party greeted those present and left there by special aircraft, and arrived back here in the evening.

Prime Minister General Soe Win attends 1st East Asia Summit

YANGON, 18 Dec — Prime Minister of the Union of Myanmar General Soe Win attended the 1st East Asia Summit at Conference Hall 2 on the third floor of Kuala Lumpur Convention Centre in Kuala Lumpur in Malaysia on 14 December morning, and signed the Kuala Lumpur Declaration on East Asia Summit.

At 8.45 am, Heads of State/Government of East Asia countries including Myanmar arrived at KL Convention Centre to attend the 1st East Asia Summit. They were welcomed there by Malaysian Prime Minister Dato’ Seri Abduallah bin Haji Ahmad Badawi.

Before the summit, they had a documentary photo taken. Next, the 1st East Asia Summit kicked off. It was attended by Sultan of Brunei Sultan Haji Hassanal Bolkiah Muizzadin Waddaulah, Prime Minister Mr Samdech Hun Sen of Cambodia, President Mr Susilo Bambang Yudhoyono of Indonesia, Prime Minister Mr Bounnhang Vorachith of the Lao People’s Democratic Republic, Prime Minister Dato’ Seri Abhullah bin Haji Ahmad Badawi of Malaysia, President Mrs Gloria Macapagal Arroyo of the Philippines, Prime Minister Mr Lee Hsein Loong of Singapore, Thai Prime Minister Dr Thaksin Shinawatra, and Prime Minister Mr Phan Van Khai of the Socialist Republic of Vietnam, Prime Minister of Australia Mr John Howard, Premier of the People’s Republic of China Mr Wen Jiabao, Prime Minister of India Dr Manmohan Singh, Prime Minister of Japan Mr Junichiro Koizumi, President of the Republic of Korea Mr Roh Moo Hyun, Prime Minister of New Zealand Mr Helen Clark, and ASEAN Secretary-General Mr Ong Keng Yong.

Minister for Foreign Affairs U Nyan Win, Minister for National Planning and Economic Development U Soe Tha, Chairman of Civil Service Selection and Training Board Dr Than Nyun, Deputy Minister for NPED Col Thurein Zaw, Myanmar Ambassador to Malaysia U Myint Aung, the ministers, the deputy ministers and senior officers of East Asian countries observed the summit from Conference Hall 3 and Plenary Hall 1.

First, the Malaysian Prime Minister who presided over the summit delivered an address at the 1st East Asia Summit. Next, President of the Russian Federation Mr Vladimir V Putin attended the summit as the guest of the host country.

After the Russian President had left, the First East Asia Summit continued.

At the summit, they exchanged views on prevention against avian flu, combating terrorism, ensuring maritime safety, removal of barrier in trade and investment, and establishment of East Asian Society.

Heads of State/Government of East Asian countries signed the Kuala Lumpur Declaration on East Asia Summit at the Plenary Theatre of KL Convention Centre. Afterwards, the Malaysian Prime Minister handed over the notes of declaration to the ASEAN Secretary-General. Later, they posed for the documentary photo.

YANGON, 18 Dec — Prime Minister General Soe Win met Premier of the People’s Republic of China Mr Wen Jiabao at the hall on the second floor of Prince Hotel in Kuala Lumpur on 14 December.

China tries to strengthen the bilateral relations in all situations in the international front.

Premier Mr Wen Jiabao said Sino-Myanmar goodwill relation has steadily improved and bilateral cooperation in various sectors is progressing.

He said goodwill relation with Myanmar is an important part of foreign policy of China and he tried to strengthen the bilateral relations in all situations in the international front.

He thanked Myanmar for her support of one-China policy and the policy of unification of China . He said his government would give impetus to the respective departments for early completion of Paunglaung Phase-2 Hydel power project and purchase of drilling machines.

Prime Minister General Soe Win said that he thanked China for constant and firm stand on Myanmar in international front. Myanmar would stand together with China based on Paukphaw friendship and it would never change its stance on one-China policy, he stressed. The two prime ministers discussed mutual interest on bilateral trade, investment and cooperation in energy sector, cooperation in border area management and promoting measures on drug control at border area, state and the State levels.

YANGON, 18 Dec — Prime Minister of the Union of Myanmar General Soe Win met Indonesian President Mr Susilo Bambang Yudhoyono at the Ballroom 1 on the third floor of Kuala Lumpur Convention Centre, Malaysia, at 1 pm on 14 December, and they exchanged views on mutual benefits between the two countries.

YANGON, 18 Dec — Prime Minister of the Union of Myanmar General Soe Win met Indian Prime Minister Dr Manmohan Singh at No 2621, Mandarin Oriental Hotel in Kuala Lumpur, Malaysia, at 3.30 pm on 14 December, and they discussed matters relating to friendship and cooperation be-tween the two countries.

Minister U Nyan Win attends Foreign Ministers Meetings, signs treaties

YANGON, 18 Dec — Minister for Foreign Affairs U Nyan Win, who accompanied Prime Minister General Soe Win, attended the informal dinner of ASEAN Ministers for Foreign Affairs at Kuala Lumpur Convention Centre in Kuala Lumpur on 8 December evening.

On 9 December, Minister U Nyan Win attended the ASEAN Foreign Ministers Meeting, and the ASEAN-China, ASEAN-Japan, ASEAN-Korea, and ASEAN-India Foriegn Ministers Meetings. On 10 December, he also joined the ASEAN-Russian Federation Foreign Ministers’ Preparatory Meeting.

While in Malaysia , Minister U Nyan Win met with Foriegn Affairs Ministers of the People’s Republic of China , Australia , Japan and Malaysia , and discussed bilateral cooperation matters.

On 9 December, Minister U Nyan Win attended the ASEAN+3 Foreign Ministers’ working luncheon. Next, he attended the luncheon of Foreign Ministers of East Asian Summit on 10 December.

In the afternoon, Minister U Nyan Win attended the agreements signing ceremony and signed the ASEAN-Russia Agreement on Economic and Deve-lopment Cooperation, the Investment of Extension of the Treaty of Amity and Cooperation in Southeast Asia , the Instructment of Ac-cession to the Treaty of Amity and Cooperation.

Minister U Soe Tha attends ASEAN Economic Ministers Meeting, signs agreements

YANGON, 18 Dec — Minister for National Planning and Economic Development U Soe Tha, who accompanied Prime Minister of the Union of Myanmar General Soe Win, attended the Informal Meeting of ASEAN Economic Ministers at Kuala Lumpur Convention Centre in Kuala Lumpur, Malaysia, at 5 pm on 8 December.

Minister U Soe Tha attended the ASEAN Economic Ministers Meeting at KL Centre on 9 December morning, and met with the Minister of Economic, Trade and Industry of Japan, the Indian Minister of Commerce and Industry, and the Korean Minister of Economic and Commerce in the afternoon.

Afterwards, Minister U Soe Tha signed the ASEAN Agreement to Establish and Implement the ASEAN Single Window, the Agreement on ASEAN Harmonized Electronic and Electrical Equipment (EEE) Regulatory Regime, the ASEAN Mutual Recognition Agreement on Engineering Services, the Agreement on Trade in Goods under the Framework Agreement on Comprehensive Economic Cooperation among the ASEAN and the Republic of Korea, and the Agreement on Dispute Settlement Mechanism under the Framework Agreement on Comprehensive Economic Cooperation among the Association of Southeast Asian Nations and the Republic of Korea.

On 10 December morning, Minister U Soe Tha attended the ceremony to open the ASEAN Business and Investment Summit at Shangri-La Hotel. At 3 pm, the minister attended the opening ceremony of the East Asia Business Exhibition 2005 at KL Convention Centre and viewed round the booths including the booth of Myanmar .
