၂၀၁၇ ခုနှစ်၊ ဩဂုတ်လ ၂၅ ရက်တွင် ရခိုင်ပြည်နယ်မြောက်ပိုင်း၌ ဖြစ်ပွားခဲ့သည့် ဖြစ်စဉ်များနှင့်ပတ်သက်၍ နိုင်ငံအချို့က ကြေညာချက်များ၊ ထုတ်ပြန်ပြောကြားချက်များ၊ လူမှုကွန်ရက်မီဒီယာများအပါအဝင် သတင်းဖော်ပြချက်များ ပြုလုပ်ခဲ့သည်။
ရခိုင်ပြည်နယ်မြောက်ပိုင်း၌ ဖြစ်ပွားခဲ့သည့် နောက်ဆက်တွဲ ဖြစ်စဉ်များသည် အာဆာ အကြမ်းဖက်အဖွဲ့၏ တစ်ပြိုင်နက်တည်း အကွက်ချ ကြိုတင်စီစဉ် စတင်တိုက်ခိုက်ခဲ့ခြင်းကြောင့် ဖြစ်ပေါ်လာရခြင်း ဆိုသည့်အချက်ကို အဆိုပါ ကြေညာချက်များနှင့် ထုတ်ပြန်ပြောကြားချက်များတွင် အသိအမှတ်ပြုရန် ပျက်ကွက်လျက်ရှိသည်။
ဖြစ်စဉ်အမှန်မှာ ၂၀၁၆ ခုနှစ် အောက်တိုဘာလနှင့် နိုဝင်ဘာလများတွင် အာဆာ အကြမ်းဖက်များက ရခိုင်ပြည်နယ်မြောက်ပိုင်း၌ အကြမ်းဖက်တိုက်ခိုက်မှုများ ကနဦး ကျူးလွန်ခဲ့ပြီး ယင်းဖြစ်စဉ်များအတွင်း လုံခြုံရေးတပ်ဖွဲ့ဝင်များနှင့် အရပ်သားများ အသက်ဆုံးရှုံးခဲ့ရသည်။
၂၀၁၇ ခုနှစ်၊ ဩဂုတ်လ ၂၅ ရက်တွင် အာဆာ အကြမ်းဖက်များက ရခိုင်ပြည်နယ် မြောက်ပိုင်းရှိ လုံခြုံရေးစခန်း ၃၀ နှင့် တပ်ရင်းဌာနချုပ်တစ်ခုတို့ကို တစ်ပြိုင်နက်တည်း အကွက်ချ တိုက်ခိုက်ခဲ့ခြင်းကြောင့် မြန်မာလုံခြုံရေး တပ်ဖွဲ့ဝင်များ၊ အစိုးရဝန်ထမ်းများနှင့် အပြစ်မဲ့ပြည်သူများ အသက်ဆုံးရှုံးခဲ့ရပြီး အများအပြား ထိခိုက်ဒဏ်ရာ ရရှိခဲ့သည်။
သို့သော် ကမ္ဘာ့နိုင်ငံအချို့က အာဆာ အကြမ်းဖက်များ၏ ရက်စက်ကြမ်းကြုတ်သော လုပ်ရပ်များကို လျစ်လျူရှုထားကြောင်း တွေ့ရှိရသည်။ အကြမ်းဖက်မှု၏ အသွင်သဏ္ဍာန်မျိုးစုံနှင့် လုပ်ရပ်များအားလုံးကို ရှုတ်ချသင့်သည်။
အာဆာ အကြမ်းဖက်များ၏ အကြမ်းဖက်တိုက်ခိုက်မှုများ၊ ၎င်းတို့၏ အစွန်းရောက် အကြမ်းဖက်ဝါဒဖြင့် ခြိမ်းခြောက်မှုများ လုပ်ဆောင်မှုတို့ကြောင့် ဒေသခံတိုင်းရင်းသားများက အခြားမြို့ရွာများသို့လည်းကောင်း၊ ရခိုင်ပြည်နယ်မြောက်ပိုင်းမှ ဘင်္ဂါလီများက ဘင်္ဂလားဒေ့ရှ်နိုင်ငံသို့လည်းကောင်း နေရပ်စွန့်ခွာမှုများ ဖြစ်ပေါ်ခဲ့ခြင်းဖြစ်သည်။ ထို့ကြောင့် ဖြစ်စဉ်များ၏ အရင်းခံအကြောင်းတရားများနှင့် မြေပြင်ပကတိ အခြေအနေမှန်များကိုလည်း လျစ်လျူရှုကာ မြန်မာနိုင်ငံ၏ ပုံရိပ်နှင့်ဂုဏ်သိက္ခာ ကျဆင်းအောင် လုပ်ဆောင်မှုများ မပြုသင့်ကြောင်း အလေးထားဖော်ပြလိုသည်။
မြန်မာနိုင်ငံသည် အချုပ်အခြာအာဏာပိုင်နိုင်ငံဖြစ်သည့် အားလျော်စွာ မိမိနိုင်ငံအား ကာကွယ်ပိုင်ခွင့်နှင့် နိုင်ငံနှင့်လူမျိုးအပေါ် ကျူးလွန်သည့် အကြမ်းဖက်တိုက်ခိုက်မှုများကို တုံ့ပြန် ဆောင်ရွက်ပိုင်ခွင့်ရှိသည်။ ထို့ပြင် အကြမ်းဖက်တိုက်ခိုက်မှုများအား တုံ့ပြန်ရာတွင် မြန်မာလုံခြုံရေးတပ်ဖွဲ့ဝင်များအနေဖြင့် အပြစ်မဲ့ဒေသခံပြည်သူများနှင့် ၎င်းတို့၏အသက်အိုးအိမ်စည်းစိမ်ကို ကာကွယ်ရန်နှင့် ရခိုင်ပြည်နယ် တည်ငြိမ်အေးချမ်းရေးကို ထိန်းသိမ်းရန်အတွက် ထိတွေ့တိုက်ခိုက်မှုဆိုင်ရာ စည်းမျဉ်းစည်းကမ်းများ (RoE) နှင့်အညီ ဆောင်ရွက်ခဲ့သည်။
ထို့ပြင် မြန်မာနိုင်ငံတွင် မရှိသည့်လူမျိုးအမည်ဖြင့် လွဲမှားစွာ သုံးစွဲဖော်ပြလျက်ရှိသည့် အခြေအနေကိုလည်း ပြတ်သားစွာ ကန့်ကွက်သည်။ ထို့ကြောင့် ယင်းစကားရပ်ကို နိုင်ငံရေးရည်ရွယ်ချက်ဖြင့် အသုံးပြု၍ ရခိုင်ပြည်နယ်မြောက်ပိုင်း ဆက်စပ်ဖြစ်စဉ်များအပေါ် နိုင်ငံရေးအရ အကျိုးအမြတ်ရှိစေရန်အတွက် ကြေညာချက်များနှင့် ထုတ်ပြန်ပြောကြားချက်များ ထုတ်ပြန်နေခြင်းကို လက်ခံနိုင်ခြင်း မရှိပါ။ ယင်းဆောင်ရွက်ချက်များသည် မြန်မာနှင့် ဘင်္ဂလားဒေ့ရှ် နှစ်နိုင်ငံအကြား ၂၀၁၇ ခုနှစ်နှင့် ၂၀၁၈ ခုနှစ်တို့တွင် ရရှိထားသည့် သဘောတူညီချက်များနှင့်အညီ စိစစ်ပြီး နေရပ်စွန့်ခွာသူများအား ပြန်လည်လက်ခံရေး မြန်မာနိုင်ငံ၏ စေတနာမှန်ဖြင့် ကြိုးပမ်းအားထုတ်မှုများအတွက် အပြုသဘောဆောင်သည့် အထောက်အပံ့ဖြစ်မည် မဟုတ်ပါ။
ထို့ပြင် ဘင်္ဂလားဒေ့ရှ်နိုင်ငံရှိ စခန်းများတွင် ရောက်ရှိနေသူအားလုံးအား မြန်မာနိုင်ငံမှဟု စွပ်စွဲပြောဆိုချက်များအပေါ် မြန်မာနိုင်ငံအနေဖြင့် စိုးရိမ်မကင်းဖြစ်ရကြောင်း ထပ်လောင်း ဖော်ပြအပ်သည်။ နေရပ်စွန့်ခွာသူများအား ပြန်လည်လက်ခံရေးကိစ္စသည် နှစ်နိုင်ငံအကြား ဖြေရှင်းရမည့်ကိစ္စဖြစ်ပြီး မြန်မာနိုင်ငံအနေဖြင့် စိစစ်ပြီးနေရပ်စွန့်ခွာသူများကို ၎င်းတို့၏ ဆန္ဒအလျောက်၊ လုံခြုံ၊ ဂုဏ်သိက္ခာရှိစွာ ပြန်လာနိုင်ရေးအတွက် ဘင်္ဂလားဒေ့ရှ်နိုင်ငံအပါအဝင် ခင်မင်ရင်းနှီးသည့် မိတ်ဆွေနိုင်ငံများနှင့် နီးကပ်စွာ လက်တွဲဆောင်ရွက်သွားမည်ဖြစ်သည်။
ယင်းနှင့်စပ်လျဉ်း၍ ၁၅-၈-၂၀၂၆ ရက်တွင် ရခိုင်ပြည်နယ်မှ နေရပ်စွန့်ခွာသူများအား ပြန်လည်လက်ခံရေး မြန်မာနိုင်ငံမှ ဆောင်ရွက်လျက်ရှိသည့် ကြိုးပမ်းမှုများအပေါ် သတင်းထုတ်ပြန်ခဲ့ပြီးဖြစ်သည်။
သို့ဖြစ်၍ ရခိုင်ပြည်နယ်မြောက်ပိုင်း၌ ဖြစ်ပွားခဲ့သည့် ဖြစ်စဉ်များ၏ အရင်းခံအကြောင်းတရားများနှင့် မြေပြင်ပကတိ အခြေအနေမှန်များကို အသိအမှတ်ပြုခြင်းမရှိဘဲ နိုင်ငံအချို့၏ နိုင်ငံရေးလှုံ့ဆော်မှုအရ ထုတ်ပြန်သည့် ကြေညာချက်များ၊ ထုတ်ပြန်ပြောကြားချက်များ၊ လူမှုကွန်ရက် မီဒီယာများအပါအဝင် သတင်းဖော်ပြချက်များကို မြန်မာနိုင်ငံက ပယ်ချသည်။

Myanmar’s Response to the Statements and Remarks made by certain countries with regard to the incidents that took place in northern Rakhine State in August 2017
It has been observed that certain countries issued statements, made remarks, posted on social media including Facebook and X and published news in reference to the incidents that took place in northern Rakhine State on 25 August 2017.
These statements and remarks did not accurately reflect the situation on the ground and failed to acknowledge that the subsequent incidents in northern Rakhine State were caused by the coordinated and premeditated attacks by ARSA terrorists.
What actually happened in northern Rakhine State is that the ARSA terrorists had committed terrorist attacks in October and November 2016 causing the loss of lives of Myanmar security personnel and civilians.
On 25 August 2017, the ARSA terrorists carried out simultaneous and coordinated attacks on 30 police outposts and a Regiment Headquarters in northern Rakhine State resulted in the deaths of Myanmar security personnel, government officials and innocent people while many others were injured.
However, certain countries have ignored the brutal acts committed by the ARSA terrorists. Terrorism in all its forms and manifestations must be condemned.
These terrorist attacks and threats driven by violence extremism of the ARSA terrorists led to the displacement of local ethnic residents to other towns and villages in Rakhine State and Bengalis from northern Rakhine State to Bangladesh. Therefore, it is important to highlight that the root causes of the incidents and the actual situation on the ground should not be overlooked, nor should any actions be taken that could undermine the image and dignity of Myanmar.
As a sovereign state, Myanmar has the right to protect itself and respond to any terrorist attacks against the State and its people by taking counter-terrorism measures. Moreover, Myanmar security personnel, in responding to these terrorist attacks, acted in accordance with the Rules of Engagement (RoE) to protect the innocent local populace and their properties to maintain peace and stability in Rakhine State.
Moreover, Myanmar categorically rejects the expression using a nomenclature that falsely claims an ethnic identity which has never existed in Myanmar. Therefore, the issuance of statements and remarks using such terminology for political purposes to gain political advantage over the related incidents in northern Rakhine State is unacceptable. Those actions would not contribute constructively to Myanmar’s sincere efforts to repatriate the verified displaced persons in accordance with the agreements reached between Myanmar and Bangladesh in 2017 and 2018.
In addition, Myanmar reiterates its concern over allegations that all individuals residing in the camps in Bangladesh are listed as people from Myanmar. The repatriation of displaced persons is a matter to be resolved between the two countries. Myanmar is committed to working closely with Bangladesh and friendly countries to facilitate the voluntary return of verified displaced persons in a safe and dignified manner.
In this regard, Myanmar issued a Press Statement on its ongoing efforts on repatriation of displaced persons from Rakhine State on 15 August 2026.
Therefore, Myanmar rejects the politically motivated statements, remarks, social media posts made by certain countries and news articles without due consideration of the root causes of the said incidents and the actual situation on the ground.
